What is happening?
THE SURREY COUNTY COUNCIL
Redehall Road (C62) Smallfield Temporary Prohibition of Traffic Order 2024
On 10 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Redehall Road (C62) Smallfield as extends from its junction with (B2037) Keepers Corner and (B2037) Effingham Road to its junction with (X10215) Harts Mead. Alternative Route – Redehall Road; Weatherhill Road; Smallfield Road; Balcombe Road; Antlands Road; and Keepers Corner. The Order is required to facilitate new mains electrical connection works and/or any other associated works to be carried out by, or on behalf of ALS Civil within the length of road described in this notice. These works are anticipated to be carried over 2 days between the hours of 8am and 6pm within the 12-month period of operation of the Temporary Order that commences on 25 July 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for residents, the emergency services, pedestrians and dismounted cyclists will be maintained at all times.
B2037 Effingham Road, Copthorne Temporary Prohibition of Traffic Order 2024
On 10 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of B2037 Effingham Road, Copthorne that extends from its junction with D369 Dowlands Lane, to the northeastern property boundary of “Brookside”. This Traffic Order is required to enable Surrey County Council to carry out drainage works to improve drainage and alleviate flooding on Effingham Road, to include the installation of new drainage pipes/assets, construction of a balancing pond and/or maintenance and/or highway works. These works are anticipated to be carried out in sections between the hours of 8am and 5pm, within 3 months of the 18 month period of operation of this Temporary Order that commences on 22 July 2024. Advanced warning signs will be displayed and the temporary closures which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted, cyclists and equestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained at all times via the alternative route: – B2037 Effingham Road, C67 Redehall Road, C66 Plough Road, C66 Smallfield Road, C66 Croydon Barn Lane and C66 Bones Lane, B2028 West Park Road and B2037 Effingham Road. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.
The Ridgeway (D2513) Fetcham Temporary Prohibition of Traffic Order 2024
On 10 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of The Ridgeway (D2513) Fetcham which extends from its junction with Guildford Road (B2122) to its junction with Ridgeway Close (X8041). Alternative Route – The Ridgeway (D2513), Lower Road (D265), Cobham Road (D2508) and Guildford Road (B2122) or the same route in reverse. This Order is required to allow SGN to carry out gas utility works, which is anticipated to be completed within 19 days, during the 12 month period of operation of this Order which will commence on 15 July 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. During certain phases of the works, vehicular access may be restricted. When this is the case, such restriction will apply for no more than eight hours within any 24-hour period, in accordance with Section 3(1) of the Act. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.
Various Roads in Walton On The Hill Temporary Prohibition of Traffic Order 2024
On 10 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to facilitate gas mains replacement works for, or on behalf of SGN. These works are anticipated to be carried out in 4 phases over 7 weeks between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 22 July 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 per day, will only operate when the relevant traffic signs are displayed.
Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

(a) That length of Duffield Road (D1118) Walton On The Hill as extends from its junction with (B2220) Walton Street to a point in line with common boundary between No.01 and No.03 Duffield Road. Alternative Route: Duffield Road, Meadow Walk, Deans Lane, and (B2220) Walton Street, or this route in reverse; (b) That length of Ebbisham Lane (C55) Walton On The Hill as extends from its junction with (X25157) The Barnyard to its junction with (B2220) Walton Street. Alternative Route: (1) Ebbisham Lane, Hurst Road, Hurst Lane, Church Lane, (B2033) Headley Common Road, (B2032) Dorking Road, and (B2220) Chequers Lane; (2) Ebbisham Lane, Hurst Road, Hurst Lane, Church Lane, (B2033) Headley Common Road, (B2032) Dorking Road, (B290) New Road, (B2220) Mere Road, and (B2220) Walton Street; (c) That length of Walton Street (B2220) Walton On The Hill as extends from its junction with (D1118) Duffield Road to its junction with (C55) Ebbisham Lane. Horley Row (D336) and Brighton Road (A23) Horley Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in (a) that length of the westbound carriageway of Horley Road (D336) Horley as extends from its junction with (A23) Brighton Road to its junction with (D561) Chequers Drive; and (b) the entire length of the dedicated left hand turn lane into (D336) Horley Row. Alternative Route – A23 Brighton Road; Vicarage Lane; Lee Street; and Horley Row. The Order is required to facilitate new mains electrical connection works and/or any other associated works to be carried out by, or on behalf of UK Power Networks. These works are anticipated to be carried over 4 weeks between the hours of 8am and 6pm Monday to Friday within the 12-month period of operation of the Temporary Order that commences on 05 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians, and dismounted cyclists will be maintained at all times. Due to the nature of the works, there will be no vehicular access through the works area and all vehicles including the emergency services will be required to use the signed diversion route. No sole access will be affected.
