TEMPORARY TRAFFIC ORDERS

Notice Is hereby given that the Isle of Wight Council In not less than seven days from the appearance of this Notice, under Section 14 (1) (a) of the Road Traffic Regulation Act 1984, proposes to make the following Orders: -

The Isle of Wight Council (Various Streets, Newport, Isle of Wight) (Temporary Twenty-Four-Hour Highway Clearway) Order No 1 2024

The Isle of Wight Council gives notice that from 1000 hours on Wednesday 19 June 2024 until 1800 hours on Monday 24 June 2024, a Twenty-Four-Hour Highway Clearway Order will be implemented along:

A): A3054 Racecourse and Fairies Road, Newport (including the Spur Road of Fairiee Road that passes in front of the Roundhouse) from its junction with Racecourse Roundabout to its junction with Staplers Road.

B): A3054 Fairiee Link Road, Newport from its junction with A3054 Fairiee Road to its junction with A3020 Medina Way. In this Order, no person shall cause or permit any vehicle to wait on the carriageway, in the above sections of road except in the following situations:

1) If directed or with permission of a uniformed Police Officer.

2) To enable a vehicle to be used in connection with an building, operation or demolition, the removal of any obstruction to traffic, the maintenance, improvement or reconstruction of any of the lengths of road or the laying erection, alteration or repair in or near the road of any main, pipe or apparatus for the supply of gas, water or electric or any telegraphic line as defined in Schedule 2 of the telecommunications Act 1984.

3) An emergency service vehicle (Fire and Rescue, Ambulance or Police vehicles).

4) A vehicle being used in the service of a statutory undertaker in pursuance of statutory powers or duties.

5) A vehicle waiting so long as it may be necessary for any gate or other barrier at the entrance to premises to which the vehicle requires access or from which it has emerged, to be opened or closed.

6) To a vehicle waiting when the person in control of the vehicle, is required by law to stop, is required to do so to avoid an accident or is prevented from proceeding by circumstance outside their control.

7) A public service vehicle engaged on a local bus service or in connection with the conveyance of students, pupils or clients to or from any educational establishment.

8) To enable a vehicle that is being used to check, maintain or replace any sign, barrier or cone that has been placed in accordance with The Isle of Wight Festival Traffic Management Plan.

The provisions of this Order are in the interests of road and pedestrian safety due to the Isle of Wight Festival and shall apply only at such limes and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions.

The Isle of Wight Council (Various Streets, Newport, Whippingham, East Cowes and Wootton, Isle of Wight) (Temporary 30 MPH Speed Restriction) Order No 1 2024

The Isle of Wight Council gives notice that from 1000 hours on Wednesday 19 June 2024 until 2300 hours on Monday 24 June 2024, a 30 mph speed restriction will be in operation in both directions along;

A): Beatrice Avenue, East Cowes from A3021 Whippingham Road to Saunders Way;

B): East Cowes Road, Whippingham from A3021 Whippingham Road to the end of the surfaced highway;

C): Fairiee Road, Newport from its junction with Racecourse to a point 56.0 meters north-east of a point opposite the north-eastern wall of No. 211 Fairiee Road;

D): Lushington Hill, Wootton from Racecourse to the start of the existing 40 mile per hour limit to the east of Park Road junction; E): Racecourse including Racecourse roundabout, Newport from Lushington Hill to Fairiee Road, and.

F): A3021 Whippingham Road, Whippingham from its junction with Racecourse Roundabout to a point 133 meters north-west of the north-western kerb-line of East Cowes Road.

No speed limit imposed by this Order applies to vehicles falling within Regulation 3 (4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used when used in accordance with Regulation 3b (5) of those Regulations. "Special Forces" has the same meaning as defined in the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011. The provisions of this Order are in the interests of road and pedestrian safety due to the Isle of Wight Festival and shall apply only at such limes and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions

The Isle of Wight Council (Various Streets, Newport, Isle of Wight) (Temporary Prohibition of Driving and Temporary Controlled Parking Zone) Order No 1 2024

The Isle of Wight Council gives notice that from 1700 hours on Wednesday 19 June 2024 until 0300 hours on Monday 24 June 2024, no person shall cause any vehicle to proceed along or wait in:

1) Halberry Lane, Newport from the junction with A3054 Fairiee Road to the junction with Cross Lane.

