NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(CORPORATION STREET AREA, PRESTON, PRESTON CITY) (REVOCATIONS AND VARIOUS MOVING RESTRICTIONS) ORDER 2024
NOTICE IS HEREBY GIVEN that on 15 May 2024 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Borough of Preston (Penwortham By-Pass Extension (Strand Road to Ringway) and Adjacent Affected Streets) (Restrictions and Prohibition of Traffic) Order 1992" insofar as it relates to Item 11. of the First Schedule;
b) The "Lancashire County Council (Marsh Lane, Preston, Preston City) (One Way Traffic Restriction and Contraflow Cycle Lane) Order 2015" insofar as it relates to Item a) of Schedule 1;
c) "The County Borough of Preston (Traffic Regulation) Order 1933" insofar as it relates to the one way restriction on Edward Street, Preston, for the whole length from west to east;
d) The "Borough of Preston (Corporation Street – No Right Turn) Order 1996" in full.
2. Introduce a no right turn except buses, cycles and taxis in Marsh Lane, Preston, from Marsh Lane into Corporation Street.
3. Introduce one way traffic in the following lengths of road:
a) Edward Street, Preston, from Corporation Street to Friargate southwest to northeast;
b) Mount Pleasant, Preston, from Bowran Street to Heatley Street north to south;
c) Marsh Lane, Preston, from Corporation Street to Friargate west to east.
4. Introduce one way traffic except cycles in the following lengths of road:
a) Maudland Bank, Preston, from Maudland Road to Pedder Street south to north;
b) Heatley Street, Preston, from Ladywell Street to Chandler Street west to east.
5. Introduce a bus only street except cycles and taxis in the following lengths of road:
a) Corporation Street, Preston, northbound from Heatley Street to Marsh Lane;
b) Corporation Street, Preston, southbound from Marsh Lane to Heatley Street.
NB in accordance with Section 3(2) of the Act, the council is satisfied that for preserving or improving the amenities of the area which the road runs through it is requisite that the provisions of Section 3(1) of the Act should not apply to the restriction herein.
This Order will come into force on the 20 May 2024. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Preston City Council, PO Box 10, Town Hall, Lancaster Road, Preston, PR1 2RL, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website http://www.lancashire.gov.uk/roads-parking-and-travel/roads/roadworks-and-traffic-regulation-orders/permanent.aspx, quoting ref: LSG4/894. 15209/AFR. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
