NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(PRESTON ROAD (A6) AREA, CLAYTON-LE-WOODS AND WHITTLE-LE-WOODS, CHORLEY BOROUGH) (REVOCATION, PROHIBITION OF WAITING AND RESTRICTON OF WAITING) ORDER 2024

NOTICE IS HEREBY GIVEN that further to the making of the "Lancashire County Council (Various Road, Preston Road (A6) Area, Clayton-Le-Woods And Whittle-Le-Woods, Chorley Borough) (Suspension, Prohibition Of Waiting And Restricton Of Waiting) Experimental Order 2023" on 23 August 2023, Lancashire County Council has now made the above named Order on 26 June 2024 under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Chorley Area) (On Street Parking Places, Prohibition And Restriction Of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Items (17)d), (25)a), (25)b), (84), (104), (199) and (226) of Schedule 10.01;
ii. Item (2)a) of Schedule 11.007.
b) The "Lancashire County Council (A6 Preston Road, Whittle - Le - Woods, Chorley Borough) (Part Revocation And Prohibition Of Waiting) Order 2011" insofar as it relates to:
i. Items i), ii), iii), iv) and v) of Schedule 2;
ii. Items i), (ii), (iii) and iv) of Schedule 3.
c) The "Lancashire County Council (Various Roads (Various Locations) Chorley, Chorley Borough) (Part Revocation, Prohibition of Waiting, Prohibition of Loading/Unloading) Order 2012" insofar as it relates to Items 7.a) and 7.b) of Schedule 2.
d) The "Lancashire County Council (Back Lane, Clayton le Woods, Chorley Borough) (Part Revocation and Prohibition of Waiting) Order 2013" insofar as it relates to Schedule 2.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Back Lane Access – A6 – Clayton-le-Woods, the south east side, from its junction with the centreline of Bankside for a distance of 13 metres in a south westerly direction;
b) Back Lane, Clayton-le-Woods, both sides, from its junction with the centreline of Preston Road for a distance of 38.5 metres in a north westerly direction;
c) Bankside, Clayton-le-Woods, the north side, from its junction with the centreline of Preston Road for a distance of 18 metres in a westerly direction;
d) Bankside, Clayton-le-Woods, the south side, from its junction with the centreline of Preston Road to its junction with the centreline of Back Lane Access A6;
e) Cliffe Drive, Whittle-le-Woods, the west side, from its junction with the centreline of Cow Well Lane for a distance of 13 metres in a northerly direction;
f) County Close, Clayton-le-Woods, both sides, from its junction with the centreline of Preston Road for a distance of 12.5 metres in a westerly direction;
g) Cow Well Lane, Whittle-le-Woods, the north side, from its junction with the centreline of Preston Road to its junction with the centreline of Cliffe Drive;
h) Cow Well Lane, Clayton-le-Woods, the south side, from its junction with the centreline of Preston Road for a distance of 42 metres in an easterly direction;
i) Factory Lane, Whittle-le-Woods, both sides, from its junction with the centreline of Preston Road for a distance of 24 metres in a westerly direction;
j) Mill Lane, Whittle-le-Woods, both sides, from its junction with the centreline of Preston Road for a distance of 17 metres in an easterly direction;
k) Preston Road, Clayton-le-Woods, the east side, from a point 75 metres north of its junction with the centreline of Copperfield Vale for a distance of 101 metres in a southerly direction;
l) Preston Road, Clayton-le-Woods, the east side, from a point 11.5 metres north of its junction with the centreline of Brownley Street for a distance of 22 metres in a southerly direction;
m) Preston Road, Clayton-le-Woods, the west side, from a point 35 metres south of its junction with the centreline of Back Lane to a point 58 metres south of its junction with the projected centreline of Brownley Street;
n) Preston Road, Whittle-le-Woods, the east side, from a point 13.5 metres north of its junction with the centreline of Swansey Lane to a point 76.5 metres south of its junction with the centreline of Swansey Lane;
o) Preston Road, Whittle-le-Woods, the east side, from a point 9 metres north of its junction with the centreline of Mill Lane to a point 11.5 metres south of its junction with the centreline of Mill Lane;
p) Preston Road, Whittle-le-Woods, the east side, from its junction with the centreline of Cow Well Lane for a distance of 46 metres in a southerly direction;
q) Preston Road, Whittle-le-Woods, the west side, from a point 80 metres south of its junction with the centreline of Watkin Road to a point 88 metres north of its junction with the centreline of Watkin Road;
r) Preston Road, Whittle-le-Woods, the west side, from a point 23 metres south of its junction with the centreline of County Close for a distance of 37.5 metres in a northerly direction;
s) Preston Road, Whittle-le-Woods, the west side, from a point 10.5 metres south of its junction with the centreline of Factory Lane for a distance of 46 metres in a northerly direction;
t) School Brow, Whittle-le-Woods, the south west side, from its junction with the centreline of Preston Road for a distance of 34 metres in a south easterly direction;
u) Swansey Lane, Whittle-le-Woods, both sides, from its junction with the centreline of Preston Road for a distance of 18.5 metres in an easterly direction.
3. Introduce a restriction of waiting between 8am and 6pm in the following lengths of road:
a) Preston Road, Clayton-le-Woods, the east side, from a point 36.5 metres north of its junction with the centreline of Whittle Park to its junction with the centreline of Whittle Park;
b) Preston Road, Clayton-le-Woods, the west side, from a point 58 metres south of its junction with the projected centreline of Brownley Street for a distance of 149 metres in a northerly direction;
c) Preston Road, Whittle-le-Woods, the east side, from a point 46 metres south of its junction with the centreline of Cow Well Lane to a point 75 metres south of its junction with the centreline of School Brow;
d) Preston Road, Whittle-le-Woods, the east side, from a point 26 metres south of its junction with the centreline of Copperfield Vale to a point 13.5 metres north of its junction with the centreline of Swansey Lane;
e) Preston Road, Whittle-le-Woods, the east side, from a point 76.5 metres south of its junction with the centreline of Swansey Lane to a point 9 metres north of its junction with the centreline of Mill Lane;
f) Preston Road, Whittle-le-Woods, the east side, from a point 11.5 metres south of its junction with the centreline of Mill Lane to its junction with the centreline of Cow Well Lane;
g) Preston Road, Whittle-le-Woods, the west side, from a point 81.5 metres south of its junction with the centreline of Kem Mill Lane to a point 10.5 metres south of its junction with the centreline of Factory Lane;
h) Preston Road, Whittle-le-Woods, the west side, from a point 56.5 metres north of its junction with the centreline of Factory Lane to a point 80 metres south of its junction with the centreline of Watkin Road.

This Order will come into force on the 05 July 2024. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Chorley Borough Council, Town Hall, Market Street, Chorley, PR7 1DP, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, Fishergate, Preston PR1 8XJ, quoting ref: LSG4/894.16508/AFR. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
