What is happening?
DARLINGTON BOROUGH COUNCIL
ROAD TRAFFIC RESTRICTIONS
(AMENDMENT NO.2) ORDER 2024
Notice is hereby given that Darlington Borough Council has made the above named Order under Sections 1, 2, 4, 32, 33 and 35 of the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004. The following restrictions/changes will come into operation on the 15th July 2024:
1. No waiting and no loading/unloading at any time in the following parts of High Northgate: the east side, from the southern boundary 136 High Northgate to its junction with North Road; and from its junction with High Northgate East Back to a point 2metres south of the northern boundary 118 High Northgate the west side, from its junction with Arthur Street to the southern boundary 105 High Northgate
2. No waiting at any time and no loading/unloading 8am-9.30am and 4pm-6pm Mon-Sat in the following parts of High Northgate:
the east side, from a point 2 metres south of the northern boundary 118 High Northgate to the southern boundary 54 High Northgate the west side, from its junction with Station Road to its junction with Arthur Street
3. No waiting at any time in the following lengths of road:
Arthur Street - the north side, from its junction with Station Road to the western boundary 20 Arthur Street High Northgate East Back - the north side, from its junction with High Northgate eastwards and southwards for a distance of 33 metres; the south side, from its junction with High Northgate eastwards for a distance of 24 metres
Hopetown Lane - the east side, from its junction with Station Road northwards for a distance of 10 metres
McNay Street - both sides, from its junction with Station Road eastwards for a distance of 5 metres; the north side, from a point 49.5 metres to a point 57 metres east of its junction with Station Road, and from a point 70.5 metres east of its junction with Station Road to and across the eastern end of the street; and the south side, from a point 46 metres east of its junction with Station Road to the eastern end of the street
Station Road - the north side, from its junction with Hopetown Lane eastwards for a distance of 41 metres; the south side, from its junction with the western carriageway of Station Road eastwards for a distance of 14 metres; the east side of the eastern carriageway from a point 5 metres north to a point 5 metres south of its junction with McNay Street; the east side of the eastern carriageway from a point 22 metres north to a point 37 metres north and from a point 43 metres north to a point 48 metres north of its junction with McNay Street; the east side of the western carriageway from its junction with Widdowfield Street southwards for a distance of 35 metres; the west side of the eastern carriageway from its junction with Arthur Street northwards for a distance of 5 metres; the west side of the eastern carriageway from a point 5 metres north to a point 63 metres south of its junction with McNay Street; and the west side of the eastern carriageway from a point 32 metres north of its junction with McNay Street to the northern end of the street Stephenson Street -both sides, from its junction with McNay Street southwards for a distance of 5 metres
4. To designate the area of land off John Street bounded on north by John Street Cycleway, on east by the River Skerne, on south by JD Gyms Darlington and on west by 94 -124 High Northgate as an off street pay and display parking place to be known as Skerne Bridge Car Park. It will operate on all days. The charging hours will be 8am-6pm during which charges will be £1 per hour or part thereof; a daily ticket will cost £4
5. The following parts of McNay Street shall be designated as disabled parking places from 8am-6pm all days with a maximum wait of 3 hours, and no return within an hour:
the north side, from a point 36 metres to a point 49.5 metres east of its junction with Station Road; and from a point 57 metres to a point 70.5 metres east of its junction with Station Road
6. The following part of McNay Street shall be designated as loading bays from 8am-6pm Mon-Sat: the south side, from a point 5 metres east of its junction with Station Road eastwards for a distance of 18 metres
7. The following section of High Northgate which is currently designated as a bus lane 8am-9.30am and 4pm-6pm Mon-Sat:
the eastern lane of the southbound carriageway from the northern boundary 136 High Northgate to the southern boundary 54 High Northgate is changed to:
the eastern lane of the southbound carriageway, from a point 2 metres south of the northern boundary 118 High Northgate to the southern boundary 54 High Northgate
8. No person shall cause any motor vehicle to proceed along the following length of McNay Street at any time:
from its junction with High Northgate westwards for a distance of 13.3 metres
The Order will amend the Darlington Borough Council (Prohibition and Restriction of Waiting and Loading) Consolidation Order 2019; the Darlington Borough Council (On Street Parking Places) Consolidation Order 2019; the Darlington Borough Council (Moving Traffic) Consolidation Order 2019 and the Darlington Borough Council (Off Street Parking Places) Consolidation Order 2019. (AMENDMENT NO.4) ORDER 2024
Notice is hereby given that Darlington Borough Council has made the above named Order under Sections 32, 33 and 35 of the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004. The Darlington Borough Council (On Street Parking Places) Consolidation Order 2019 has been amended to permit the payment of parking charges at on street pay and display parking places to be made by mobile phone from the 15th July 2024. Details of how to view the Order or make a legal challenge are at the foot of this notice.

(AMENDMENT NO.5) ORDER 2024
Notice is hereby given that Darlington Borough Council has made the above named Order under Sections 1 and 2 of the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004. This Order makes permanent from the 15th July 2024 the following restriction which has been in operation on an experimental basis since the 13th April 2023:
No vehicle, except for a police vehicle, shall stop, wait or otherwise be left in a stationary manner in the following length of road:
Burtree Lane - the west side, from a point 37 metres to a point 52 metres north of its junction with Princess Road (exemptions are listed in the Order)
The Order amends the Darlington Borough Council (Prohibition and Restriction of Waiting and Loading) Consolidation Order 2019.

If you wish to question the validity of any Order or any provision of them on the grounds that it is not within the power of the relevant section of the Road Traffic Regulation Act 1984 or of any requirement of that Act or any enactment made under it has not been complied with in relation to the Order you may within six weeks from the date of this notice apply to the High Court for this purpose.
