The Hammersmith and Fulham (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No.5) Order 2024

1. NOTICE IS HEREBY GIVEN that the London Borough of Hammersmith and Fulham made the above-mentioned Orders under the powers granted by sections 6, 32, 35, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the Orders which comes into operation on 29th May 2024 will be to:

a. In Sinclair Gardens, the north-east side, install a personalised disabled persons parking place outside No. 11 Sinclair Gardens, the existing disabled persons parking place at this location would be removed.

b. In Galloway Road, the east side, revoke existing disabled persons parking place outside Nos. 32 and 30 Galloway Road, extending existing shared us parking place at this location;

c. In Galloway Road, the east side, revoke existing disabled persons parking place outside Nos. 26 and 28 Galloway Road, extending existing shared us parking place at this location;

d. In Galloway Road, the east side, revoke existing disabled persons parking place outside Nos. 20 and 22 Galloway Road, extending existing shared us parking place at this location;

e. In Edgarley Terrace, the south-east side, install a personalised disabled persons parking place at the side of No. 361 Fulham Palace Road, the existing disabled persons parking place at this location would be removed;

f. In Australia Road, the east side, install a disabled persons parking place outside No 1 to 50 Hastings House, 6.6 metres of shared use parking place would be removed at this location;

g. In Archel Road, the south-east side, revoke existing personalised disabled persons parking place outside Nos. 11 and 13 Archel Road, 6.6 metres of shared use resident permit parking place and paid parking place would be installed at this location operating Monday to Friday (inclusive of) 9am to 5pm with a maximum stay of 8 hours for those using the paid parking;

h. In Hilary Road, the west side, install a disabled persons parking place outside No. 31 Hilary Road, 6.6 metres of shared use parking place would be removed at this location;

i. In Castletown Road, the north-west side, install a personalised disabled persons parking place outside No. 62 Castletown Road, 6.6 metres of shared use parking place would be removed at this location;

j. In Settrington Road, the south-west side, install a disabled persons parking place outside Nos. 84 and 86 Settrington Road, 6.6 metres of shared use parking place would be removed at this location;

k. In Meadowbank Close, the east side, install a personalised disabled persons parking place at the side of Nos. 9 to 21 Lysia Court, 5 metres of shared use parking place would be removed at this location;

l. In Kinnoul Road, the south-west side, install a disabled persons parking place outside Nos. 46 and 48 Kinnoul Road, 6.6 metres of shared use parking place would be removed at this location;

m. In Galloway Road, the west side, install a personalised disabled persons parking place outside Nos. 25 and 27 Galloway Road, 6.6 metres of shared use parking place would be removed at this location;

n. In Burnfoot Avenue, the north-west side, install a disabled persons parking place outside Nos. 43 to 49 Burnfoot Avenue, 8.3 metres of shared use parking place would be removed at this location;

o. In Niton Street, the north-west side, remove a disabled persons parking place outside No. 32 Niton Street, extending existing shared us parking place at this location;

p. In Caithness Road, the south-east side, install a disabled persons parking place outside No. 31 Caithness Road, 6.6 metres of shared use parking place would be removed at this location;

q. Weltje Road, the west side, install a personalised dedicated disabled bay outside No. 56 Weltje Road, the existing disabled persons parking place at this location would be removed;

r. Waldo Road, the south side, install a disabled persons parking place outside Nos. 63 and 65 Waldo Road, 6.6 metres of shared use parking place would be removed at this location;

s. Ashcombe Street, the north side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 178 Wandsworth Bridge Road, the existing shared use bay at this location would be removed;

t. Studdridge Street, the north-west side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 122 Wandsworth Road and outside No. 2 Studdridge Street, 15.5 metres of existing shared use bay would be removed at this location;

u. Linver Road, the south-west side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of Nos. 217 and 127a New King’s Road, 16.8 metres of existing shared use bay would be removed at this location;

v. Broomhouse Road, the west side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 251 New King’s Road, the existing shared use bay at this location would be removed;

w. Broomhouse Road, the east side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 247 New King’s Road, the existing shared use bay at this location would be removed;

x. Guion Road, the north-east side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 80 Guion Road, the existing shared use bay at this location would be removed;

y. Guion Road, the south-west side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 82 Guion Road, the existing shared use bay at this location would be removed;

