ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (LONDON ROAD AND LOWER GREEN WEST) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024
1. The Council of the London Borough of Merton hereby give notice that to facilitate water mains replacement works in Lower Green West they intend to make an Order, the effect of which would be to temporarily restrict traffic in London Road and Lower Green West.
2. During the works, no person would cause or permit any vehicle to: -
(a) proceed northbound in London Road, between the south-western building wall of No. 346 London Road and its southernmost junction with Lower Green West;
(b) enter or proceed in:-
(i) Lower Green West, the south-west arm; between its junction Church Road and its junction with London Road
(ii) Lower Green West, the north arm, between its junction with Church Road and its junction with London Road;
(iii) Lower Green West, the arm which links Lower Green West, the south-west arm, with Lower Gren West the north arm;
(iv) Glebe Path, from its junction with Lower Green West, the north arm, northward for a distance of 17 metres;
(c) wait, including for the purpose of loading or unloading any vehicle in:-
(i) Cricket Green, from its junction with London Road south-westward for a distance of 30 metres;
(ii) the roads or lengths road specified in sub-paragraphs (a) and (bj above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Nothing in the Order would apply to: -
(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(b) to any vehicle engaged in the execution of the said works; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.
5. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. The works would be carried out in phases.
(A) During the closure of Lower Green West, the south-west arm, vehicular traffic should proceed:-
(i) northbound via Cricket Green, Madeira Road, Commonside West, Upper Green East, London Road southbound, Raleigh Gardens, Western Road and Christchurch Road; or
(ii) westbound via London Road, Morden Road, CR4, the Morden Hall roundabout, Morden Hall Road, the Morden Road roundabout, Morden Road, SW19, and Merantun Way.
(B) During the closure of Lower Green West, the north arm, vehicular traffic should proceed using Church Road and Western Road and other local roads as indicated by traffic signs.
7. The Order would come into operation on Monday 8th July 2024 and it is anticipated that the works would be completed by Monday 9th September 2024. However, the Order would remain in force for 12 months and its provisions would be re-introduced during that time should further works be required.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 24 June 2024, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
2. The general effect of the 'Electric Vehicle Charging Points' Order would be to:-
(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify that the parking places in controlled parking zones referred to in the Schedule to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.
3. The general effect of the 'Parking Places Amendment' Orders would be to remove an existing length of parking place in the lengths of road listed in the Schedule to this notice to accommodate the introduction of a parking place designated for electric vehicle charging.
4. A copy of each of the Orders, which will come into force on 8 July 2024, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

4. The general effect of the 'Pedal Cycles Parking Places' Order would be to designate a parking place on the carriageway at the location specified in Schedule 3 to this notice for the leaving of pedal cycles (including electric assisted pedal cycles) being used in a public hire scheme operated in accordance with an agreement with the Council.
5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 6. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2024/batch14A, no later than 19 July 2024.
