What is happening?

OXFORDSHIRE COUNTY COUNCIL

1. (PARKING PLACES FOR PEDAL CYCLES, OXFORD) CONSOLIDATION (AMENDMENT No.*) ORDER 20**

2. (SUMMERTOWN) (CONTROLLED PARKING ZONE AND VARIOUS RESTRICTIONS) (VARIATION NO.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order -in order to provide suitable & secure parking for pedal cycles - is to amend existing & introduce new 'on-carriageway' cycle parking places within Oxford as follows:

1. Brasenose Lane:

a. North side - extend the existing provision west of its junction with Radcliffe Square, westwards by an additional 9 metres,

b. North side - introduce three 2-metre-long provisions east of its junction with Turl Street, adjacent to the existing 8 metre provision.

2. Broad Street: Central area - introduce a 6-metre provision south of the Disabled Person Parking Place, located opposite a point 17.5 metres east of the eastern kerb line of Turl Street,

3. Ship Street: South side - extend the existing provision west of its junction with Turl Street, eastwards by an additional 6 metres,

4. Queens Lane: West side - extend the existing provision north of its junction with High Street, southwards by an additional 9.5 metres,

5. Leopold Street

a. North side - introduce a 7-metre provision from a point 9.5 metres southwest of the centre of its junction with Green Street,

b. South side - introduce a 7-metre provision from a point 7.5 metres northeast of the northeast kerb line of St Marys Road.

6. Observatory Street: North side - introduce a 7-metre provision from a point 12 metres west of the centre of its junction with Adelaide Street,

7. South Parade:

a. South side - introduce a 9-metre provision adjacent to Nos.33 & 34, replacing a section of the current 2 hour waiting and Permit Holders shared-use' parking bay in the process.

b. South side - introduce a 9-metre provision adjacent to the 'North Wall Arts Centre', replacing a section of the current 'permit holders only' parking bay in the process.

The Oxfordshire County Council (Parking Places for Pedal Cycles, Oxford) Consolidation Order 2009, and the Oxfordshire County Council (Oxford, Summertown) (Controlled Parking Zone and Waiting Restrictions) Order 2023 will be further amended as necessary.

2. (OXFORD AREA - VARIOUS STREETS) (PROHIBITION AND RESTRICTION OF WAITING AND LOADING AND PERMITTED PARKING) (VARIATION No.*) ORDER 20**

3. (OXFORD, FLORENCE PARK AREA) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) (VARIATION No.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984. The effect of the proposal is to introduce a Controlled Parking Zone in the following roads in the Iffley area of Oxford: Abberbury Road, Anne Greenwood Close, Annesley Road, Augustine Way, Bay Tree Close. Bears Hedge, Cavell Road, Church Way, Courtland Road, Eastchurch, Egerton Road, Ellesmere Road, Hunsdon Road, Iffley Turn, Maywood Road, Meadow Lane, Mill Lane, Rose Hill Service Road, Rowney Place, Sheepway Court, Stone Quarry Lane, Tree Lane, Tudor Close, and Woodhouse Way.

1) Waiting Restrictions:

(a) 'No Waiting at Any Time' (Double Yellow Lines) will see some additions in the following roads: Abberbury Road, Augustine Way, Church Way, Iffley Turn, Tree Lane, and Woodhouse Way.

(b) Double Yellow Lines will be reduced slightly in: Cavell Road

(c) Existing Double Yellow Lines will remain as currently marked in: Anne Greenwood Close, Church Way, Iffley Turn, Meadow Lane, Mill Lane, Stone Quarry Lane, and Tree Lane.

2) Parking Places:

The following roads will include parking places for permit holders only 8am to 6.30pm all days, and for non-permit holders for a maximum of 2 hours (with no return within 2 hours): Abberbury Road, Anne Greenwood Close, Annesley Road, Augustine Way, Bay Tree Close. Bears Hedge, Cavell Road, Church Way, Courtland Road, Eastchurch, Egerton Road, Ellesmere Road, Hunsdon Road, Iffley Turn,

Maywood Road, Meadow Lane, Mill Lane, Rose Hill Service Road, Rowney Place, Sheepway Court, Stone Quarry Lane, Tree Lane, Tudor Close, and Woodhouse Way.

3) Eligible properties:

(a) Subject to any existing or pending planning conditions that may prevent otherwise, residents of the following roads will be able to apply for annual parking permits and the eligible properties are known as 'Zone Addresses' with a local identifier of 'OM': Abberbury Road, Anne Greenwood Close, Annesley Road, Augustine Way, Bay Tree Close. Bears Hedge, Cavell Road, Church Way, Courtland Road (even Nos.8-90 & odd Nos.15-101), Eastchurch, Egerton Road, Ellesmere Road, Henley Avenue (even Nos.12-24), Hunsdon Road, Iffley Road (even Nos.380-388), Iffley Turn, Maywood Road, Meadow Lane (even Nos.400-404 & odd Nos.401-431 including Lucas & Remy Place), Mill Lane, Rose Hill (even Nos.2-74 including the Service Road), Sheepway Court, Stone Quarry Lane, Tree Lane, Tudor Close, and Woodhouse Way

(b) Additionally - following input from local Councillors -permit eligibility for properties (Odd Nos.15-63) on Henley Avenue (A4158) will be moved from the existing Florence Park CPZ into the new Iffley CPZ.

4) Residents permits:

Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road. A person who is temporarily resident at a Zone Address for work purposes will be eligible for a resident's permit. A resident who is temporarily resident for study purpose does not qualify.

5) Visitors permits:

Will be available for residents at the Zone Addresses, usually a maximum of 50 days' worth of permits will be issued per year and provided in blocks of 25.

6) Charges:

(a) For residents, permits per property will be £80 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.

(b) Business permits will be available for businesses (where it is essential for business purposes) within the Zone. Permits will be limited to a maximum of two permits per business and will be vehicle specific. The charge for each will be £190 per annum or £50.50 for 3 months or £95 for 6 months or £145 for 9 months. The fee for a change of vehicle for business permits is £25.

(c) Contractors may apply for a permit to use a parking place at a charge of £31.50 for any period not exceeding a week.

(d) Operators of a hotel or guest house located within a Zone address may apply for visitors permit. The charge for each will be £1 for 24 hours.

Other Matters:

(a) All permits will be Zone specific (OM). A permit may be withdrawn if the permit has not been used in accordance with the provisions of the Order or where it has been abused. This may result in suspension of eligibility for further permits.

(b) Parking places may only be used by vehicles which do not exceed 2.25 tonnes in weight, 2 metres in height (exclusive of any attachments), 5 metres in length and 2 metres in width. Motorcycles may also use designated parking places without a permit.

(c) Exemptions to the waiting restrictions and the restrictions on use of parking places will be subject to the following exemptions: For disabled badge holders (maximum of three hours where there is 'No Waiting'), loading and unloading, people boarding or alighting, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services and official funeral vehicles.

(d) The Oxfordshire County Council (Oxford Area - Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022, and the Oxfordshire County Council (Oxford, Florence Park Area) (Controlled Parking Zone and Waiting Restrictions) Order 2022 will be further amended.
