TEMPORARY TRAFFIC REGULATION ORDER 2024
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A

NOTICE IS HEREBY GIVEN that Northumberland County Council (“the Council”), in exercise of its powers as the local traffic authority under section 16A of the Road Traffic Regulation Act 1984 (“the Act”) and all other enabling powers, has made on the 22nd May 2024 the Northumberland County Council (Morpeth Fair Day 2024) Temporary Traffic Regulation Order 2024 (“the TTRO”).
The Council has made the TTRO for the purposes of facilitating the holding of Morpeth Fair Day 2024 (“the Event”) by restricting traffic on the A192 Bridge Street in Morpeth from it’s junction with Chantry Place to Newgate Street roundabout, the A192 Newgate Street in Morpeth from the Newgate Street roundabout to it’s junction with Manchester Street, the U6110 Newmarket in Morpeth for it’s entire length and the U6110 Oldgate in Morpeth for it’s entire length (“Roads One”) the U6067 Coopies Lane from the Railway station to Shields Road, the A192 Shields Road from Coopies Lane to Mafeking roundabout, the A197 Castle Bank for it’s entire length, the A197 Bridge End for it’s entire length and the A197 Road over Telford Bridge for it’s entire length (“Roads Two”) and the U6106 Machester Street south side from number 18a Manchester Street to number 8 Manchester Street (“Road Three”).
The TTRO shall come into force, subject to the provisions of section 16B of the Act at the following times:
In respect of Roads One, 7:00 hours on 9th June 2024 and will remain in force until 19:00 hours on 9th June 2024;
In respect of Roads Two, 11:50 hours on 9th June 2024 and will remain in force until 12:00 hours on 9th June 2024; and
In respect of Road Three and the No Waiting/Loading except for taxis, 7:00 hours on 9th June 2024 and will remain in force until 19:00 hours on 9th June 2024.
An alternative route will be available for use whilst the TTRO is in force being for the South of Morpeth via the A197, Dacre Street and Manchester Street and vice versa and for the North of Morpeth via Curley Kews, Church Walk, Spelvit Lane, St Marys Field, the A197, the B1337, Castle Bank and Bridge Street and vice versa, for Matheson Gardens via the U6110 Elliott Bridge to Bridge Street and vice versa in Morpeth.
All restrictions on the Road will be sign-posted and staffed and will remain in force only for as long as is necessary.
Nothing in the TTRO shall apply to:
a. Any activities taking place on Road One and Road Two related to the organisation and holding of the Event;
b. Anything done with the permission of, or at the direction of, a police officer or a Duly Authorised Officer of the Council.
c. Any vehicle being used by, or for the purposes of, the emergency services;
d. Any vehicle being used by or for the purposes of a statutory undertaker (e.g. the loss of supplies of gas, electricity or water to premises in the area, which requires vehicles to be brought onto Road One and Road Two); or
e. Pedestrian access to any premises adjoining Road One and Road Two.
