What is happening?
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Sections 14(1) & 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an order on the 2nd day of May 2024 in respect of the locations numbered (1), (2) & (3). Furthermore, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the locations numbered (4), (5), (6), (7), (8), (9), (10), (11), (12) & (13).
(1) NAVIGATION ROAD. YORK
This Order prohibits vehicles from proceeding and waiting in that length of road on Navigation Road, York between its junction with Foss Islands Road and a location 40 metres south-west of said junction (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 0700hrs on Tuesday, 07 May 2024 and ending at 1700hrs on Friday, 07 June 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Navigation Road between the junction with Rosemary Place and a location 50 metres north of said junction is suspended during the period of physical closure to allow two-way traffic flow in the said road and all on-street parking on the northern side of Navigation Road between locations 40 metres and 113 metres south-west of the junction with Foss Islands Road (restricted road) will be suspended for the works period only. An alternative route for diverted vehicles will be signed during the works period via Foss Islands Road, Barbican Road, Paragon Street, Fishergate, Tower Street, Piccadilly, Lead Mill Lane, Hope Street.
(2) LOW PETERGATE. YORK
This Order prohibits vehicles from proceeding and waiting in that length of road on Low Petergate, York between its junction with Grape Lane and a location 20 metres south-east of said junction (closed road) during the period when telecoms works are being undertaken thereon, commencing at 2100hrs on Tuesday, 07 May 2024 and ending at 0600hrs on Thursday, 09 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will be closed between 2100hrs and 0600hrs each night for the works period only. Additionally, the 'ONE WAY' direction of traffic flow in Low Petergate between the junction with Church Street and a location 90 metres north-west of said junction is suspended during the period of physical closure to allow two-way traffic flow in the said road. An alternative route for diverted vehicles will be signed during the works period via Grape Lane, Swinegate, Church Street.
(3) YORK ROAD. LINK ROAD. CARR LANE. SEVERUS AVENUE. MANOR DRIVE SOUTH & HEBDON RISE. ACOMB
This Order prohibits vehicles from proceeding and waiting in that length of road on York Road, Link Road, Carr Lane, Severus Avenue, Manor Drive South & Hebdon Rise, Acomb (i) on York Road between the projected eastern boundary of property No. 135 and a location 42 metres south-east of its junction with Fairfax Court and (ii) on Link Road between the roundabout controlled junctions with York Road and Front Street and (iii) on Carr Lane, Severus Avenue, Manor Drive South and Hebdon Rise between their respective junctions with York Road and locations 20 metres north of said junctions (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 1900hrs on Tuesday, 07 May 2024 and ending at 0200hrs on Wednesday, 22 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will only take place between 1900hrs and 0200hrs each night of the works period only. An alternative route for diverted vehicles will be signed during the works period via A59 Boroughbridge Road, A1237, Wetherby Road, The Green.
(4) MAIN STREET. HESLINGTON
This Order will prohibit vehicles from proceeding and waiting in that length of road on Main Street, Heslington between the projected south-eastern boundaries of the property named Bank House and property No. 3 Memorial Cottages (closed road) during the period when sewer maintenance works are being undertaken thereon, commencing at 0900hrs on Saturday, 11 May 2024 and ending at 1600hrs on Sunday, 12 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will only be closed between 0900hrs and 1600hrs each day of the works period. Access will be maintained for residents. An alternative route for diverted vehicles will be signed during the works period via Low Lane, School Lane, Field Lane.
(5) PARLIAMENT STREET & HIGH OUSEGATE. YORK
This Order will prohibit vehicles from proceeding and waiting in that length of road on Parliament Street & High Ousegate, York (i) on Parliament Street between its junction with High Ousegate and a location 20 metres north-west of said junction and (ii) on High Ousegate between its junction with Coppergate and a location 45 metres southwest of said junction (closed roads) during the period when water mains works are being undertaken thereon, commencing at 0800hrs on Monday, 13 May 2024 and ending at 1800hrs on Sunday, 09 June 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Parliament Street, High Ousegate, Spurriergate and Market Street are suspended during the period of physical closure to allow two-way traffic flow in the said roads. Alternative routes for diverted vehicles will be signed during the works period via the inner ring road. Vehicles wishing to access the city centre at Spurriergate will need to approach from the Low Ousegate direction.
