What is happening?

THE LANCASHIRE COUNTY COUNCIL
(LYTHAM FESTIVAL 2024, LYTHAM ST ANNES, FYLDE BOROUGH)
(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) (TEMPORARY PROHIBITION ON WAITING) (TEMPORARY PROHIBITION OF LOADING/UNLOADING) (TEMPORARY ONE WAY PROHIBITION) (TEMPORARY PARKING PROHIBITIONS) ORDER 2024

NOTICE IS HEREBY GIVEN that the Lancashire County Council have made an Order under Section 16A of the Road Traffic Regulation Act 1984, as amended, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this order.
1. No person shall cause any motor vehicle to proceed over the following lengths of highway laid out in the road closures schedule of this order.
2. To temporarily prohibit waiting, loading/unloading at any time on the following lengths of highway laid out in the no waiting, loading/unloading schedule to this order.
3. To temporarily introduce one way prohibitions on the lengths and directions laid out in the in the one way prohibition schedule to this order.
4. The prohibitions in article 1, 2 and 3 will be operative from 1500 hours to midnight from Wednesday 3rd July 2024 until Sunday 7th July 2024.
5. To temporarily prohibit any motor vehicle from parking except for resident permit holders on the lengths of highway laid out in the resident permit parking schedule to this order. Anyone found to be parking without the appropriate permits can be subject to penalty charge notices.
6. The prohibitions in Articles 5 will be operative daily from 1300 hours until 2330 hours from Wednesday 3rd July 2024 until Sunday 7th July 2024.
7. The prohibitions in article 7 will be operative daily from 1000 hours until 2330 hours from Wednesday 3rd July 2024 until Sunday 7th July 2024.
8. Nothing in Article 1 of this order shall apply to anyone undertaking operations as part of the event.
Any prohibitions may be removed before its stated end time if deemed safe and appropriate by the event holder.
Alternative routes for vehicular traffic affected by the closures will be signed locally.
Access will be maintained via marshal points for residents and businesses.
The Police, Fire and Ambulance Services have been informed.
The temporary prohibition is necessary to enable the safe holding of the Lytham festival 2024.
