What is happening?
CITY OF NEWCASTLE UPON TYNE
WINGROVE ROAD AREA
(i) Traffic Regulation (Consolidation) Order 2009
(Wingrove Road Area Variation) Order 2024
1. NOTICE IS HEREBY GIVEN that the Council of the City of Newcastle upon Tyne propose to make an Order under Sections 1, 2, 4, 29 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 which amends the City of Newcastle upon Tyne Traffic Regulation (Consolidation) Order 2009 (“the Consolidation Order”). Note - the Council are considering making a new Consolidation Order.
If the new Consolidation Order is made before the proposed Order, then the proposed Order will become an amendment to the new Consolidation Order.
2. The effect of the proposed Order is to -
(a) revoke the existing no waiting at any time restrictions on the following lengths of Hadrian Road -
(i) north side, from 7.5 metres east of Back Wingrove Gardens West to 9 metres west of Back Wingrove Gardens West,
(ii) north side, from 13 metres east of Oliver Avenue to 14 metres west of Oliver Avenue,
(iii) south side, from 14 metres east of Back Wingrove Gardens West westwards for 30 metres,
(iv) south side, from 15 metres east of Milvain Avenue 14 metres west of Milvain Avenue, and
(v) south side, from Wingrove Road westwards for 67 metres.
(b) revoke the existing prohibition of waiting restrictions, 8am to 6.30pm, Monday to Saturday, on the following lengths of Hadrian Road -
(i) north side, from 13 metres east of Oliver Avenue eastwards for 71 metres, and
(ii) south side, from 15 metres east of Milvain Avenue eastwards for 62 metres.
(c) introduce no waiting at any time restrictions (double yellow lines) on the following lengths of road -
(i) Back Wingrove Avenue- both sides, from 63 metres north of Hadrian Road, northwards for 32 metres,
(ii) Unnamed access road from Wingrove Avenue to Back Wingrove Avenue - both sides, from Back Wingrove Avenue westwards for 14 metres,
(iii) Hadrian Road - south side, from Wingrove Road, to 18 metres west of Milvain Avenue,
(iv) Hadrian Road - north side, from 14 metres west of Oliver Avenue, to 14 metres east of Back Wingrove Gardens West.
(d) introduce a prohibition of entry of any vehicle restriction from Hadrian Road into Wingrove Gardens.
There will be an exemption for pedal cycles.
(ii) Proposed Pedestrian Crossing - Hadrian Road
NOTICE IS HEREBY GIVEN that the Council of the City of Newcastle upon Tyne, in exercise of its powers under Section 23 of the Road Traffic Regulation Act 1984, as amended and of all other enabling powers, and after consultation with the Chief Officer of Police proposes to establish a pedestrian crossing at the following location -
Puffin Crossing
Hadrian Road - 15 metres west of its junction with Back Wingrove Gardens West.
The crossing is necessary to facilitate pedestrians crossing Hadrian Road.
(iii) Proposed Construction of Road Humps - Wingrove Road Area
1. NOTICE IS HEREBY GIVEN in accordance with Section 90C of the Highways Act 1980 that the Council of the City of Newcastle upon Tyne in exercise of its powers under Section 90A of the Highways Act 1980 proposes to construct road humps complying with the Highways (Road Humps) Regulations 1999 in Wingrove Road, Nuns Moor Road, Hadrian Road and Wingrove Avenue.
2. The details of the road humps are as follows -
Nature - Speed cushions and road humps Locations (to the centre of the road humps/speed cushions) -
(a) Wingrove Road -
(i) 65 metres north of Hadrian Road - 3x speed cushions,
(ii) 14 metres south of Severus Road - 2x speed cushions,
(iii) 41 metres north of Severus Road - 3x speed cushions,
(iv) 108 metres north Severus Road - 3x speed cushions,
(v) 46 metres north of Nuns Moor Road - 3x speed cushions,
(vi) 10.5 metres south of Hartburn Place - 3x speed cushions,
(vii) 10.5 metres north of Matfen Place - 3x speed cushions,
(viii) 85 metres north of Matfen Place - 3x speed cushions x3.
(b) Nuns Moor Road -
(i) 35.5 metres east of Wingrove Road - 3x speed cushions,
(ii) 37 metres west of Wingrove Road - road hump.
(c) Hadrian Road - 49.5 metres east of Wingrove Road - road hump.
(d) Wingrove Avenue -
(i) 40 metres north of Hadrian Road - road hump,
(ii) 36 metres south of Severus Road - road hump,
(iii) 29 metres north of Severus Road - road hump,
(iv) 92 metres north of Severus Road - road hump.