2) Cross Lane, Newport from its junction with Halberry Lane to its junction with Staplers Road.

3) Atkinson Drive, Newport from its junction with Halberry Lane to the end of the surfaced highway 240 meters to the east.

4) Gordon Road, Newport from its junction with Halberry Lane to a point 170 meters to the west and north of Halberry Lane (the end of the surfaced highway).

5) Harvey Road, Newport from the northern junction with Halberry Lane (opposite St Pauls Cemetery) to the eastern junction with Halberry Lane (opposite 41 /43 Halberry Lane)

6) Bellmead Lane, Newport from its junction with Cross Lane to a point 130 meters to the east of Cross Lane (the end of the surfaced highway).

7) Blackberry Close, Newport from its junction with Cross Lane to a point 40 meters to the east of Cross Lane (to the end of the surfaced highway).

8) Greenfields Road, Newport from its junction with Cooper Road to the junction with Mayfield Drive.

9) Cooper Road, Newport from its junction with Atkinson Drive to a point 300 meters to the southeast (to the end of the Surfaced highway).

10) Bellecroft Drive, Newport from its junction with Fairmount Drive to its junction with Mayfield Drive.

11) Cook Avenue, Newport from its junction with Atkinson Drive to its junction with Cooper Road.

12) Oak Road, Newport from its junction with Greenfields Road to a point 100 meters to the west (the end of the surfaced highway).

13) Fairmount Drive, Newport from its junction with Mayfield Drive to its junction with Staplers Road.

14) Mayfield Drive, Newport from its junction with Fairmount Drive to its junction with Staplers Road.

15) Cynthia Grove, Newport from the junction with Staplers Road to a point 160 meters to the north east of Staplers Road (the end of the surfaced highway).

16) Victoria Road from the junction with Cross Lane to the junction with St Paul's View Road (where there is a physical gate across the road).

17) St Pauls View Road, Newport from the junction with Victoria Road to the end of the surfaced highway 140 meters to the north east.

18) Howard Close, Newport from the junction with Cross Lane to the end of the surfaced highway 85 meters to the west.

19) Hillside, Newport from the junction with A3054 Fairiee Road to the end of the surfaced highway (adjacent to the barrier at the junction with The Quay) 120 meters to the west.

In this Order no person will be allowed to permit any vehicle to proceed along or wait in the above sections of road except in the following situations:

1) If directed or with the permission of a uniformed Police Officer.

2) To enable a vehicle including that of a Statutory Undertaker to be used in connection with any building operation or demolition, the removal of any obstruction to traffic, laying erection, alteration or repair in or near the road of any main, pipe or apparatus for the supply of Gas, Water or electricity or a telegraphic line as defined in Schedule 2 of the Telecommunications Act 1984.

3) For vehicles being used for Fire and Rescue, Ambulance or Police purposes.

4) For the conveyance of persons, goods or merchandise to or from any premises situated on or adjacent to the above sections of roads, or to from any premises situated on or off the section of A3054 Fairiee Road, from Halberry Lane to Staplers Road, when permitted to do so by a uniformed Police Officer, or an Isle of Wight Council Traffic Management Officer.

5) To enable a vehicle that is being used to check, maintain or replace any sign, barrier or cone that has been placed in accordance with The Isle of Wight Festival Traffic Management Plan.

6) To enable a vehicle that is displaying a valid IW Festival Halberry Estate permit on the windscreen or dashboard, to proceed along any of the roads to a property or wait on street where lawfully permitted. Residents will be contacted directly during the week of the 3rd June 2024 to facilitate permit issue.

During the above times, access to the above sections of road will be available from either A3055 Fairiee Road/Halberry Lane or from Staplers Road/Cross Lane. Access to Fairmount Drive and Mayfield Road from Staplers Road will not be possible as each road will be physically closed to vehicles by means of barriers.

