TEMPORARY TRAFFIC REGULATION ORDER 2024
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A
NOTICE IS HEREBY GIVEN that Northumberland County Council (“the Council”), in exercise of its powers as the local traffic authority under section 16A of the Road Traffic Regulation Act 1984 (“the Act”) and all other enabling powers, has made on the 20th May 2024 the Northumberland County Council (Morpeth 10k 2024) Temporary Traffic Regulation Order 2024 (“the TTRO”).
The Council has made the TTRO for the purposes of facilitating the holding of Morpeth 10k 2024 (“the Event”) by restricting traffic on Newmarket from it’s junction with Bridge Street to Whalebone Terrace for a length of 95 metres (“Road One”), Bridge Street from it’s junction with Newmarket to the Chantry for a length of 260 metres (“Road Two”), Oldgate from it’s junction with Bridge Street to it’s junction with Pretoria Lane for a length of 70 metres (“Road Three”), Newgate Street from it’s junction with Bridge Street to it’s junction with Manchester Street for a length of 210 metres (“Road Four”), Newgate Street from it’s junction with Manchester Street to it’s junction with Dogger Bank for a length of 310 metres (“Road Five”);
Manchester Street form it’s junction with Newgate Street heading east for a length of 20 metres (“Road Six”), Copper Chare from it’s junction with Newgate Street heading east for a length of 25 metres (“Road Seven”), Dogger Bank for it’s entire length (“Road Eight”), Mitford Road for it’s entire length (“Road Nine”), the B6343 Mitford to Morpeth for it’s entire length (“Road Ten”);
The B6343 Mitford Village from it’s junction with St Lenards Lane heading south eat for a length of 295 metres (“Road Eleven”) and High House Road from it’s junction with the B6343 heading north for a length of 140 metres (Road Twelve”) Road One, Road Two, Road Three, Road Four, Road Five, Road Six, Road Seven, Road Eight, Road Nine, Road Ten, Road Eleven and Road Twelve shall together be known as (“the Roads”), the residential parking bays on Oldgate north side from number 14 heading west for a length of 40 metres (“the Bays”) and implementing a no waiting and no loading restriction except for taxis on the U6106 Manchester Street, South side from number 18A Manchester Street to number 8 Manchester Street (“No Waiting/Loading except for taxi”).
The TTRO shall come into force at the following times, subject to the provisions of section 16B of the Act.
In respect of Road One, Road Two, Road Three and Road Four, 6:00 hours on 2nd June 2024 and will remain in force until 11:30 hours on the 2nd June 2024;
In respect of Road Five, Road Six, Road Seven, Road Eight, Road Nine, Road Ten, Road Eleven and Road Twelve 8:30 hours on 2nd June 2024 and will remain in force until 11:30 hours on the 2nd June 2024.
In respect of the Bays and the No Waiting/Loading except for taxi, 6:00 hours on the 2nd June 2024 and will remain in force until 11:30 hours on the 2nd June 2024.
An alternative route will be available for use whilst the TTRO is in force being for the north end of Morpeth via the A192, the A197, the B1337 and vice versa, to and from Oldgate via Curley Kews, Church Walk, St Mary’s Field, the B1337 and vice versa and to and from Mitford via the B6524, the C154, the B6343 and vice versa in Morpeth.
All restrictions on the Roads will be sign-posted and staffed and will remain in force only for as long as is necessary.
Nothing in the TTRO shall apply to:
a. Any activities taking place on the Roads and the Bays related to the organisation and holding of the Event;
b. Anything done with the permission of, or at the direction of, a police officer or a Duly Authorised Officer of the Council.
c. Any vehicle being used by, or for the purposes of, the emergency services;
d. Any vehicle being used by or for the purposes of a statutory undertaker (e.g. the loss of supplies of gas, electricity or water to premises in the area, which requires vehicles to be brought onto the Roads and the Bays); or
e. Pedestrian access to any premises adjoining the Roads.
