Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Arcade Street Wigan) (Temporary Closure) Order 2024. The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Arcade Street Wigan commencing on 17/06/2024 to 28/06/2024.
The alternative route for traffic is: Wallgate, Library Street, Rodney Street, Harrogate Street, Darlington Street and King Street.
The Order is necessary to allow a new water and electric connection.
Edith Street Douglas Wigan Restriction of Waiting Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Wigan Roads 2) (Traffic Regulation Consolidation) Order 2004 (Amendment No. 137) Order 2024.
The effect of the order will be to introduce no waiting on the following lengths of road on any Monday-Saturday 8.30am-6.30pm.
• Edith Street Douglas – east side from its junction with Miry Lane to its entire length
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.
The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.
A copy of the proposed Order, the Order to be amended, and of the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing xxxx@wigan.gov.uk. The effect of the order will be to revoke the loading bay on the following lengths of road between the times and on the days specified below.

• Lichfield Street Douglas – both sides from its junction with Ormskirk Road to a point 10 metres south of its junction with Ormskirk Road.

Verge and Footway Parking Order – Norfolk Street, Douglas
Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Sections 1, 2, 3 and 4 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Norfolk Street, Douglas) (Prohibition of Verge and Footway Parking) Order 2024 which will come into operation on 16th June 2024.
The effect of the Order will be to introduce no parking on the verge and footway at any time on:
• Norfolk Street, Douglas (Northeast Side) from a point 10 metres southeast of its junction with Victoria Street to its junction with Warrington Road.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:
(a) that it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004, or
(b) that any requirement of the said Section 1, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 23rd May 2024 make application for the purpose to the High Court.
(Back Lane, Appley Bridge, Wigan)
(Temporary Closure) Order 2024
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Back Lane, Appley Bridge, Wigan) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Back Lane, Appley Bridge, Wigan for a period of two days commencing on 22/06/2024 to 23/06/2024.
The alternative route for traffic is: B5375 Skull House Lane, B5375 Appley Lane North, A5209 Hall Lane and A5209 Crow Orchard Road.
The Order is necessary to allow a new electric connection. Dated this 4th day of June 2024