Access to premises in Victoria Road is not possible beyond the junction with St Paul's View Road as there is permanent physical barrier at this location. WHILST THIS ORDER IS IN OPERATION, ALL VEHICLES PARKED IN THE ABOVE ROADS MUST HAVE AN IOW FESTIVAL PARKING PERMIT DISPLAYED ON THE WINDSCREEN OR DASHBOARD. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions. The order is required in connection with the interests of road safety due to the Isle of Wight Music Festival event.

The Isle of Wight Council (Various Streets, Isle of Wight) (Temporary One-Way Restriction) Order No 1 2024

The Isle of Wight Council gives notice that:

1) from 1000 hours on Wednesday 19 June 2024 until 1600 hours on Monday 24 June 2024, no person shall cause or permit any vehicle to proceed in:

A): Fairiee Road between Seaclose Park Access Road and Staplers Road other than from north-east to south-west; The alternative route for traffic will be; Medina Way, Snooks Hill, Staplers Road, Whiterails Road, Station Road, A3054 Lushington Hill and High Street (Wootton);

B): Alverstone Road between Whippingham Road and Brocks Copse Road other than from north-west to south-east; C): Alverstone Road between Brocks Copse Road and Whippingham Road other than from north-east to southwest; D): Newnham Lane between Newham Road and Firestone Copse Road other than from east to west; E): Firestone Copse Road between Havenstreet Main Road and Firestone Glade other than south east to north west.

2) from 0500 hours until 2359 hours on Monday 24 June 2024, no person shall cause or permit any vehicle to proceed in Beatrice Avenue, East Cowes other than from south-east to northwest over the whole length of the road. The alternative route for traffic is Saunders Way or Victoria Grove, A3021 Whippingham Road and Beatrice Avenue.

The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions. This Order is required in the interests of road safety whilst the Isle of Wight Music Festival takes place.

The Isle of Wight Council (Various Streets, Isle of Wight) (Temporary Prohibition of Driving Order) No 1 2024

The Isle of Wight Council gives notice that:

1)from 1000 hours on Wednesday 19 June 2024 until 1600 hours on Monday 24 June 2024, no person shall cause any vehicle to proceed in a north-east bound direction along

A): A3054 Racecourse / Fairiee Road, Newport from its junction with Seaclose Park Access Road to its junction with Racecourse roundabout. Whilst this closure is in operation, access will be permitted as follows:- i) operational vehicles associated with the Festival and approved by the Highway Authority will be permitted to travel in a north-east bound direction from Seaclose Park Access Road to Southern Water access road, ii) School buses departing from Medina School with be permitted to travel in a north-east bound direction from the school to Mill Lane. All movements in i) and ii) will be supervised by an escort, iii) To enable a vehicle that is being used to check, maintain or replace any sign, barrier or cone that has been placed in accordance with the Isle of Wight Festival Traffic Management Plan, iv) vehicles travelling to Beaulieu House will be permitted to travel in a north east direction from Halberry Lane to Medina School when supervised by an escort.

B): A3054 Fairiee Link Road, Newport from its junction with A3020 Medina Way to its junction with A3054 Fairiee Road.

"Supervised by an escort" refers to the leading of vehicles by a security patrol in a road legal buggy or a CSAS Biker Operative. 2) From 0700 on Thursday 20 June 2024 until 16.00 on Monday 24 June 2024 the following road closures will only be introduced when required. No person shall cause any vehicle to proceed in a south-west bound direction along

A): A3054 Racecourse and Fairiee Road, Newport from its junction with Racecourse roundabout to its junction with Staplers Road;

B): A3054 Fairiee Link Road, Newport from its junction with A3020 Medina Way to its junction with A3054 Fairiee Road. The alternative route for traffic will be High Street (Wootton) A3054 Lushington Hill, Station Road, Whiterails Road Staplers Road, Snooks Road and Medina Way;

