THE SURREY COUNTY COUNCIL

British Heart Foundation London to Brighton Bike Ride (Temporary Traffic Measures) Order 2024
On 12 June 2024 Surrey County Council made the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”) the effect of which will be to (1) Prohibit all vehicles from entering or proceeding along the lengths of roads specified in the Schedule to this Notice or any parts thereof. Such restriction shall also apply in relation to the riding, leading or driving of horses or any other animals; and (2) Impose a one-way driving restriction in the entire length of Chapel Road (C67) Smallfield, so that all vehicles shall proceed in a northerly direction. The Order will come into effect on 16 June 2024, for a period of one day, but will only be operative whilst the relevant traffic signs are displayed. This Order is required to facilitate the holding of an on-road cycling event, namely The British Heart Foundation London to Brighton Bike Ride 2024. The Order will not apply to such pedal cycles or other vehicles being used in connection with the said event, or anything done on the direction, or with the permission, or a police constable in uniform or a traffic marshal, or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water, or electronic communications, to premises in the area and for the removal of any obstruction to traffic. No exemption will apply for disabled persons’ vehicles and all parking places in the lengths of roads specified in this Notice will be suspended. Access for residents will be maintained where possible, however the Council are satisfied that, in order to avoid danger to persons or other traffic using the road to which this Order relates, or for preventing the likelihood of any such danger arising, or for facilitating the passage of vehicular traffic on the road, vehicular access to premises situated in the roads specified in the Schedule to this Notice, or accessible only therefrom, may be restricted, save for emergency access as indicated above. Access for pedestrians will be unaffected. It is anticipated that the closures will operate in the Borough of Reigate and Banstead between 5am and 2pm and in the District of Tandridge between 5am and 4pm, though roads will reopen earlier if it is safe to do so. The Council are also satisfied that in accordance with subsection (3) of Section 16A of the Act, that the event to which the Order relates cannot be held otherwise than on a road. Such is the length of the route and the nature of the closure, the Council does not consider it practical to recommend alternative routes for traffic, however, it will be possible to cross the route via Outwood Lane (Woodmansterne), A23 London Road South (Merstham) and A25 High Street/Bletchingley Road (Nutfield), though these crossing points will be controlled by traffic signals. Tollgate Road (D2829) Dorking Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Tollgate Road (D2829) Dorking as extends from its junction with (A2003) Flint Hill to its junction with (X14074) Martineau Drive. Alternative Route: Tollgate Road, Claygate Road, Stubs Hill, Goodwyns Road, and (A2003) Flint Hill, or this route in reverse. This Order is required to facilitate telecom utility works for, or on behalf of Centercomms Ltd. These works are anticipated to be carried out over 3 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Order that commences on 24 June 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

St Matthews Road (A25) Redhill Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of St Matthews Road (A25) Redhill as extends from its junction with (A25) Station Road to its junction with the access to the property known as “The Belfry Car Park”. Alternative Route: (1) (A25) Station Road, (A25) Queensway, (A25) London Road, (A23) Princess Way, (A23) Brighton Road, (A25) High Street, and (A25) Cromwell Road or this route in reverse; (2) (A25) Station Road, take 4th exit back onto (A25) Station Road. This Order is required to facilitate mobile crane works for, or on behalf of Think Lifting Ltd. These works are anticipated to be carried out over 8 days between 6.30am and 6pm, during the 12-month period of operation of this Order which will commence on 30 June 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, it will not be possible to maintain vehicular access through the closure, and all vehicular traffic, including the emergency services will be required to use the signed diversion route. No sole access will be affected by this closure.

Lodgebottom Road (D312) Mickleham and Leech Lane (B2033) Headley
Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of (a) Lodgebottom Road (D312) Mickleham which extends from its junction with Headley Lane (D312) to its junction with Leech Lane (B2033) and; (b) Leech Lane (B2033) Headley which extends from its junction with Mill Way (B2033) to its junction with Tumber Street (D314). Alternative Route – For Lodgebottom Road (D312) Mickleham: Lodgebottom Road (D312), Headley Lane (D312), Old London Road (B2209), Mickleham By-Pass (A24), London Road (A24), Deepdene Avenue (A24), Reigate Road (A25), Station Road (B2032), Pebble Hill Road (B2032) and Headley Common Road (B2033) or the same route in reverse. This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 2 days, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 20 June 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.

