What is happening?

The Portsmouth City Council (Various Roads) (Waiting Restriction Amendments) (No.24) Order 2022

Notice is hereby given that Portsmouth City Council made the above Order on 28th June 2024 under Sections 1, 2, 45 and 46 of the Road Traffic Regulation Act 1984 (“the 1984 Act”), all other enabling powers, and in accordance with Parts III and IV of Schedule 9 to the 1984 Act, The Order comes into operation on 4th July 2024 to the effect:
1. No waiting at any time restrictions in the following lengths of road:
a) Bourne Road, south side, From 47m west of its junction with Marsden Road, westwards for 31m; North side, From 7m west of its junction with Marsden Road, westwards for 67m
b) Crofton Road (north end), east side, Crofton Road (North End), east side, to read:
'From 63 metres north of the northern kerbline of Stubbington Avenue, northwards for 40 metres' & 'From 140 metres north of the northern kerbline of Stubbington Avenue, northwards for 20 metres.
c) Green Lane, south side, From 6m west of the eastern closed end, westwards for 8m
d) Moorings Way, south side, across the dropped kerb of 80 and 82 Moorings Way; north side, Across the cycle track opposite 80 and 82 Moorings Way.
2. Limited Waiting Parking Bays in Bourne Road will be 1 Hour Limited Waiting, No Return within 2 Hours, Monday to Saturday, 9am – 5pm
3. Permit parking place (BC Zone), Mon to Fri, 6am - 6pm, in Cranborne Road, south side, outside of properties 22 and 24 will be reduced to 4.5m to accommodate a dropped kerb.
4. Introduce parking places for E-Scooters hired from a company approved by the Department for Transport and the Council, in the following lengths of road:
a) GOLDSMITH AVENUE FOOTPATH/ CYCLEWAY SOUTH OF FRATTON WAY (turning head accessed from Frensham Road), north side from the eastern kerbline westwards for 5 metres: and
b) NEW ROAD, south side, from the kerb buildout on the east side of its junction with Langford Road, eastwards for 5 metres (outside the Cooperative foodstore)
A copy of the Order is available to view on Portsmouth City Council's website - visit www.portsmouth.gov.uk and search "traffic regulation orders 2022. Alternatively, it can be viewed at the Civic Offices, Guildhall Square, PO1 2AL, Monday to Friday between 9am - 4pm. Printed copies can be obtained by calling 023 9268 8501.
If you wish to question the validity of the Order, or any provisions contained within it, on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any of the requirements of that Act , or any instrument made under it, has not been complied with in relation to the Order, you may within 6 weeks from (28 June 2024 date the order was made) apply to the High Court for this purpose.