C): Mill Lane from the north-western kerb-line of Fairiee Road to a point 5 meters north-west of that kerb-line;

D): The unnamed access road leading to North Fairiee Farm and temporary bus station on Festival site, from the north-western

kerb-line of Fairiee Road to a point 5 meters north-west of that kerb-line;

E): The unnamed road leading to Southern Water Depot from the north-western kerb-line of Fairiee Road to a point 5 meters northwest of that kerb-line;

F): Mews Lane, from the south-eastern kerb-line of Fairiee Road to a point 5 meters south-east of that kerb-line; G): The access road to Medina School from the north-western kerbHine of Fairiee Road to a point 5 meters north-west of that kerb-line;

H): Halberry Lane from the south-eastern kerb-line of Fairiee Road to a point 5 meters south-east of that kerb-line. When the road closure is in operation on each night/morning access will be permitted as follows: A3054 Racecourse/Fairiee Road from Racecourse roundabout to the entrance of North Fairiee Farm (the Isle of Wight Festival Campsite / event temporary bus terminus) I): For the conveyance of persons, good or merchandise to or from any premises situated on or adjacent to these roads (including premises at Island Harbour, situated off Mill Lane) ii): To enable a vehicle that is being used to check, maintain or replace any sign, barrier or cone that has been placed in accordance with the Isle of Wight Festival Traffic Management Plan and; iii):To enable a Public Service vehicle engaged on a local bus service to operate to or from the Isle of Wight Festival temporary bus terminus.

It is anticipated that the road closure restrictions will be necessary in the interests of road/pedestrian safety each night when the event finishes; from approximately 2330 hours until 0115 hours.

3) No person shall cause any vehicle to proceed along

A): Seaclose Park access road, Newport from its junction with A3054 Fairiee Road to its junction with The Quay from 1200 hours on Wednesday 19 June 2024 until 1200 hours on Monday 24 June 2024.

B): The Quay, Newport from its junction with Sea Street to the northern end of Jubilee Stores from 1700 hours on Friday 21 June 2024 until 0600 hours on Monday 24 June 2024 and;

C); The Quay, Newport from the northern junction with Jubilee Stores to Seaclose Park access road from 1200 hours on Wednesday 19 June 2024 until 1200 hours on Monday 24 June 2024. There is no alternative route for traffic.

4) From 1630 hours on Friday 21 June 2024 until 0300 hours on Monday 24 June 2024, no person shall cause any vehicle to proceed along;

i): Quay Street, Newport from its junction with High Street (Newport) to its junction with Sea Street and;

ii): Sea Street, Newport from its junction with Holyrood Street to its junction with Quay Street. There is no alternative route for traffic. No vehicle will be permitted to drive along Sea Street from Holyrood Street to Sea Street for approximately 1 hour after the event has finished on each night, due to the high number of pedestrians using the Quay. This Section of the Order will be implemented to facilitate a temporary Taxi Rank (on the north and south sides of Quay Street). It is proposed to close Sea Street on each evening from 1700 hours or when all of the off-street parking is full, until approximately 0300 hours the next morning, on each of the above dates.

Special Arrangements: No person will be allowed to permit any vehicle to proceed in the sections of road detailed in i) and ii) above except In the following situations:

A) If directed or with the permission of a uniformed Police Officer.

B) To enable a vehicle including that of a Statutory Undertaker to be used in connection with any building operation or demolition, the removal of any obstruction to traffic, laying erection, alteration or repair in or near the road of any main, pipe or apparatus for the supply of Gas, Water or electricity or a telegraphic line as defined in Schedule 2 of the Telecommunications Act 1984.

C) An emergency service vehicle (Fire and Rescue, Ambulance or Police vehicles).

D) For the conveyance of persons, goods or merchandise to or from any premises situated on or adjacent to the above sections of Quay Street and Sea Street, when permitted to do so by a uniformed Police officer or Isle of Wight Council Traffic Management Officer.

E) To enable a vehicle that is being used to check, maintain or replace any sign, barrier or cone that has been placed in accordance with The Isle of Wight Festival Traffic Management Plan.

