What is happening?

THE MOTORWAYS TRAFFIC A57(M) (MANCUNIAN WAY) (30MPH SPEED LIMIT) SCHEME 2024
The Council of the City of Manchester (‘the Council’) hereby give notice that they have made and intend to submit to the Secretary of State for Transport for confirmation the abovenamed scheme, made under Sections 16 and 326 of the Highways Act 1980, which seeks to revoke the 50mph on the Mancunian Way.
The effect of the scheme, if confirmed, would be to reduce the speed limit to 30mph on the Mancunian Way as described in the Schedule to this notice and shown on the deposited plan of the scheme.
A copy of the scheme together with Statutory Instrument for revocation (The Motorways Traffic (A57(M) (Mancunian Way) (Speed Limit) Regulations 1971) and relevant plans may be inspected by appointment at the Customer Service Centre Ground Floor, Town Hall Extension, M60 2LA (for Sat. Nav. use M2 5DB) between the hours of 9.00am and 4.30pm on Monday to Friday. Alternately, please email or write into the address below for a copy of the documents. Details can also be viewed online at manchester.gov.uk/tro. Objections to the proposals must be sent to me in writing to phlegal@manchester.gov.uk or the address below, stating the grounds on which they are made, no later than 30 August 2024. THE SCHEDULE
That length of motorway known as Mancunian way A 57(M) in the City of Manchester which extends (point X on the Plan) from its junction with Chester Road roundabout in a general north-easterly direction to its junction with Downing Street Roundabout a distance of approximately 2010 yards (point Y on the Plan).