Hurst Green Road (D424) Oxted Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Hurst Green Road (D424) Oxted which extends from the northwestern property boundary line of “Woodcote”, No. 2 Hurst Green Road to the northeastern property boundary line of No. 25 Hurst Green Road. Alternative Route – Hurst Green Road (D424), Greenhurst Lane (D428), Hurstlands (D472), Wolfs Hill (D428), Rockfield Road (D428), East Hill (A25), Woodhurst Lane (D424) and Hurst Green Road (D424). This Order is required to allow I and A Communications Ltd to carry out telecom works, which is anticipated to be completed within 4 days, between 9:00am and 4:30pm, during the 12 month period of operation of this Order which will commence on 28 June 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.

C224 Frenches Road, Redhill Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of C224 Frenches Road, Redhill which extends from its junction with A23 London Road to its junction with Ladbroke Road. This Order is required to enable Surrey County Council to carry out footway reconstruction works, which is anticipated to be carried out between 7am and 5pm, during the 18 month period of operation of this Order which will commence on 19 June 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained at all times, as will access for pedestrians and cyclists. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

A217 Cockshot Hill, Reigate Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of A217 Cockshot Hill, Reigate which extends from its junction with A2044 Woodhatch Road to its junction with A217 Bell Street. This Order is required to enable Surrey County Council to carry out surfacing works and/or major maintenance works as soon as possible within the 18 month period of operation of this Order which will commence on 18 June 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained at all times, as will access for pedestrians and cyclists. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Tilley Lane (C56) Headley Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Tilley Lane (C56) Headley which extends from its junction with Lee Green Lane (D315) to its junction with Clay Lane (C55). Alternative Route – Lee Green Lane (D315) and Clay Lane (C55) or the same route in reverse. This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 27 June 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.

Smallfield Road (C66) Horley and Smallfield Road (C66) Smallfield Temporary Prohibition of Traffic Order 2024
On 12 June 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of; (a) Smallfield Road (C66) Horley; and (b) the entire length of Smallfield Road (C66) Smallfield. Alternative Route: Weatherhill Road, Redehall Road, (B2037) Effingham Road, (B2037) Keepers Corner, (B2037) Antlands Lane, and (B2036) Balcombe Road, or this route in reverse. This Order is required to facilitate gas mains replacement works for, or on behalf of SGN. These works are anticipated to be carried out over 4 weeks, between the hours of 7.00am and 6pm within 12-month period of operation of this Order which will commence on 24 June 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services will be required to use the signed diversion route.

A23 Brighton Road, Horley Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of A23 Brighton Road, Horley that extends from its junction with C65 Honeycrock Lane, to its junction with Brighton Road Service Road for 20 to 52 and Shopping Parade at No.34 Brighton Road. This Traffic Order is required to enable Surrey County Council to carry out traffic signal works and/or highway maintenance works. These works are anticipated to be carried out between the hours of 8pm and 5am within 5 nights of the 18 month period of operation of this Temporary Order that commences on 01 July 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained via the vehicular diversion route: – A23 Brighton Road, A23 Longbridge Roundabout, A217 Reigate Road, A217 Dovers Green Road, A2044 Woodhatch Road and A23 Brighton Road. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

Deepdene Avenue (Slip Road) (D2821) Dorking Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Deepdene Avenue (D2821) Dorking. This Order is required to facilitate reinstatement of the carriageway following electrical repair works for, or on behalf of UKPN. These works are anticipated to be carried out over 2 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Order that commences on 13 July 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. There is no alternative route for this closure.

Outwood Lane (B2032) Chipstead Temporary Prohibition of Traffic Order (No.2) 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Outwood Lane (B2032) Chipstead that is crossed under the bridge known as “Chipstead Viaduct” and for a distance of 20 metres either side. Alternative Route: (B2032) Outwood Lane, (B2032) Waterhouse Lane, (B2032) Bonsor Drive, (A217) Brighton Road, (A2022) Bolters Lane, (B2219) Bolters Lane, (B2219) Holly Lane, (B2219) Lower Park Road, and (B2032) Outwood Lane, or this route in reverse. This Order is required to facilitate repair and maintenance works for, or on behalf of Network Rail. These works are anticipated to be carried out over 1 night, between the hours of 1am and 1am within the 18-month period of operation of this Temporary Traffic Order which commences on 14 July 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force for 24 hours, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained via the walkway. Due to the nature of the works, it will not be possible to maintain access for equestrians through the closure. Access for all other vehicular traffic including emergency service vehicles will be required to follow the signed diversion route. 
No sole access will be affected by this closure.

