THE CITY OF WESTMINSTER (ESTATE PARKING) (OFF-STREET) (NO. 1) (AMENDMENT NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the above Order under sections 32, 35 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order would be to:
(a) facilitate the civil enforcement, under the provisions of the Traffic Management Act 2004, of all off-street parking places on the roads within the housing areas set out in the Schedule to this Notice enabling the Council’s Civil Enforcement Officers to issue Penalty Charge Notices when parking contraventions occur; and
(b) designate the two residents’ parking bays on the north side of the service road leading to the rear of Wilmcote House and No. 300 Harrow Road as the “Harrow Road / Wilmcote” parking area.
3. The Order would provide that the roads on each housing area in the Schedule to this Notice would form distinct Controlled Parking Zones (CPZs) within which parking would be restricted to those vehicles displaying valid residents’ permits for each particular housing area. Vehicles must be parked within the limits of a parking bay and display the relevant residents’ permit for that CPZ.
4. The charges for a residents’ permit, where applicable, are set out in the Schedule to this Notice (the Council maintains a waiting list for residents’ permits on its estates with priority given to estate residents over non-estate residents when a space becomes available). New permits would be issued by the Council provided that the applicant meets the relevant criteria and that parking bays are available.
5. The parking bays and waiting restrictions within the boundaries of each CPZ would apply “at any time”.
6. Engine idling by waiting vehicles would be prohibited, with certain exceptions.
7. The proposed Order and other documents giving more detailed particulars of the Order are available for inspection until six weeks have elapsed from the date on which either the Order is made or the Council decides not to make the Order at https:// westminstertransportationservices.co.uk/estateparking (please select “Carlton, Harrow and Randolph Estates” from the list) and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 8. General queries about existing permits should be directed to the Council’s Housing Services on 0800 358 3783. 9. Any objections or other representations about the proposals should be sent in writing to the Council’s agents, WSP Traffic Order Team, 3rd Floor, WSP House, 70 Chancery Lane, London, WC2A 1AF, or by email to tmo.westminster@wsp.com quoting reference 8081/HWB, by 21st August 2024.
All objections must specify the grounds on which they are made.
