What is happening?
WATFORD BOROUGH COUNCIL
THE BOROUGH OF WATFORD (WATFORD) (CONTROLLED PARKING ZONES) (CONSOLIDATION) ORDER 2023 (AMENDMENT) (NO. 1) ORDER 2024
NOTICE IS HEREBY GIVEN that the Watford Borough Council, acting as agents for the Hertfordshire County Council, has made the above mentioned Order under Sections 1, 2, 4, 35, 45, 46, 46A, 47, 49, 51 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984. The effect of the Order would be to amend the existing Traffic Regulation Orders so that:
i) An omission in Table Two of The Borough of Watford (Watford) (Controlled Parking Zones) (Consolidation) Order 2023 is corrected.
ii) The provisions of The Borough of Watford (Watford) (Controlled Parking Zones) (Consolidation) Order 2018 (Amendment) (No. 19) Order 2022 are consolidated into the current 2023 CPZ Order.
iii) The provisions of The Borough of Watford (Callowland Watford) (Controlled Parking Zone NA) Order 2020 (Leavesden Road) (Amendment No. 2) Order 2023 are consolidated into the current 2023 CPZ Order.
iv) The occupiers of residential and non-residential premises situated at the following sites of new development will be ineligible to receive residents', business and other street parking permits issued under the Watford Controlled Parking Zones Scheme:-
Zone B - Nos. 15/15A St Johns Road (Land adjacent to No. 132 Estcourt Road), two new 1 bedroom flats; Zone D - No. 99 St Albans Road, redevelopment to provide 14 residential units on first to fourth floor; No. 113 St Albans Road, change of use of rear ground floor to 2 bedroom flat; Zones M/N - No. 17 Harwoods Road, change of use from retail to self contained flat; No. 118 Mildred Avenue, new first floor dwelling unit; Nos. 269/271 Whippendell Road, change of use from retail to 5 dwellings; Zone NA - No. 113 Cecil Street, change of use to form 3 dwellings.
v) at the following site of a conversion the issue of permits per household will be specially limited:-
Zone W - No. 47 Aldenham Road, conversion of two maisonettes to three 1 bedroom and one 2 bedroom units.
The measures i) to iii) do not change the current on street parking arrangements in the CPZ Scheme. The measures iv) and v) are in accord with the Council's policies to reduce the impact of new development on existing residents' on-street parking facilities.

The Order shall come into operation on Monday July 29th 2024. Any person wishing to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act or any instrument made under it has not been complied with in relation to the Order, may within 6 weeks from the date of this Notice apply to the High Court for this purpose.
