Road Traffic Regulation Act 1984

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 13 May 2024 made the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 8) Order 2024 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 19841, as amended.

2. The general effect of the Order will be to extend an existing Permit Parking Area (PPA) reference DH operating 11am to 2pm Monday to Saturday to include Grosvenor Gardens, Lancaster Close and Lancaster Gardens;

  • vehicles which may be left in the PPA during its permitted hours would be those displaying a valid resident's or resident's visitor permit; relating to this PPA Reference DH;

  • resident's permits would be issued by the Council, on application being made together with payment of the appropriate charge, to any person residing in Grosvenor Gardens, Lancaster Close, Lancaster Gardens and Nos. 334 and 336 Richmond Road

3. the charge for resident's visitor Parking Vouchers would be:-

  • £6.50 for 10 virtual resident's visitors vouchers each valid for a period of one hour;

  • £17.50 for 10 virtual resident's visitors vouchers each valid for a period of six hours; or

  • £35.00 for 10 virtual resident's visitors vouchers each valid for a period of one day

4. Copies of the Order which will come into force on 3 June 2024, the Council's Statement of Reasons for making the Order and plans showing the location and the effect of the Order may be inspected as follows:-

(a) online at https://www.kingston.gov.uk/unmade-traffic-management -orders selecting reference MapKing0083 - PPA Extension

(b) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive

(c) Council libraries; and

(d) copies of the made Order and plan can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays); or

(e) emailing tmo@kingston.gov.uk please quote ref MapKing0083 - PPA Extension.

If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
