Paddington - Public Realm Improvements
What is happening?
CITY OF WESTMINSTER
PADDINGTON CUBE PUBLIC REALM IMPROVEMENTS
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 13th May 2024 made the following Orders under sections 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:
• The City of Westminster (Free Parking Places) (Disabled Persons) (Amendment No. 85) Order 2024;
• The City of Westminster (Loading Bays) (Amendment No. 55) Order 2024;
• The City of Westminster (London Cycle Hire Scheme) (Parking Places) (Amendment No. 26) Order 2024;
• The City of Westminster (Parking Places) (B Zone) (Amendment No. 126) Order 2024;
• The City of Westminster (Prescribed Routes) (No. 5) Traffic Order 2024; and
• The City of Westminster (Waiting and Loading Restriction) (Amendment No. 537) Order 2024.
2. The general effect of the Orders will be, in connection with the Paddington Cube development, to:
(a) introduce a pedestrian zone to the north-west and south-west of the Mercure London Paddington Hotel, No. 144 Praed Street - vehicles will be prohibited from entering the pedestrian zone “at any time”, except authorised vehicles and “at any time” waiting restrictions will apply throughout the zone;
(b) replace the loading bay and “Blue Badge” disabled persons’ parking bays on the south-east side of Tanner Lane, adjacent to the Paddington Cube development, with two pay-by-phone parking bays and double yellow line “at any time” waiting and loading restrictions; and
(c) introduce a London Cycle Hire docking station on the footway on the south-west side of Tanner Lane, adjacent to Paddington Station.
Please note 11 metres of “at any time” loading restrictions will not be introduced on the south-east side of Tanner Lane, adjacent to the Paddington Cube development, as advertised in the Notice of Proposals published on 21st February 2024, to provide an area for loading / unloading.
3. The Orders, which will come into force on 16th May 2024, and other documents giving more detailed particulars of the Orders are available for inspection until 24th June 2024 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