F) To enable a vehicle to access or exit from County Hall, Little London or Sea Street Car Parks to/from Holyrood Street when permitted to do so or to exit from Little London towards Holyrood Street.

G) To enable a Hackney Carriage (authorised taxi) or Private Hire vehicle to wait on the temporary taxi rank in Quay Street, accessing and exiting via the High Street (Newport).

5) From 0500 hours on Thursday 20 June 2024 until approx. 2200 hours on Monday 24 June 2024 no person shall cause any vehicle to proceed along Dover Road, East Cowes from the Well Road roundabout to the end of the surfaced highway except in the following situations:-

A) If directed or with the permission of a uniformed Police Officer.

B) To enable a vehicle including that of a Statutory Undertaker to be used in connection with any building operation or demolition, the removal of any obstruction to traffic, laying erection, alteration or repair in or near the road of any main, pipe or apparatus for the supply of Gas, Water or electricity or a telegraphic line as defined in Schedule 2 of the Telecommunications Act 1984.

C) An emergency service vehicle (Fire and Rescue, Ambulance or Police vehicles).

D) For the conveyance of persons, goods or merchandise to or from any premises situated on or adjacent to the above sections of Dover Road or Castle street, when permitted to do so by a uniformed Police officer or an Isle of Wight Council Traffic Management Officer.

E) To enable a vehicle that is being used to check, maintain or replace any sign, barrier or cone that has been placed in accordance with The Isle of Wight Festival Traffic Management Plan.

F) To enable a vehicle to exit from the Southampton to East Cowes Red funnel ferry or ferry marshalling area (in a south-easterly direction).

Please note there is no alternative route for traffic. The existing on-street taxi rank adjacent to the end of the surfaced highway will be suspended whilst this order is in operation and a temporary taxi and drop-off area will be provided in Castle Street, East Cowes (near to the junction with Well Road).

6) From 0500 hours on Monday 24 June 2024 until 2300 hours on Tuesday 25 June 2024 no non-freight vehicle shall proceed along the lay-by on the west side of the A3021 Whippingham Road, Whippingham (the side opposite Whippingham estate) unless directed by a Traffic Marshall. This lay-by is located approx. between 141 meters and 225 meters north of the junction with Beatrice Avenue. This Order is required in connection with the Isle of Wight Music Festival, and is necessary to provide a temporary freight traffic marshalling area. The provisions of this Order are in the interests of road and pedestrian safety due to the Isle of Wight Festival and shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions

The Isle of Wight Council (Various Streets, Newport, East Cowes, and Whippingham, Isle of Wight) (Temporary No Waiting At Any Time Parking Restrictions) Order No. 1. 2024

The Isle of Wight Council gives notice that from 1000 hours on Wednesday 19 June 2024 until 2000 hours on Monday 24 June 2024, no waiting at any time waiting restrictions will be introduced in the following roads or parts of roads: A): Alverstone Road along the whole length of the road; B): Beatrice Avenue along the whole length of the road; C): Cambridge Road;

1) from a point opposite the party wall of Nos. 21 and 23 Cambridge Road to a point opposite the party wall of Nos. 23 and 25 Cambridge Road;

2) from the northern kerb line of Old Road north-westward for a distance of 38 meters; D): Castle Street along the whole length of the road;

E): East Cowes Road along the whole length of the road;

F): Fairiee Road, Newport, including all lay-bys, footpaths and verges along the whole length of the road; G): Heathfield Close, Newport along the whole length of the road;

H): Long Lane, Newport along the south side, from its junction with Staplers Road to its junction with Landscape Lane;

I): Maresfleld Road, East Cowes from its junction with Cambridge Road and the southern boundary of No. 31 Maresfield Road;

J): Quay Street, Newport along the whole length of the road;

K): Racecourse, Newport, including all lay-bys, footpaths and verges along the whole length of the road; L): Sea Street Newport along the whole length of the road;

M): School Lane Newport, the east side, from the southern kerb-line of Staplers Road to the northern kerb-line of Highfield Road; N): Seaclose Park Access Road, Newport along the whole length of the road;

O): Staplers Road Newport from its junction with Fairiee Road to its junction with Heathfield Close, Newport including the Pan Meadows gyratory;

P): Whippingham Road, Whippingham, from its junction with Racecourse/Lushington Hill to a point 133 meters north-west of the northwestern kerb-line of East Cowes Road;

Q): York Avenue, East Cowes, the south-west side, from the north-western kerb-line of Connaught Avenue to the eastern kerb-line of Adelaide Grove.

