Harrow, Temporary Road Closures Due To Utility Works

What is happening?

Section 14(1)(a) Road Traffic Regulation Act 1984 as amended by The Road Traffic (Temporary Restrictions) Act 1991

Temporary Road Closure – HOLYROOD AVENUE AND SOMERVELL ROAD

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate utility works.

  1. The order may be cited as The Harrow (Holyrood Avenue & Somervell Road) Temporary Traffic Order 2024, and would be operational from 08:00hrs on 17th June 2024 and would remain in effect until 9th November 2024 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 9th August 2024.
  2. These works will be completed in phases, as per the table below.

  3. Vehicles would be prohibited from entering or exiting, the following roads, when signs are in place;

    Between its junction with Eastcote Lane and a point opposite the party wall of Nos. 25 and 27 Holyrood Avenue;

    Between a point opposite the party wall of Nos. 25 and 27 Holyrood Avenue and a point opposite the party wall of Nos. 87 and 89 Holyrood Avenue;

    01/07/24 – 17/07/24

    Between a point opposite the party wall of Nos. 87 and 89 Holyrood Avenue and its junction with Somervell Road;

    15/07/24 – 26/07/24

    Between a point opposite the northern boundary wall of No. 99 Holyrood Avenue and its junction with Somervell Road;

    Somervell Road

    Between its junction with Field End Road and a point opposite the party wall of Nos. 291 and 293 Somervell Road;

    26/07/24 – 09/08/24

    Between its junction with Field End Road and a point opposite the western boundary wall of No. 311 Somervell Road.

  5. Nothing in paragraph 2 above would apply to:-

  • any vehicle being used for ambulance, fire brigade or police purposes;
  • anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;
  • any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
  • any vehicles used in connection with the utility works;
  • any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.
  • The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

    via Somervell Road, Field End Road, Eastcote Lane, Warwick Avenue and Walton Avenue and vice versa;

    Somervell Road

    via Field End Road and Holyrood Avenue and vice versa.
