What is happening?

Norfolk County Council TEMPORARY TRAFFIC REGULATION ORDERS 2024 (NORWICH] Road Traffic Regulation Act, 1984

Norfolk County Council in exercise of its powers under Section 14(1) of the Road Traffic Regulation Act 1984, hereby give notice that:

(i) THEY PROPOSE TO MAKE Temporary Traffic Regulation Orders in respect of the following roads:

BRANFORD ROAD - from its junction with Silver Road for 32m westwards to facilitate water pipe repair works from 29th to 31st July 2024 (may continue until 11th September 2024). Alternative route is via: Silver Road, Northcote Road, Spencer Street and vice versa.

BULL CLOSE AND SPENCER STREET - 1) Bull Close from its junction with A1151 Bull Close Road for 30m south westwards and 2) Spencer Street from its junction with Bull Close Road for 30m northwards to facilitate installation of electrical apparatus from 31st July to 2nd August 2024 (may continue until 13th September 2024). Alternative route is via: Bull Close: Bull Close Road, Charlton Road, Barrack Street/St Crispins Road Roundabout, Charlton Road, Cowgate, Bull Close and vice versa. Spencer Street: Bull Close, Magdalen Road, Sprowston Road, Branford Road, Spencer Street and vice versa.

CHAPEL FIELD EAST - loading bay situated on Chapel Field East for its entire length (approx. 29m) to provide alternative parking for construction vehicles as well as visitors to the nursery displaced by nearby works. The road will be temporarily subject to the temporary suspension of the loading/unloading restriction from 1st to 31st August 2024. Alternative route is via: N/A

JOSEPH LANCASTER WAY - Joseph Lancaster Way from 40m northeast of its junction with Piggs Lane for 40m eastwards to facilitate water supply disconnection works between 09:30 and 14:00 on the 29th July 2024 (may continue until 9th September 2024). Alternative route is via: Joseph Lancaster Way, Bedding Lane, Palace Street, Pigg Lane.

LEICESTER STREET - from its junction with Onley Street to its junction with York Street due to replacement of a lead water main will be temporarily closed and traffic over the road shall be temporarily prohibited to park, stop, load, and/or unload from 29th July to 6th September 2024 (may continue until 6th March 2025). Alternative route is via: Northbound - York Street, Rupert Street, Gloucester Street, Unthank Road, Onley Street. Southbound - York Street, Newmarket Street, Gloucester Street.

PLUMSTEAD ROAD - Plumstead Road from its junction with Hilary Avenue to its junction with Vincent Road to facilitate carriageway resurfacing works between 19:00 and 06:00 from 29th to 30th July 2024 (may continue until 10th September 2024). Alternative route is via: Plumstead Road, Heartsease Lane, Mousehold Lane, Sprowston Road, Magdalen Road, Bull Close Road, Charlton Road, Barrack Street, Ketts Hill and vice versa (Norwich, Sprowston).

(ii) THEY HAVE MADE Temporary Traffic Regulation Orders in respect of the following roads:

BLUEBELL ROAD - from its southern junction with Westfield View to its northern junction with Westfield View to facilitate works for a new electrical connection from 20th to 21st July 2024 (may continue until 1 st September 2024). Alternative route is via: Bluebell Road, Newmarket Road Slip Road, Newmarket Road, Mile End Road, Colman Road, Earlham Road, Bluebell Road and vice versa.

BLUEBELL ROAD - from its junction with Earlham Road to its junction with Salter Avenue to facilitate footway reconstruction works from 22nd July to 23rd August 2024 (may continue until 23rd February 2025). Alternative route is via: Earlham Road, Colman Road, Mile End Road, Newmarket Road, Eaton Street and Bluebell Road.

GUARDIAN ROAD -1) Guardian Road from its junction with Bowthorpe Road for 150m northwards, 2) Farrow Road from its junction with Bowthorpe Road to its junction with Earlham Road and 3) Bowthorpe Road from its junction with Farrow Road for 60m westwards to facilitate carriageway resurfacing, the Roads 1), 2) and 3) will be temporarily closed and traffic over the Road 3) shall be prohibited to park, stop, load, and/or unload between 19:00 on the 22nd July and 07:00 on the 28th July 2024 only whilst signs indicating closures are in place (may continue until 8th September 2024). Alternative routes will be provided as signed on site (Norwich, Colney, Bawburgh, Costessey).

SOUTH PARK AVENUE AND HIGHLAND ROAD -1) South Park Avenue from its junction with Colman Road for 15m westwards and 2) Highland Road from its junction with Colman Road for 15m westwards to facilitate works for a new electrical connection from 22nd to 26th July 2024 (may continue until 6th September 2024). Alternative route is via: South Park Avenue - Colman Road, North Park Avenue, Bluebell Road, South Park Avenue and vice versa. Highland Road - Colman Road, Muriel Road, Christchurch Road, Highland Road and vice versa.

SWANSEA ROAD - from its junction with Denbigh Road to its junction with Avenue Road to facilitate replacement of gas mains by Cadent Gas from 22nd July to 21st August 2024 (may continue until the 21st February 2025). Alternative route is via: Denbigh Road, Park Lane, Avenue Road.

MILFORD ROAD/CAERNARVON ROAD - 1) Milford Road from its junction with Swansea Road to its junction with Caernarvon Road will be temporarily closed and 2) Caernarvon Road from its junction with Denbigh Road to its junction with Milford Road shall be temporarily prohibited to park, stop, load, and/or unload and temporarily subject to the suspension of the one-way system (northbound) to facilitate Cadent replacement of gas main works from 29th July to 9th August 2024 (may continue until the 21st February 2025). Alternative route is via: Caernarvon Road, Denbigh Road, Swansea Road.

Unless otherwise stated, the effect of these Orders will be to prohibit the use by vehicles of the named road(s)/footpath(s). In the event of the start date being delayed the new start date will be displayed on site in advance. Where an Order is for a reason other than works it is because of the likelihood of danger to the public or of serious damage to the road/footpath.

Anticipated dates are stated but the Orders may continue until the end date where necessary or required.

The Orders are revoked on the end date or on the actual date of removal of the prohibition/restriction where earlier without further notice. If necessary, the restrictions can have a maximum duration of 18 months for vehicular highway or 6 months for non-vehicular highway.

Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.