z. Doria Road, the north-east side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 60 New King’s Road, the existing shared use bay at this location would be removed;

aa. Parsons Green, the east side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users opposite St Dionis’ Church and opposite No. 18 Parsons Green, the existing shared use bay at this location would be removed;

bb. Blythe Road, the south-west side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 6pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users outside Nos. 63 to 69 Blythe Road, the existing shared use bay at this location would be removed;

cc. Masbro Road the south-east side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 6pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 118 Blythe Road, the existing shared use bay at this location would be removed;

dd. Luxemburg Gardens, the north-west side, install double yellow lines opposite Nos. 19 and 21 Luxemburg Gardens, 3 metres of existing shared use bay would be removed at this location;

ee. Moore Park Road, the north-west side, install double yellow lines opposite it’s junction with Rumbold Road, 6.5 metres of existing single yellow line would be removed at this location;

ff. In Parsons Green, increase the maximum stay time of the shared use bay opposite Nos. 10a to 16 Parsons Green to 2 hours;

gg. In Humbold Road, increase the maximum stay time of the shared use bay outside No. 1 Parsons Green to 2 hours;

hh. In Broughton Road Approach, the north-west side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 115a Wandsworth Bridge Road, the existing shared use bay at this location would be removed;

ii. In Anslem Road, the south-east side, install an electric vehicle recharging bay with a maximum stay of 4 hours and no return within 4 hours and permit holders only midnight to 9am and 7pm to midnight, the existing shared use bay at this location would be removed;

jj. In Munster Road, the south-west side, install double yellow lines opposite Nos 288 to 296 Munster Road, 66.7 metres of existing single yellow lines would be removed at this location;

kk. In Munster Road, the north-east side, install double kerb blips (no loading at any time) on the existing double yellow lines outside of No. 286 Munster Road, the existing single yellow kerb blips at this location would be removed;

ll. In Munster Road, the south-west side, install single yellow kerb blips operational from 8am to 9.30am and 4.30pm to 6.30pm opposite No. 286 Munster Road, this would apply to 14 metres of proposed double yellow lines;

mm. In Epple Road, the north-east side, remove existing bicycle hanger and replace with 3 metres of single yellow lines operational between Monday to Saturday 9am to 5pm at outside No. 739a Fulham Road;

nn. In Epple Road, the north-east side, install a bicycle hangar and single yellow line outside No. 739 Fulham Road, 3 metres of shared use parking bay would be removed at this location;

oo. In Estcourt Road, the south-east side, remove 2 doctors bays opposite No. 178 Estcourt Road, the existing shared use parking place would be installed at this location;

pp. In Farm Lane (side road adjacent to No. 20 Farm Lane), the north-east side and south-east side, install double yellow lines throughout its entire length;

qq. In Ashcombe Street, the north side, install a shared use permit holders and pay by phone parking bay operating Monday to Saturday (inclusive of) 9am to 5pm with a maximum stay of 2 hours and no return within 1 hour for pay by phone users at the side of No. 178 Wandsworth Bridge Road, the existing shared use bay at this location would be removed;

rr. In Adelaid Grove, the west side, install double yellow lines outside Nos. 119 and 121 Adelaide Grove, 7.5 metres of shared use parking place would be removed at this location;

ss. On Ravenscourt Park, the south-west side, install double yellow lines outside Nos. 3 and 4 Ravenscourt Park, 9 metres of shared use parking place would be removed at this location;

tt. To amend parking places so that secure parking places for pedal cycles are introduced in certain lengths of Halford Road, Crabtree Lane, Wormholt Road, Bloemfontein Avenue, Settrington Road, Dymock Street, Edenvale Street, Luxembourg Gardens, Friston Street, Rosebury Road, Woolneigh Street and Cranbury Road;

uu. To make further amendments so as to bring the Map-Based Orders in line with the on-street layout.

3. A copy of the Orders, the Councils statement of reasons for making the Orders and documents giving more detailed particulars of the Orders, can be inspected, by requesting copies in writing until the end of a period of 6 weeks beginning with the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders. Transport and Highways Department, Environmental Services, Town Hall Extension, King Street, Hammersmith, W6 9JU or via email to Traffic.Orders@lbhf.gov.uk.

4. If any person wishes to question the validity of the Order or any of the provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
