What is happening?

THE SPELTHORNE BOROUGH COUNCIL
(OFF-STREET PARKING PLACES) ORDER 2020

NOTICE IS HEREBY GIVEN that SPELTHORNE BOROUGH COUNCIL has made an Order under section 32 and 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended and the by the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Surrey) (Borough of Spelthorne) Order 2006 and in compliance with the Local Authorities’ Traffic Order (Procedure) (England and Wales) Regulations 1996 and under all other enabling powers, the effect of which is to vary charges to be paid in connection with the use of the above Off Street Parking Pay and Display parking places as detailed in the Schedule set out below.

Changes to Charging periods and Charges Changes to charging periods, charges and season ticket charges for Staines-upon-Thames car parks detailed within Schedules 1, 4, 5 and 7.

Remove the Weekly ticket facility from Schedule 5 of the Parking Order.

Extend the charging period for Laleham Thameside car park, Laleham Park car park and Dumsey Meadow car park, from 7am to 7pm, to 6am to 7pm.

Introduce a chargeable period and tariff in Staines Park car park, matching the one associated with Lammas Recreation Ground car park, thus also moving from Schedule 3 to Schedule 1.

Changes to tariff charges and season ticket charges for Recreation Grounds car parks, under Schedule 6 and 7 of the Parking Order.

Removal of Tothill MSCP and Ashford MSCP from the Parking Order.

Removal of season tickets for Ashford MSCP.

Making revision to the Parking Order maps for Elmsleigh Road and Laleham Park car parks, as well as removing the maps for Tothill MSCP and Ashford MSCP;

Adding the following entry to item 44 of the Parking Order 2020: “Where season tickets are available for Staines-upon-Thames car parks, only employees of businesses based in Staines-upon-Thames (or with commercial premises where employees work in that are sited in Staines-upon-Thames) are eligible to apply. For the Railway Season Ticket available in Kingston Road car park, only holders of a valid Railway card are eligible (the Railway card or season pass must be valid for the duration of the season ticket term being applied for).”

Adding the following entry to item 45 of the Parking Order 2020:

“If the season ticket is sold as a virtual document and a physical copy is not supplied to the driver, the virtual permit present on the system will be considered valid for the purposes of this exemption of purchase of a parking ticket on the car park the virtual season ticket is designated for, and there will be no requirement to display the virtual season ticket in the relevant position on the vehicle.”

The Order comes into operation on 02/09/2024.

A copy of the Order as made, plans showing the parts of the highway affected and a statement of the traffic authority’s reasons for making the Order may be inspected free of charge at Spelthorne Borough Council, Council Offices, Knowle Green, Staines, TW18 1XB the hours of 9am and 5pm, Monday to Thursday and 9am to 12 noon on Fridays (excluding bank holidays and public holidays) from 21/06/2024 to 19/07/224 quoting reference PARKINGORDER2024.