Various Roads in Lingfield Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of (a) Ray Lane (B2029) Lingfield as extends from its junction with the access to the property known as “Ray Lodge House” to its junction with (C87) Lingfield Common Road and (B2029) Godstone Road; (b) Godstone Road (B2029) Lingfield as extends from its junction with (C87 Lingfield Common Road and (B2029) Ray Lane to its junction with the access to the properties known as “Rome Farm”, “Rome Farm Barn” and “Rome Farm Cottage”; Alternative Route – Ray Lane; The Common; A22 Eastbourne Road; Newchapel Road; and Godstone Road or this same route in reverse; and (c) Lingfield Common Road (C87) Lingfield as extends from its junction with (B2029) Ray Lane and (B2029) Godstone Road to its junction with (D826) Ray Close.
Alternative Routes – (1) Lingfield Common Road; Crowhurst Road; Crowhurst Village Road; Crowhurst Lane; Crowhurst Lane End; Tandridge Lane; and Ray Lane, and (2) Lingfield Common Road; Crowhurst Road; Crowhurst Village Road; Crowhurst Lane; Crowhurst Lane End; Tandridge Lane; The Common; A22 Eastbourne Road; New Chapel Rad; and Godstone Road. The Order is required to facilitate new mains gas connection works and/or any other associated works to be carried out by, or on behalf of SGN within the length of road described in this notice. These works are anticipated to be carried over 4 weeks between the hours of 7am and 6pm within the 12-month period of operation of the Temporary Order that commences on 05 August 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents within the closure area, pedestrians, and dismounted cyclists will be maintained at all times. All other vehicular traffic including the emergency services will be required to use the signed diversion routes.
Various Roads in Beare Green and Capel Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of C52 Horsham Road (part of which is also known as Hoyle Hill), C52 Seaman’s Green Road, C52 The Street and C52 Wolves Hill, Beare Green and Capel. This Traffic Order is required to enable UK Power Networks and/or ALS Civil Engineers Limited to make a new electrical connection and/or to carry out cabling and/or maintenance works in C52 Horsham Road, Beare Green between D298 Wigmore Lane and Randall Close. These works are anticipated to be carried out within 12 days of the 12 month period of operation of this Temporary Order that commences on 05 August 2024: between the hours of 7am to 7pm on weekdays, 8am to 5pm on Saturday, and 9:30am to 1pm on Sunday. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for cyclists and equestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained at all times via the alternative route: – C52 Horsham Road, A24 Beare Green Roundabout, A24 Capel By-Pass, A24 Clarks Green Roundabout, C52 Wolves Hill, C52 The Street, C52 Seaman’s Green Road and C52 Horsham Road.
Saxbys Lane (D409) Lingfield Temporary Prohibition of Waiting, Loading and Unloading Order 2024
Surrey County Council propose to make the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Saxbys Lane from a point in line with the common boundary between property No.60 and No.62 Saxbys Lane to a point in line with the common boundary between property No.96 and No.98 Saxbys Lane. This Temporary Order is required to facilitate safety works for, or on behalf of Walker Construction Ltd. These works are anticipated to be carried out over 49 weeks, between the hours of 7.30am and 6pm, Monday to Friday only, during the 12-month period of operation of this Order which commences on 08 August 2024. This temporary restriction will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).
