What is happening?

THE SURREY COUNTY COUNCIL
Sample Oak Lane (D216) Chilworth Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Sample Oak Lane (D216) Chilworth which extends from its junction with Dorking Road (A248) to the southwestern property boundary line of “Orchard Cottages”.

Alternative Route – Sample Oak Lane (D216), Blackheath Lane (D211), Wonersh Common (B2128), Wonersh Common Road (B2128), New Road (A248) and Dorking Road (A248).

This Order is required to allow Network Rail to carry out railway works, which is anticipated to be completed within 3 days, between 10:00pm and 6:00am, during the 18 month period of operation of this Order which will commence on 31 July 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles and residents will be maintained at all times. Access for pedestrians and cyclists will be marshalled across. All other vehicular traffic will be required to use the signed diversion route.

Sheep Walk (D6283) Shepperton Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Sheep Walk (D6283) Shepperton which extends from its junction with Chertsey Road (B375) to its junction with Thornhill Way (D6279).

Alternative Route – Sheep Walk (D6283), Laleham Road (B376), High Street (B376), Renfree Way (B375) and Chertsey Road (B375) or the same route in reverse.

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 2 days, between 10:30am and 4:30pm, during the 12 month period of operation of this Order which will commence on 01 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.

D4001 Linkway, Guildford Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of D4001 Linkway, Guildford that extends from the northern property boundary of “No.23 Linkway”, to the southern property boundary of “No.27 Linkway”. Alternative route – Linkway, Woodside Road, Roundhill Way, Fairfield Rise and Linkway. This Traffic Order is required to enable UK Power Networks and/or ALS Civil Engineers Limited to make a new electrical connection and/or to carry out cabling and/or maintenance works. These works are anticipated to be carried out between the hours of 8am and 6pm, within 3 days of the 12 month period of operation of this Temporary Order that commences on 07 August 2024. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, businesses, pedestrians, cyclists and equestrians will be maintained at all times.

D6842 Church Road, Claygate – Esher Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of D6842 Church Road, Claygate – Esher that extends from the northern side of its junction with C158 The Green, to the southern side of its junction with D6842 The Causeway. This Traffic Order is required to enable Cappagh Contractors to carry out sewer cover replacement on behalf of Thames Water and/or remedial works to the highway and/or maintenance works. These works are anticipated to be carried out between the hours of 10am and 3pm, within 1 day of the 12 month period of operation of this Temporary Order that commences on 09 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained via the vehicular diversion route: – Coverts Road, Foley Road, Hare Lane and Claygate High Street. Access for cyclists and equestrians will be maintained at all times via The Causeway, Common Road, St Leonards Road and The Green.

Fairfield Avenue (D3282) and Mooremede Crescent (D3282) Staines Upon Thames Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Fairfield Avenue (D3282) Staines Upon Thames as extends from its junction with (A308) London Road to its junction with (D3282) Mooremede Crescent; and (b) Mooremede Crescent (D3282) Staines Upon Thames as extends from its junction with (D3282) Fairfield Avenue to its junction with (X68519) The Oaks: and (c) Suspend “The Spelthorne Borough Council (Fairfield Avenue, Staines) (One Way Traffic) Order 1983” insofar as affects the length of road described in part (a) of this Notice. Alternative Route: Fairfield Avenue. This Order is required to facilitate mobile crane works for, or on behalf of Trident Lifting Solutions Ltd. These works are anticipated to be carried out over 4 days, between the hours of 7am and 7pm, within 12-month period of operation of this Order which will commence on 08 August 2024. Advanced warning signs will be displayed, and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and cyclists will be maintained at all times. All other traffic, including emergency service vehicles, will be required to use the signed diversion route.

Hare Lane (D5400) Farncombe Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Hare Lane (D5400) Farncombe as extends from its junction with (A3100) Meadrow to its junction with (D5414) Wolseley Road. Alternative Route: St Johns Street, Farncombe Street, Nightingale Road, Chalk Road, and (A3100) Meadrow, or this route in reverse. This Order is required to facilitate telegraph pole replacement works for, or on behalf of I and A Communications. These works are anticipated to be carried out over 2 days, between the hours of 9.30am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 05 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Beauchamp Road (D6918) Road East and West Molesey Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Beauchamp Road (D6918) West Molesey as extends from its junction with (D6916) Seymour Road to its junction with (D6919) Spring Gardens; and (b) Beauchamp Road (D6918) East Molesey as extends from its junction with (D6916) Seymour Road and for a distance of 20 metres in an easterly direction. This Order is required to facilitate installation of road tables and zebra crossing works for, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible, within the 12-month period of operation of this Order which will commence on 29 July 2024. Advanced warning signs will be displayed; and the temporary closure, which is anticipated to be in operation 24 per day, will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for residents, pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. All other vehicular traffic will be required to follow the alternative diversion route. Alternative Route: (1) Nightingale Road, Molesey Park Road, Spencer Road, and Beauchamp Road (East Molesey); (2) Seymour Road, (B369) Walton Road, Spencer Road, and Beauchamp Road (East Molesey).

