Harrow View, Temporary Road Closure Due To Gas Works

What is happening?

Section 14(1)(a) Road Traffic Regulation Act 1984 as amended by The Road Traffic (Temporary Restrictions) Act 1991

Temporary Road Closure – Harrow view

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate major gas mains renewals.

  1. The order may be cited as The Harrow (Harrow View) Temporary Traffic Order 2024 and would be operational from 08:00hrs on 17th June 2024 and would remain in effect for a maximum legal duration of 18 months, or until the completion of the works, whichever is the sooner. It is anticipated that all works should be complete by 19th May 2025.
  2. These works will be completed in phases, the approximate phases are listed below.

    6

    Between Cunningham Park and Buckingham Road;

    7

    Between Buckingham Park and Balfour Road;

    8

    Between Balfour Road and Hindes Road, including the western arm of Hindes Road.

  3. Vehicles would be prohibited from travelling in a northbound direction on Harrow View, between its junctions with Headstone Drive/Headstone Gardens and Hindes Road.
  4. Vehicles would be prohibited from entering Walton Road, from its junction with Headstone Drive.
  5. Vehicles would be prohibited from entering or exiting the western arm of Hindes Road, between its junctions with Harrow View and Roxborough Road.
  6. Vehicles would be prohibited from entering or exiting;
  7. Bolton Road, at its junction with Harrow View;
  8. Hide Road, at its junction with Harrow View;
  9. Longley Road, at its junction with Harrow View;
  10. Cunningham Park, at its junction with Harrow View;
  11. Buckingham Road, at its junction with Harrow View;
  12. Balfour Road, at its junction with Harrow View.

  • Vehicles would be prohibited from waiting or loading, at any time, when signs are in place, on the western arm of Hindes Road, the north side, between the extended western kerb-line of Harrow View and the western boundary wall of No. 99a Hindes Road.
  • During the course of the Major works, the traffic management may need to be reviewed. We may introduce the following closures, as an alternative to the above closures.

  • Vehicles would be prohibited from travelling in a southbound direction on Harrow View, between its junctions with Headstone Drive/Headstone Gardens and Hindes Road.
  • Vehicles would be prohibited from entering or exiting;
  • View Close, at its junction with Harrow View;
  • Harley Road, at its junction with Harrow View;
  • Harley Crescent, at its junction with Harrow View;
  • Walton Road, at its junction with Harrow View;
  • Marlborough Hill, at its junction with Harrow View;
  • Radnor Road, at its junction with Harrow View;
  • Hindes Road, at its eastern junction with Harrow View.
    1. Nothing in paragraph 2 to 8 above would apply to:-

  • any vehicle being used for ambulance, fire brigade or police purposes;
  • anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;
  • any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
  • any vehicles used in connection with the major gas mains renewals;
  • any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.
  • 10. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

    11. Diversion route; via Greenhill Way, Station Road, Harrow, Railway Approach, George Gange Way, High Street, Wealdstone, High Road, Uxbridge Road, Harrow Weald, and Courtenay Avenue.

    Local diversions will also be in place.
