North Hill, Paper Mill Lock - Temporary Prohibition of Waiting, Loading and Stopping and on Street Parking Places
What is happening?
The Essex County Council (Chelmsford City) (Temporary Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) (North Hill, Paper Mill Lock) Order 2024
NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 and has temporarily imposed a ‘24 hour No Stopping Rural Clearway’ on North Hill, Paper Mill Lock.
Effect of the order:
- To temporarily introduce a ‘24 hour No Stopping Rural Clearway’ from 21st June 2024 on the following lengths of road in the City of Chelmsford:

LockBoth sides – from a point 93 metres northwest
from its junction with Spring Close in a
northwards direction to where it meets the
existing double yellow lines, a distance of
approximately 435 metres.
Both sides – from its junction with Mowden Hall
Lane in a southwards direction to where it meets
the existing double yellow lines, a distance of
approximately 890 metres.
The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 shall be temporarily varied to introduce a ‘24 hour No Stopping Rural Clearway’ restrictions as detailed above. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The Order will come into effect on 21st June 2024 and may continue in force for up to 18 months, unless extended by the Secretary of State.
The restrictions are needed to prevent vehicles from parking on North Hill, near to Paper Mill Lock, which causes an obstruction to the highway, conflict between vehicles and hinders sight lines, on what is a rural road with no footways and has 30mph, 40mph and national speed limits. The restriction will also prevent pedestrians coming into conflict with vehicles when alighting, or returning, to a parked vehicle often with paddle boards and other items.
The restrictions will improve sight lines for all road users and better facilitate the passage of traffic using the road and is an urgent matter of road and public safety.