Godalming Road (B2130) Loxhill Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Godalming Road (B2130) Loxhill between its junction with Warwick Lane and its junction with Public Footpath No.204 (Hascombe). This Order is required to enable Lanes Group to facilitate sewer cleaning works, which is anticipated to be completed within 5 days, between 9.30am and 3.30pm, during the 12 month period of operation of this Order which will commence on 29 July 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. Alternative Route 1 – Godalming Road B2130, Dunsfold Road B2130, Barriehurst Lane B2130, Horsham Road, Rooks Hill, High Street, Horsham Road A281, Broadford Road, Portsmouth Road, Meadrow, Bridge Roadd, Flambard Way, Brighton Road, The Street, Hascombe Road. Alternative Route 2 – Godalming Road, The Street, Hascombe Road, Brighton Road, Flambard Way, Bridge Road, Meadrow, Guildford Road, Old Portsmouth Road, Broadford Road, left hand turn onto A281, roundabout back due to no right hand turn from Broadford Road onto A281: Horsham Road, High Street, Rooks Hill, Horsham Road A281, Barriehurst Lane, Dunsfold Road and Godalming Road.

Manor Road North (D6814) Hinchley Wood Temporary Prohibition of Traffic Order 2024

On 24 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Manor Road North (D6814) Hinchley Wood which extends from its junction with A309 Kingston By-Pass northwards for a distance of 50m. This Order is required to enable Surrey County Council to facilitate carriageway surfacing and major maintenance works which is anticipated to be completed between 8pm and 6am, as soon as possible within the 18 month period of operation of this Order which will commence on 1 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Alternative Route – D6814 Manor Road North, D6809 Sudgen Road, C162 Fleece Road, C162 Ditton Hill Road, C162 Ditton Hill, C162 Ditton Road (Kingston), A243 Hook Road (Kingston), A3/A243 Hook interchange (TfL), A3 Hook Rise South (TFL) and A309 Kingston By-Pass.

D4003 Walnut Tree Close and D4003 Woodbridge Meadows, Guildford Temporary (Suspension) Order 2024

On 24 July 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to suspend Article 2 of “The Surrey County Council Woodbridge Meadows (D4003) and Walnut Tree Close (D4003) Guildford (One-Way System and Contra-Flow Cycle Lane) (No.1) Traffic Regulation Order 2023” that imposes a one-way system for vehicular traffic in D4003 Walnut Tree Close and D4003 Woodbridge Meadows, Guildford. This Traffic Order is required by Surrey County Council to maintain access 24hrs a day to residential properties and businesses during temporary road closures which will be in place along Walnut Tree Close to facilitate and carriageway and footway reconstruction works. These works are anticipated to be carried out as soon as possible within the 18 month period of operation of this Temporary Order that commences on 31 July 2024. Advanced warning signs will be displayed and the temporary suspension will only operate when the relevant traffic signs are displayed. N.B. Multi-way traffic signals will be in place to manage access through the suspended restriction.

Heath Ridge Green (D6856) Cobham Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Heath Ridge Green (D6856) Cobham as extends from a point in line with the common boundary between No.16 and No.18 Heath Ridge Green to a point in line with the common boundary between No.18 and No.20 Heath Ridge Green. Alternative Route: Heath Ridge Green, Links Green Way, and Heath Ridge Green, or this route in reverse. This Order is required to facilitate water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 8am and 5pm within the 12-month period of operation of this Order which will commence on 19 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians, dismounted cyclists, and dismounted equestrians will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

The Parade (D6844) Claygate Temporary Prohibition of Traffic Management Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily; (a) prohibit vehicles from entering or proceeding in that length of The Parade (D6844) Claygate as extends from its junction with (D6844) Albany Crescent to its junction with the access to the property known as “Claygate Station”; (b) prohibit vehicles from waiting, loading and unloading at any time on both sides of that length of The Parade (D6844) Claygate as extends from its junction with (D6844) Albany Crescent to its junction with the access to the property known as “Claygate Station”. This Order is required to facilitate crane operation works for, or on behalf of Network Rail. These works are anticipated to be carried out over 4 phases, between the hours of 10pm and 5am, during the 18-month period of operation of this Order which will commence on 23 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. For sub-paragraph (a) above: Access for pedestrians and dismounted cyclists will be maintained at all times, via the banksmen on site. Access for emergency services vehicles will be maintained in an emergency situation only. It will not be possible to maintain vehicular access through the closure for residents and businesses. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. There is no alternative route for this closure. For sub-paragraphs (b) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