(6) PUBLIC RIGHT OF WAY NO 8/10/10. RUFFORTH
This Order will prohibit vehicles & pedestriansfrom proceeding and waiting in that length of public right of way on No. 8/10/10, Rufforth between locations 5 metres either side of the bridge across Foss Dyke (NGR: SE5422 5228) (closed public right of way) during the period when bridge repair works are being
undertaken thereon, commencing at 0001 hrs on Monday, 13 May 2024 and ending at 2359hrs on Friday, 17 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will not be signed during the works period.
(7) ALGARTH ROAD & GALTRES AVENUE. YORK
This Order will prohibit vehicles from proceeding and waiting in those lengths of road on Algarth Road & Galtres Avenue, York (i) on Algarth Road between its junctions with Stockton Lane and Sandstock Road and (ii) on Galtres Avenue between its junction with Stockton Lane and a location 73 metres south-east of said junction (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 0900hrs on Tuesday, 14 May 2024 and ending at 1500hrs on Tuesday, 14 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Ashley Park Road, Springfield Lane, Applecroft Road.
(8) BARLEY RISE. YORK
This Order will prohibit vehicles from proceeding and waiting in that length of road on Barley Rise, York between its junctions with York Road and Balfour Way (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 0900hrs on Tuesday, 14 May 2024 and ending at 1500hrs on Tuesday, 14 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Barley Rise, York Road.
(9) YORK RACES. YORK
This Order will prohibit vehicles and pedestrians from proceeding and waiting in roads and lengths of roads in the District of York to avoid danger or the likelihood of danger arising to persons or other traffic using the roads referred to in the Order, by imposing traffic restrictions during periods associated with a York Racecourse Horse Racing Event taking place at an off-road location between 0001 hrs on Tuesday, 14 May 2024 and 2359hrs on Friday, 14 November 2025 or at a time when the events have been completed whichever is the earlier. This is to ensure that the said events can be carried out safely. The restrictions will not apply to emergency vehicles in an emergency.
(10) BURLINGTON AVENUE. YORK
This Order will prohibit vehicles from proceeding and waiting in that length of road on Burlington Avenue, York between its junction with Hewley Avenue and the projected north-eastern boundary of property No. 30 (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 0900hrs on Wednesday, 15 May 2024 and ending at 1500hrs on Wednesday, 15 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Melrosegate, Constantine Avenue.
(11) CARRINGTON AVENUE. POPLAR STREET & SELDON ROAD. YORK
This Order will prohibit vehicles from proceeding and waiting in those lengths of road on Carrington Avenue, Poplar Street & Seldon Road, York (i) on Carrington Avenue between its junction with Seldon Road and a location 31 metres south-east of said junction and (ii) on Seldon Road between its junction with Poppleton Road and a location 105 metres north-east of said junction and (iii) on Poplar Street between its junction with Seldon Road and a location 5 metres south-east of said junction (closed roads) during the period when highway resurfacing works are being undertaken thereon, commencing at 0900hrs on Wednesday, 15 May 2024 and ending at 1500hrs on Wednesday, 15 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Poplar Street, Oak Street, Yarburgh Grove, Poppleton Road.
(12) KNAVESMIRE. YORK
This Order will prohibit vehicles & pedestrians from proceeding and waiting in those lengths of footpath on Green Lane Footpath No. 55/26/10 and York Footpath No. 55/30/10, York to the extent that the said footpaths extend across the width of the Knavesmire Racecourse (closed footpaths) during the period when horse racing events are being undertaken thereon, commencing at 0001 hrs on Wednesday, 15 May 2024 and ending at 2359hrs on Saturday, 12 October 2024 (event period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said events can be carried out safely. This prohibition will not apply to a pedestrian or vehicle proceeding other than during a period when a horse race is in progress. Manned barriers will indicate the extent of the prohibition at the respective locations.
(13) DORIAM AVENUE. YORK
This Order will prohibit vehicles from proceeding and waiting in that length of road on Doriam Avenue, York between its junctions with Priory Wood Way and Doriam Drive (closed road) during the period when highway resurfacing works are being undertaken thereon, commencing at 0900hrs on Thursday, 16 May 2024 and ending at 1500hrs on Thursday, 16 May 2024 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Doriam Drive, Whitestone Drive, Huntington Road, New Lane, Priory Wood Way. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