Clareville Road (D1433) Caterham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Clareville Road (D1433) Caterham. Alternative Route: (B2030) Godstone Road, (B2030) The Square, (B2030) Station Avenue, (D1432) Harestone Valley Road, and (D1433) Harestone Hill, or this route in reverse. This Order is required to facilitate utility works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 3 days between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 09 July 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Various Roads in Tandridge Temporary Prohibition of Traffic Order (No.3) 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to facilitate gas mains replacement works for, or on behalf of SGN. These works will be carried out over 9 weeks, in 4 phases, all between the hours of 7am and 6pm within the 12-month period of operation of this Order which will commence on 08 July 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services will be required to use the signed diversion route. Alternative Route for (1) and (2): Weatherhill Road, Redehall Road, (B2037) Effingham Road, (B2037) Keepers Corner, (B2037) Antlands Lane, and (B2036) Balcombe Road, or this route in reverse. Alternative Route for (3): Broadbridge Lane, Redehall Road, (B2037) Effingham Road, (B2037) Keepers Corner, (B2037) Antlands Lane, (B2036) Balcombe Road, and Smallfield Road, or this route in reverse.

Albert Road (D350) Horley Temporary (Suspension) Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be that the Order which imposes a one-way system in that length of Albert Road (D350) Horley situated at or adjacent to property No.23 Albert Road, namely “The Borough of Reigate and Banstead (Albert Road, Horley) (Part) (One-Way Traffic) Order 1985” shall be suspended in its entirety. This Order is required to enable Surrey County Council to facilitate footway reconstruction works and/or major maintenance works being carried out on or near the said roads, which is anticipated to be carried out as soon as possible within the 18 month period of operation of this Order which will commence on 1 July 2024. Advanced warning signs will be displayed and the temporary suspension of the Order will only operate when the relevant traffic signs are displayed/covered up.

Smokejack Hill (C48) Wallis Wood and Markham Road (D559) Capel Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the Schedule to this Notice. This Order is required to enable Surrey County Council to carry out carriageway patching and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 July 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

West Avenue (D359) Salfords Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of West Avenue (D359) Salfords. This Order is required to enable Surrey County Council to carry out re-surfacing works and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 July 2024. 
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Haxted Road (C87) Lingfield Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Haxted Road (C87) Lingfield which extends from a) the northwestern property boundary line of “Barrow Green Farm” to its junction with Bowerland Lane (D408); b) the northwestern property access road to “The Coach House” to the northwestern property boundary line of “Barrow Green Farm”. 
Alternative Route – Haxted Road (C87), Lingfield Road, Mont St Aignan Way, High Street, Mill Hill, Marsh Green Road, Moor Lane (B2028), Racecourse Road (B2028), Town Hill (B2028), High Street (B2028), Plaistow Street (B2028), Godstone Road (B2029), Lingfield Common Road (C87) and Haxted Road (C87) or the same route in reverse. This Order is required to allow BT Openreach to carry out telecom works. 
The works are anticipated to take 1 day for each location, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 03 July 2024 for the part (a) extents and on 30 July 2024 for the part (b) extents. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians, cyclists and equestrians will be maintained at all times.

Tilehurst Lane (D305) Betchworth Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Tilehurst Lane (D305) Betchworth that is crossed under the bridge known as “Tilehurst Lane (BTH3 328)” and for a distance of 20 metres either side. Alternative Route: Tilehurst Lane, Parkpale Lane, Roothill Lane, Red Lane, Blackbrook Road, Chart Lane South, Punchbowl Lane, and Tilehurst Lane, or this route in reverse. This Order is required to carry out bridge repair works for, or on behalf of Network Rail. These works are anticipated to be carried out over 3 nights, between 10pm and 5am, during the 18-month period of operation of this Order which will commence on 08 July 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles. Equestrians will be escorted via the marshall on site. All other vehicular traffic will be required to use the signed diversion route. No sole access will be affected by this closure.
