Guildford On-Street Parking Management Reviews – Made Amendments To The Guildford Town Centre Controlled Parking Zone
NOTICE IS HEREBY GIVEN that on Thursday 20th June 2024 Surrey County Council have made an Order under Sections 1(1), 2(1) to (3) and 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which will be to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2009”. The Order, to be known as “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No. 2) 2024” makes the changes as described below.
The general purpose and effect of the Order will be to:
a) amend and revoke some of the existing parking controls;
b) introduce No Waiting At Any Time waiting restrictions as described below in this Notice; c) introduce No Waiting Monday- Saturday 8.30- 6pm waiting restrictions as described below in this Notice; d) in respect of the proposed No Waiting Restrictions referred to above, provide that the usual exemptions in respect of loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the affected lengths of roads, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will apply; e) introduce Permit F Holder and Permit D Holders Only Parking Places, 2-Hours Limited Waiting or Permit A Holders and Electric Vehicles Only Parking Places, 2-Hours Limited Waiting or Permit E Holders and Electric Vehicles Only Parking Places as described below in this Notice; f) in respect to paragraph (e) above, any vehicle may wait in those parking places for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading/unloading goods (for a period not exceeding twenty minutes), etc.

A copy of the Made Order, which will come into operation on Monday 24 June 2024, together with plans showing the precise details of the controls to be introduced, a Statement of the Council’s Reasons for Making the Order and the above-mentioned Order of 2009 (as amended), may be inspected, free of charge – a) by prior arrangement by telephoning or emailing Surrey County Council’s Merrow Complex situated at Merrow Lane, Merrow, Guildford, Surrey GU4 7BQ (Telephone no. 0300 200 1003) or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays; or b) at Guildford Library, North Street, Guildford, Surrey, GUI1 4AL during normal opening hours; or c) at the Main Reception, Guildford Borough Council, Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive.
(NOTE – The above-mentioned Order of 2009 (as amended) (and all the accompanying plans) can only be inspected by following the arrangements described in sub-paragraph (a) above).
Any person wishing to question the validity of the Order or any provision thereof on the ground that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant Regulations made thereunder has not been complied with in relation to the Order, may, within six weeks from Thursday 20 June 2024, make application for the purpose to the High Court.
