HYSBYSIR drwy hyn, oherwydd bod digwyddiad arbennig yn cael ei gynnal, fod CYNGOR SIR FYNWY yn bwriadu gwneud y Gorchymyn Dros Dro uchod, er mwyn cynnal digwyddiad arbennig (cau ffyrdd dros dro ar gyfer Cyngherddau Sesiynau Haf Cae Rasio Ceffylau Cas-gwent 2024). Effaith y Gorchymyn yw gosod y cyfyngiadau dros dro a ganlyn:-

1. Gwahardd pob cerbyd rhag mynd i mewn neu fynd ar hyd y darnau o ffyrdd a nodir yn yr atodlenni yn yr Hysbysiad hwn (gan gynnwys y cyffyrdd sy’n cysylltu ffyrdd o’r fath) ac eithrio cerbydau o’r fath mewn perthynas â Chyngherddau Sesiynau Haf Cae Rasio Ceffylau Cas-gwent. Bydd cyfyngiad o’r fath hefyd yn berthnasol i farchogion ac i arwain neu yrru ceffylau neu unrhyw anifeiliaid eraill.
2. Dim mynediad ac eithrio’r cerbydau sy’n gysylltiedig â chyngherddau Sesiynau Haf Cae Ras Cas-gwent ynghyd â thrigolion, y gwasanaethau brys, yr heddlu, y frigâd dân, dibenion ambiwlans, ac ar gyfer sefydliadau sy’n gyfrifol am ddelio â cholli cyflenwadau o ddŵr trydan nwy neu cyfathrebu electronig, i eiddo yn yr ardal ac ar gyfer symud unrhyw rwystr yn y traffig sy’n golygu bod angen dod â cherbydau i ran o’r Ffyrdd.
3. (iii)Mae’r rhannau perthnasol o unrhyw Orchmynion presennol sy’n ymwneud â’r darnau hynny o ffyrdd yn cael eu hatal drwy hyn am gyfnod y Gorchymyn Dros Dro hwn i’r graddau y maent yn effeithio ar y darnau hynny o ffyrdd a’r llwybr amgen, ac er mwyn osgoi unrhyw amheuaeth dyma fydd drechaf. am oes y Gorchymyn hwn.
4. (iv)Atal cyfyngiad Dim Troi i’r Dde o Lôn Kingsmark i’r A466 (Heol St Lawrence).
5. (v)Gwahardd parcio trwy orchymyn clirffordd drefol ar y ffyrdd a nodir isod.
6. (vi)Cyflwyno cyfyngiadau cyflymder ar y ffyrdd a nodir isod.
7. (vii)Gwahardd cerddwyr rhag defnyddio Llwybr Cyhoeddus 379/68/1 fel y nodir isod.
8. (viii)Daw’r Gorchymyn i rym rhwng 09:00 ar 5ed Gorffennaf 2024 a 02:00 ar 10fed Gorffennaf 2024. Amlinellir manylion yr amseriadau ar gyfer cau pob ffordd yn yr atodlen isod. O 02:00 ar 7fed Gorffennaf a 02:00 ar 8fed Gorffennaf, bydd cyfyngiadau’n cael eu dileu dros dro a bydd arwyddion yn cael eu gosod yn wastad ar y llawr.

Road Traffic Regulation Act 1984 – Section 16A As Amended By The Road Traffic Regulation (Special Events) Act 1994 Monmouthshire County Council (Various Roads Chepstow In Monmouthshire)

(Special Events – Chepstow Racecourse Summer Sessions Concerts 2024) Traffic Regulation Order 2024

NOTICE is hereby given that due to a special event being held, MONMOUTHSHIRE COUNTY COUNCIL intends to make the above-mentioned Temporary Order, for the purpose of holding a special event (temporary closure of roads for the Chepstow Racecourse Summer Sessions Concerts 2024). The effect of the Order is to impose the following temporary restrictions:-

