What is happening?

ROAD TRAFFIC REGULATION ACT 1984

THE A12 GLA ROAD (COLCHESTER ROAD, LONDON BOROUGH OF HAVERING) (TEMPORARY PROHIBITION OF TRAFFIC AND 40 MPH SPEED RESTRICTION) ORDER 2024

1. Transport for London hereby gives notice that it intends to make the above named traffic Order under section 14(1) of the Road Traffic Regulation Act 1984 for the purpose specified in paragraph 2. The effect of the Order is summarised in paragraph 3.

2. The purpose of the Order is to enable junction improvement works to take place at M25 junction 28.

3. The effect of the Order will be to prohibit any vehicle from entering, exiting or proceeding on:

(1) the unnamed off-slip road connecting the eastbound carriageway of Colchester Road with M25 Junction 28 Roundabout;

(2) the eastbound carriageway of Colchester Road between its junctions with Gallows Corner Roundabout and the boundary of London Borough of Havering with the County of Essex. Local access will be maintained;

(3) the unnamed on-slip road connecting M25 Junction 28 Roundabout with the westbound carriageway of Colchester Road;

(4) the westbound carriageway of Colchester Road between its junctions with Harold Court Road and the boundary of London Borough of Havering with the County of Essex. Local access will be maintained between on Colchester Road between its junctions with Gallows Corner Roundabout and Harold Court Road.

The Order also prohibits any vehicle from exceeding a speed of 40 mph on:

(5) the unnamed off-slip road connecting the eastbound carriageway of Colchester Road with M25 Junction 28 Roundabout;

(6) the westbound carriageway of Colchester Road between the boundary of London Borough of Havering with the County of Essex and its junction with Willow Way;

(7) the eastbound carriageway of Colchester Road between its junction with the ingress/egress to Maylands Golf Club and the boundary of London Borough of Havering with the County of Essex;

(8) the unnamed on-slip road connecting M25 Junction 28 Roundabout with the westbound carriageway of Colchester Road;

The Order also prohibits any person from proceeding on:

(9) the footway alongside the eastbound carriageway of Colchester Road between its junctions with Woodstock Avenue and M25 Junction 28 Roundabout.

The Order will be effective at certain times between 12:01 AM on 29th April 2024 until 11:59 PM on 28th October 2025 or when the works have been completed whichever is the sooner. The prohibition will apply only during such times and to such extent as shall from time to time be indicated by traffic signs.

4. The prohibitions will not apply in respect of:

(1) any vehicle being used for the purposes of those works or for fire brigade, ambulance or police purposes;

(2) anything done with the permission or at the direction of a police constable in uniform or a person authorised by Transport for London.

5. At such times as the prohibitions are in force an alternative route will be indicated by traffic signs via (for Maylands Way closure) Willow Way to normal route of travel;(for eastbound off-slip road closure) A12, A12 Junction 12 Roundabout, A12 westbound to normal route of travel; (for eastbound carriageway closure of Colchester Road) Gallow's Corner Roundabout, A127 Southend Arterial Road, Unnamed off-slip road, M25 Junction 29 Roundabout, M25 anti-clockwise and M25 Junction 28 to normal route of travel; (for closure of Colchester Road on-slip road) A12, A12 Junction 12 Roundabout, A12 westbound to normal route of travel; (for pedestrians) Subway in vicinity of Petersfield Avenue and footway of Colchester Road (westbound carriageway) and M25 Junction 28 to normal route of travel.
