Stryd Arthur, Cynllun Lliniaru Llifogydd Rhydaman: Gwaith i wella ac atgyweirio / cyfnewid y System Cwlferi
Mae Cyngor Sir Caerfyrddin ("Y Cyngor") YN RHOI RHYBUDD ei fod yn bwriadu gwneud gwaith peirianneg i oddeutu 145 metr o'r cwlfer sy'n rhedeg o grid sgrin goleddol ar Stryd Arthur / Myddynfych (SN 62672 12931) trwy'r ymyl laswelltog gerllaw Stryd Arthur ar Iwybr de-orllewinol, gan gysylltu a system gwlferu Asiantaeth Cefnffyrdd De Cymru (SWTRA) aryr A483. Mae'r cysylltiad a'r system hon yn y siambr arolygu ar Iwybr troed yr A483/Stryd y Coleg (SN 62635 12849) yn nhref Rhydaman.
Bydd y gwaith arfaethedig yn cynnwys y canlynol:
- Cloddio cwlfer presennol ar ffin tir preifat hyd at system y gefnffordd ar yr A483. Bydd y cwlfer hwn yn cael ei waredu a'i gyfnewid am gwlfer bocs capasiti uwch, newydd.
- Gosod 7 siambr archwilio / twll archwilio newydd.
- Adfer tirwedd a llawr caled y mannau sydd wedi eu cloddio a'r mannau gwaith mewn eiddo preifat a'r llwybr troed drwodd.
- Tynnu ac adfer Blwch Post Brenhinol (Blwch 43)
Mae'r gwaith gwella yn rhan o Raglen Rheoli Perygl Llifogydd ac Erydu Arfordirol y Cyngor. Mae'r cynllun yn cael ei ariannu gan Lywodraeth Cymru a Chyngor Sir Caerfyrddin, ac yn cael ei reoli gan Dfm Amddiffyn rhag Llifogydd a Diogelu'r Arfordiry Cyngor. Nod y gwaith yw cyfnewid y cwlfer sydd mewn cyflwr gwael ac mewn perygl o gwympo, gan an/vain at fwy o berygl o lifogydd i eiddo o amgylch Stryd Arthur ac i ardal Tir Y Dail yn Rhydaman.
Gan gyfeirio at Atodlen 2 y rheoliadau, ar 61 ystyried lleoliad a nodweddion y cynllun, a'r math o effeithiau posibl a'u nodweddion, mae'r Cyngor o'r farn nad yw'r gwaith gwella draenio yn debygol o gael effeithiau sylweddol ar yr amgylchedd. Mae adroddiadau ac arolygon a baratowyd fel rhan o'r cynllun wedi pennu nad oes unrhyw effeithiau amgylcheddol sylweddol tebygol ar yr ardal gyfagos gan gynnwys Afon Llwchwr. Felly, nid yw'r Cyngor yn bwriadu paratoi Datganiad Amgylcheddol mewn perthynas a'r gwaith.
Mae'r cynllun wedi ymgymryd ag Arfarniad Ecolegol Rhagarweiniol ac arolwg ar droed o ran cyfyngiadau Ecolegol. Gellir gofyn am y lluniadau dylunio prosiect a'r adroddiadau amgylcheddol gan: Kieron McCullar, Cyngor Sir Caerfyrddin, Waun Dew, Pare Myrddin, SA31 1HQ, KPMcCullar@sirgar.gov.uk

Carmarthenshire County Council PUBLIC NOTICE
INTENTION TO PROCEED WITH DRAINAGE WORKS WITHOUT PREPARATION OF AN ENVIRONMENTAL STATEMENT
REGULATION 5 OF THE ENVIRONMENTAL IMPACT ASSESSMENT (LAND DRAINAGE IMPROVEMENT WORKS) REGULATIONS 1999 (as amended)
Arthur Steet, Ammanford Flood Alleviation Scheme: Works to improve and repair/ replace the Culvert System
Carmarthenshire County Council ("The Council") GIVES NOTICE that it proposes to carry out engineering works to approximately 145 metres of the culvert that runs from an inclined screen grid on Arthur Street/ Myddynfych (SN 62672 12931) through the grass verge adjacent to Arthur Street on a south westerly path, connecting to the South Wales Trunk Road Agency (SWTRA) culverted system on the A483. The connection to this system is at the inspection chamber in the footpath of the A483/ College Street (SN 62635 12849) in the town of Ammanford. "
The proposed works will involve the following:
- Excavation of existing culvert in private land boundary down to trunk road system on the A483. This culvert is to be removed and replaced with a new, higher capacity box culvert.
- Installation of 7 new manhole/ inspection chambers
- Landscape & hardstanding reinstatement of excavated and working areas within private properties and through footpath
- Removal and reinstatement of Royal Mail Postbox (Box 43)
The improvement works form part of the Council's Flood and Coastal Erosion Risk Management programme. The scheme is funded by the Welsh Government and Carmarthenshire County Council, and managed by Council's Flood Defence and Coastal Protection Team. The work aims to replace the culvert that is in poor condition and in danger of collapse, leading to increased risk of flooding to properties around Arthur Street and into the Tir Y Dail area of Ammanford.
With reference to Schedule 2 of the regulations, having considered the location and characteristics of the scheme, and the type and characteristics of the potential impacts, the Council believes that the drainage improvement works are not likely to have significant effects on the environment. Reports and surveys prepared as part of the scheme have determined that there are no likely significant environmental effects on the surrounding area including the River Loughor. Therefore the Council does not intend to prepare an Environmental Statement in respect of the works.
The scheme has undertaken a PEA (Preliminary Ecological Appraisal) and an Ecological constraints walkover. Any person wishing to make representations to the Council in relation to the likely environmental effects of the proposed improvement works should do so, in writing, to the address specified below, within 30 days of the date of publication of this notice. The works are scheduled to be undertaken between July and October 2024.