1. Prohibit all vehicles from entering or proceeding along the lengths of roads specified in schedules in this Notice (including the junctions linking such roads) except such vehicles in relation to the Chepstow Racecourse Summer Sessions Concerts. Such restriction shall also apply in relation to equestrians and to the leading or driving of horses or any other animals.
2. No access except for the vehicles related to the Chepstow Racecourse Summer Sessions Concerts event together with residents, the emergency services, police, fire brigade, ambulance purposes, and for organisations responsible for dealing with the loss of supplies of gas electricity water or electronic communications, to premises in the area and for the removal of any obstruction in the traffic, which necessitates the bringing of vehicles into a section of the Roads.
3. (iii)The relevant sections of any existing Orders relating to the said lengths of roads are hereby suspended for the period of this Temporary Order insofar as they affect the said lengths of roads and the alternative route, and for the avoidance of doubt this shall prevail for the duration of this Order.
4. (iv)Suspension of No Right Turn restriction from Kingsmark Lane onto A466 (St Lawrence Road).
5. (v)Prohibit parking via an urban clearway order on the roads specified below.
6. (vi)Introduce speed restrictions on the roads specified below.
7. (vii)Prohibit pedestrians from using Public Footpath 379/68/1 as specified below.
8. (viii)The Order will be in effect between 09:00 on 5th July 2024 and 02:00 on July 10th 2024. Specifics of timings for each road closure to be outlined in the schedule below. From 02:00 on the 7th July and 02:00 on the 8th July, restrictions will temporarily removed and signage will be laid flat.

Road Closure Locations and Associated Diversion Routes

A466 Chepstow to St Arvans, Chepstow, Monmouthshire

Closed north for egress from its junction with the Racecourse Roundabout for ~1.60km. Diversion for North Egress: B4293 Itton Road, Devauden Road, A466.

Diversion for South Egress: A466, B4293 (Welsh Street), B4293 (Moor Street), Hardwick Terrace, A48, A466. Closure in operation on the 5th, 6th and 9th July operating between 21:00 – 02:00.

B4293 Welsh Street, Chepstow, Monmouthshire

Closed Westbound from Piercefield Avenue to Lions Gate Roundabout for ~100m. Resident Access Only between Kingsmark Lane to Piercefield Avenue. Diversion: Kingsmark Lane, A466 (St Lawrence Road).

Closure in operation between 09:00 – 20:00.

Crick Road, Crick, Monmouthshire

Closed from its junction with the B4245 to its junction with the B4245. Resident Access and Concert Traffic Only

Diversion: A48, B4245 and vice versa.

Closure in operation on the 5th, 6th and 9th July operating between 09:00 – 02:00. Temporary Urban Clearway

Temporary Clearways to be in operation from 00:01 on 5th July 2024 until 02:00 on 10th July 2024.

Clearway to be introduced to A466 ~180m from its junction with Wyndcliff Road to Highbeech roundabout for ~3.35km. Clearway to be introduced to B4235 from its junction with the A466 for ~110m

Clearway to be introduced to B4293 from its junction with the A466 Lions Gate Roundabout to St Maur Gardens

Clearway to be introduced to Kingsmark Lane from its junction with the A466 to its junction with the B4293 Welsh Street. Clearway to be introduced to Edmond Locard Court for its entirety.

Clearway to be introduced to Barnets Wood from its junction with A466 to its point with Wallwern Wood. Clearway to be introduced to Park View for its entirety.

Clearway to be introduced to Wintour Close for its entirety. Speed Limit Reduction

Speed Limit Reductions will be in operation from 00:01 on 5th July 2024 until 02:00 on 10th July 2024.

B4245, Crick, Monmouthshire

A reduction of the speed limit from 50mph to 30mph.

Speed limit reduction starting ~35m from its junction with Crick Road for ~170m a north-easterly direction.

A466 Chepstow to St Arvans, Chepstow, Monmouthshire

A reduction of the speed limit from 50mph to 30mph

Speed limit reduction starting ~400m from its junction with Chepstow Racecourse Roundabout (Outside Gate 4) for ~1km in a northernly direction.

A48, Crick, Monmouthshire

A reduction of the speed limit from 40mph to 30mph.

Speed limit reduction starting ~1.35km from its junction with Parkwall Roundabout for ~475m in a westerly direction. Suspension of No Right Turn

Kingsmark Lane, Chepstow, Monmouthshire

No Right Turn restriction to be suspended to facilitate diversion route in place for the event, suspension will allow vehicles to turn right from Kingsmark Lane onto A466 (St Lawrence Road).

Public Footpath Closure

Public Footpath 379/68/1, Welsh Street, Chepstow

Footpath 379/68/1 to be closed on the 5th of July, 6th of July and 9th of July between the hours of 09:00 – 02:00.