Beechwood Gardens (D1406) Caterham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Beechwood Gardens (D1406) Caterham which extends from its junction with Beechwood Road (D1406) to its junction with Croydon Road (B2208). Alternative Route – Beechwood Road (D1406) and Croydon Road (B2208) or the same route in reverse.
This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 3 days, between 8:00am and 5:00pm, during the 12 month period of operation of this Order which will commence on 05 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.
Woodroyd Avenue (D555) Horley Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Woodroyd Avenue (D555) Horley which extends from its junction with A23 Brighton Road to the property boundary line between Nos.1 and 2 Woodroyd Avenue. This Order is required to enable SGN to facilitate gas main replacement works, which is anticipated to be completed within 1 month, between 8am and 4.30pm, during the 12 month period of operation of this Order which will commence on 29 July 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Due to the nature of the works, vehicular access to premises within the affected length of road including access by emergency vehicles to these properties will not be maintained. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises, including emergency service vehicle access, within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. Alternative Route – Woodroyd Avenue, Oldfield Road, Wolverton Gardens and A23 Brighton Road or vice versa.
Norbury Road (D1203) Reigate Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Norbury Road (D1203) Reigate which extends from the southeast property boundary line of “no. 2A Norbury Road” to the northwest property boundary line of “no. 5 Norbury Road”. Alternative Route – No diversion route available. This Order is required to allow SES Water to carry out water works, which is anticipated to be completed within 5 days, between 8:00am and 4:00pm, during the 12 month period of operation of this Order which will commence on 05 July 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed.
Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.
Worsted Green (D1169) Merstham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Worsted Green (D1169) Merstham which extends from its junction with Bletchingley Road to its junction with Sunstone Grove. This Order is required to enable Surrey County Council to facilitate fine milling, carriageway treatment and major maintenance works which is anticipated to be completed between 7am and 5pm, as soon as possible within the 18 month period of operation of this Order which will commence on 29 July 2024.
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Notice of Confirmation of an Order Town and Country Planning Act 1990, Sections 257 and 261
Public Footpaths 161, 162 & 628 (Bletchingley) Temporary Stopping Up Order 2024
On 27 June 2024 Surrey County Council confirmed above Order made under section 119 of the Highways Act 1980 and section 53A(2) of the Wildlife and Countryside Act 1981.
The effect of the Order as confirmed is temporarily stop up public footpaths 161,163 & 628 (Bletchingley) as shown on the order map.
The stopping up is necessary for the applicant to continue and complete the extraction of silica sand in accordance with planning permission granted by Surrey County Council (SCC ref: 2020/434 & RE20/00463/ CON.) The Footpaths will be reinstated to their original alignments on completion and final restoration of the site.

This order came into force on 27 June 2024 but if any person aggrieved by the order desires to question its validity, or that of any provision contained in it, on the ground that it is not within the powers of the above Act, or on the ground that any requirement of that Act or any regulation made under it has not been complied with in relation to the confirmation of the order, he or she may apply to the High Court for any of these purposes under section 287 of the Town and Country Planning Act 1990 within six weeks from the date on which this notice is first published as required by paragraph [7] [8] of Schedule 14 to that Act.

Public Footpath 163 (Bletchingley) Temporary Diversion Order 2023
On 27 June 2024 Surrey County Council] confirmed the above Order.
The effect of the order as confirmed is to temporarily divert Footpath 163 (Bletchingley) running from OS Grid Reference 532065 152323 in a generally east south easterly direction for 467 metres to OS Grid Reference 532480 152145 and create an alternative bridleway with a width of 4 metres on a line running from O.S. Grid Reference 532100 152714 in a generally easterly turning to south easterly direction for 540 metres to OS Grid Reference 532534 152464 then in an easterly direction for 44 metres to Whitehill Road at OS Grid Reference 532577 152464 and an alternative footpath with a width of 3,2 metres on a line running from OS Grid Reference 532534 152464 to OS Grid Reference 532480 152145.