Peaslake Lane (D222) Peaslake Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Peaslake Lane (D222) Peaslake as extends from its junction with (D228) Walking Bottom, (D222) Ewhurst Road, and (D276) Radnor Road to its junction with (D229) Mackies Hill. Alternative Route: Pursers Lane, Burrows Cross, Hook Lane, Hound House Road, Pitch Hill, Peaslake Road, and Ewhurst Road, or this route in reverse. This Order is required to facilitate installation of new customer connection works for, or on behalf of UKPN. These works are anticipated to be carried out over 5 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 19 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Kitsmead Lane (D3017) Chertsey Temporary Prohibition of Traffic Order (No.2) 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Kitsmead Lane (D3017) Chertsey which extends from its western arm junction with B386 Longcross Road to the northern property boundary line of No.3 Kitsmead Lane. This Order is required to enable Surrey County Council to facilitate footway slurry works and/or major maintenance works which is anticipated to be completed between 7am and 5pm, as soon as possible within the 18 month period of operation of this Order which will commence on 22 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Alternative Route – B386 Longcross Road, C10 Chobham Lane and D3017 Kitsmead Lane.

Kitsmead Lane (D3017) Chertsey Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of the eastern arm of Kitsmead Lane (D3017) Chertsey which extends from its easternmost junction with B386 Longcross Road to the property boundary line between Kitsmead House and Hurst Lodge and any parts thereof. This Order is required to enable Affinity Water to facilitate water works which is anticipated to be completed within 4 days, between 8am and 6pm, during the 12 month period of operation of this Order which will commence on 13 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, will be maintained when safe to do so and if necessary via the signed diversion route. Access for emergency service vehicles will be maintained via the signed diversion route. Alternative Route – B386 Longcross Road and D3017 Kitsmead Lane or vice versa.

Falmouth Road (D3848) Hersham Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Falmouth Road (D3848) Hersham. Alternative Route: Hersham Road, Devon Road, and Thistlecroft Road, or this route in reverse. This Order is required to facilitate carriageway patching works for, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible within 18-month period of operation of this Order which will commence on 20 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. Vehicular access for residents will be maintained only when safe to do so, if necessary, via the diversion route. All other vehicular traffic will be required to follow the diversion route.

A308 High Street and A308 London Road, Staines Upon Thames Temporary Traffic Management Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to: – 1. Prohibit vehicles from entering or proceeding in that length of the eastbound carriageway to A308 High Street and A308 London Road, Staines Upon Thames that extends from the eastern side of the junction of A308 High Street with D3282 Fairfield Avenue, to a point 15m east of the eastern side of the junction with C248 Kingston Road. Alternative Route – D3282 Fairfield Avenue. 2. Prohibit vehicles that are proceeding in a north-westerly direction on C248 Kingston Road, Staines Upon Thames from turning right into A308 London Road. Alternative Route – A308 High Street and D3282 Fairfield Avenue. 3. Suspend the “Surrey County Council High Street (A308), London Road (A308), and (C248) Kingston Road Staines Upon Thames Temporary Prohibition of Traffic Order 2024” in its entirety.

This Traffic Order is required to enable Surrey County Council to carry out signal maintenance and/or repairs and/or associated works. These works are anticipated to be carried out in 4 weeks of the 12 month period of operation of this Temporary Order that commences on 12 August 2024. Advanced warning signs will be displayed and the temporary prohibitions will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained via the alternative routes described above. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

Road Traffic Regulation Act 1984, Section 14(1) & 14(2) Public Bridleway No.45 (Abinger/Wotton) Temporary Prohibition of Traffic Order 2024

On 18 July 2024 Surrey County Council made the above mentioned temporary order, the effect of which is to prohibit all traffic from entering or proceeding along that length of Public Bridleway 45 (Abinger/Wotton) from grid ref: 512116 143218 to grid ref: 512110 143218. Pedestrians and cyclists may be allowed access at certain times. See appropriate signage on site.

The Order is necessary/on the grounds of safety due to a damaged bridge.

The closure will be in operation for a period of six months from 23 July 2024 or until completion of the works, if earlier. That period can be extended by the Secretary of State for Transport if required.

The temporary closure will only be in operation when appropriate road traffic signs are displayed on site by the County Council or an authorised person acting on its behalf. Access to properties will not be affected.

There is no alternative route.

The Surrey County Council Public Bridleway 45 (Abinger/Wotton) Temporary Prohibition of Traffic Order 2024 was made by the County Council under Section 14(1) & (2) of the Road Traffic Regulation Act 1984.