The restrictions will not apply to vehicles being used for Fire and Rescue, Ambulance or Police purposes.

This Order is required in connection with the interests of road safety due to the Isle of Wight Music Festival event. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions.

The Isle of Wight Council (Various Streets, Newport, Isle of Wight) (Temporary Prohibition of Cyclists and Pedestrians] Order No. 1.2024

The Isle of Wight Council give notice that in the interests of public safety due to the Isle of Wight Music Festival that it will make the following closures in respect of pedestrians and cyclists as follows :-

A) from 0600 hours on Monday 03 June 2024 until 0600 hours on Thursday 27 June 2024.

1) Cycle Track leading off Footpath N120, Newport from Footpath N120 to the junction with A3054 Fairiee Road.

2) Public Footpath N120, Newport from the northern end of Jubilee Stores to a point 2230 meters north thereof (at the sluice gates at Island Harbour Marina).

B) from 0700 hours on Wednesday 19 June 2024 until 1200 hours on Monday 24 June 2024.

1) Seaclose Park access road, Newport from its junction with A3054 Fairiee Road to The Quay.

C) from 1700 hours on Friday 21 June 2024 to 0600 hours on Monday 24 June 2024.

1) The Quay, Newport from the Riverside Centre car park access road to the northern end of Jubilee Stores. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions.

The Isle of Wight Council (Church Litten, Newport, Isle of Wight) (Temporary Revocation of Traffic Regulation) Order No. 1 2024

The Isle of Wight Council give notice that from 0900 hours on Thursday 20 June 2024 until 1500 hours on Monday 24 June 2024, the Isle of Wight Council will temporarily revoke the Isle of Wight Council (Various Streets, Newport) (Traffic Regulation) Order No 1 2023 in relation to the 'No Loading At Any Time' parking restriction on Church Litten on the western side of the carriageway between Litten Park superstores entrance and 'Church Litten Gate'. The revocation is required to allow the buses operating on a local bus service to operate from Church Litten to the Isle of Wight Festival.

The Isle of Wight Council (Church Utten, Newport, Isle of Wight) (Temporary Bus Stand Clearway) Order No. 1 2024

The Isle of Wight Council gives notice that from 0900 hours on Thursday 20 June 2024 until 1500 hours on Monday 24 June 2024, a bus stand clearway order will be temporarily implemented on Church Litten on the western side of the carriageway between Litten Park superstores entrance and 'Church Litten Gate'. This order is required to allow the buses operating on a local bus service to operate from Church IJtten to the Isle of Wight Festival. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions.

The Isle of Wight Council (A3021 Whippingham Road, Whippingham, and Racecourse, Newport, Isle of Wight) (Temporary Banned Right Turn) Order No. 1.2024

The Isle of Wight Council gives notice that between 0700 hours on Thursday 20 June 2024 and 2300 hours on Monday 24 June 2024 no vehicles:-

A) Proceeding in a south-east bound direction along Whippingham Road will be able to turn right into East Cowes Road. The alternative route will be to continue along Whippingham Road, turn round at the Racecourse roundabout back into Whippingham Road and then turn left into East Cowes Road.

B) Leaving Festival White Car Park 3 located on the north-west side of Racecourse will be able to turn right into Racecourse. The alternative route will be to turn left into Racecourse, turn round at the Racecourse roundabout back into Racecourse.

This Order is required in connection with the interests of road safety and traffic flow due to the Isle of Wight Music festival event. The provisions of this Order shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions.
