The Essex County Council (Various Roads (Southeast of Commonwealth Link)
(Beaulieu) Springfield) (20mph Zone) Order 2024
Notice is hereby given that the Essex County Council has made the above Orders under sections 1(1),
2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 47, 49, 53, S84(1)(a) (2) and Part IV and Part III of
Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: To implement: ‘Permit Holders Only Zone, Mon-Fri 8am-10am and 2pm-4pm’
on the following lengths of road, (Southeast of Commonwealth Link) (Beaulieu) Springfield, in the
City of Chelmsford.
Road Description
Choat Place From its junction with Harold Teager Crescent for its entire length
excluding parking courts and private drives.
Frank Praill Road From a point approximately 12 metres east of its junction with
Commonwealth Link eastwards to its junction with Harold Teager Crescent,
excluding the private drive.
George Crowfoot Drive From its northern and southern junctions with Harold Teager Crescent,
to the points where it meets the private drives.
Harold Teager Crescent From its northern junction with George Crowfoot Drive to its southern
junction with George Crowfoot Drive, for its entire length excluding the
parking courts.
William Lancaster Avenue From its junction with Harold Teager Crescent, southwards for its entire
length excluding the private drive and parking court.
All residential properties of Choat Place, Frank Praill Road, George Crowfoot Drive, Harold Teager
Crescent, and William Lancaster Avenue inclusive of those with private drives will be eligible to apply
for a permit. Details relating to permits and visitor tickets, including costs can be found at:

This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting,
Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order
2019’ by substituting Map Tiles: TL725 102 revision 3 to revision 4.
To implement ‘20mph Zone’
Road Description
Choat Place From its junction with Harold Teager Crescent for its entire lengths,
including any turning heads.
Frank Praill Road From a point approximately 12 metres east of its junction with
Commonwealth Link for its entire length including the Private Drive.
George Crowfoot Drive From its northern and southern junctions with Harold Teager Crescent,
for its entire lengths, including any turning heads.
Harold Teager Crescent From its northern and southern junctions with George Crowfoot Drive,
for its entire lengths.
William Lancaster Avenue From its junction with Harold Teager Crescent, for its entire lengths,
including any turning heads
Date of operation: The Orders will come into operation on 05 August 2024

(Chelmer Waterside Bridge (cycle tracks), Chelmsford) (Temporary Prohibition of Use)
Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: To temporarily close the cycle tracks as below in the City of Chelmsford under
section S14(1) of The Road Traffic Regulations Act 1984 (as amended)
Closure description Diversion
From Wharf Road southwest for approximately 213 metres across Bailey Bridge into
Baddow car park.
As signed on site
Kings Head Meadow Cycle Track from Bailey Bridge southeast for approximately
56 metres
As signed on site
From Bailey Bridge northwest for a approximately 77 metres towards Chelmsford
Sea Cadets.
As signed on site
From the south end of Bailey Bridge west along cycleway for approximately 78 metres. As signed on site
The closures are scheduled to commence on 15 April 2024 or where appropriate signs are showing and
weather permitting. The closures are required to allow for works to be carried out on the construction of
Chelmer Waterside Bridge
The alternative routes will be signed on site.
The Order will come into effect on 15 April 2024 and may continue in force for 6 months, or until the
works have been completed, whichever is the earlier. This Order may be extended by the Secretary
of State if an extension is required.
(Arbour Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date
of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Arbour Lane, Chelmsford in the City of
Chelmsford, from its junction with Lionfield Terrace for a distance of approximately 40m in a south
easterly direction and from a point approximately 80m north west of its junction with Springfield Lane
for a distance of approximately 25m in a south westerly direction. The closure is scheduled to
commence on 13th May 2024 for 2 days, or where stated on a valid permit (BC008WF5RPT5VDIGJT1 –
Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or
displayed on one.network. The closure is required for the safety of the public and workforce while
ducting and blockage clearance works are undertaken by Openreach.
An alternative route is available via Arbour Lane, Church Lane, Springfield Green, Springfield Road and
vice versa.
The Order will come into effect on 25th April 2024 and may continue in force for 18 months or until
the works have been completed, whichever is the earlier.
(South Street & Hatchfields, Chelmsford)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date
of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of South Street, Chelmsford in the City of Chelmsford,
from its junction with Duffreis Close for a distance of approximately 45m in a north easterly direction and
Hatchfields, Chelmsford in the City of Chelmsford from its junction with South Street for a distance of
approximately 20m in a easterly direction. The closure is scheduled to commence on 18th May 2024 for
1 day, or where stated on a valid permit (BC00815FEBEASBM298 – Openreach). The scheduled dates
may vary for these works with appropriate signs showing and/or displayed on one.network. The closure
is required for the safety of the public and workforce while new service works are undertaken by Openreach.
Alternative routes are available via
1. South Street, The Village, Chelmsford Road, Main Road, Braintree Road, Essex Regiment Way,
Chelmer Valley Road, Rectory Lane, Parkway, Rainsford Road, Roxwell Road, Chignal Road,
Breeds Road and vice versa.
2. Hatchfields, Chelmsford Road, The Village, South Street and vice versa.
The Order will come into effect on 25th April 2024 and may continue in force for 18 months or until
the works have been completed, whichever is the earlier.
(Wyses Road, Highwood) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date
of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Wyses Road, Highwood in the City of Chelmsford,
from its junction with Ongar Road for a distance of approximately 20m in a south easterly direction.
The closure is scheduled to commence on 17th May 2024 for 1 day, or where stated on a valid permit
(BC008OGEA12526285A – Openreach). The scheduled dates may vary for these works with appropriate
signs showing and/or displayed on one.network. The closure is required for the safety of the public
and workforce while poling works are undertaken by Openreach.
An alternative route is available via Wyses Road, Ongar Road and vice versa.
The Order will come into effect on 25th April 2024 and may continue in force for 18 months or until
the works have been completed, whichever is the earlier.
(Arbour Lane, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Arbour Lane, Chelmsford in the City of Chelmsford,
from its junction with Lionfield Terrace for a distance of approximately 5m in a southerly direction.
The closure is scheduled to commence on 29th April 2024 for 10 days, or where stated on a valid
permit (VQ016MU-CRO-3959-001 – Esp Electricity Limited). The scheduled dates may vary for these
works with appropriate signs showing and/or displayed on one.network. The closure is required for the
safety of the public and workforce while new connection works are undertaken by Esp Electricity Limited.
An alternative route is available via Arbour Lane, Church Lane, Stump Lane, Springfield Road and
vice versa.
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until the works
have been completed, whichever is the earlier.
(Cheviot Drive, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Cheviot Drive, Chelmsford in the City of Chelmsford,
from a point approximately 80m south of its junction with Wicklow Avenue for a distance of approximately
50m in a south westerly direction. The closure is scheduled to commence on 2nd May 2024 for 1 day,
or where stated on a valid permit (BC008WF0JRG5H – Openreach). The scheduled dates may vary for
these works with appropriate signs showing and/or displayed on one.network. The closure is required
for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Cheviot Drive, Wicklow Avenue, Pennine Road and vice versa.
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until
the works have been completed, whichever is the earlier.
(High Road, Fobbing) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of High Road, Fobbing in the Borough of Basildon,
from a point approximately 85m south west then south east of its junction with Five Bells Roundabout
South for a distance of approximately 60m in a south easterly direction. The closure is scheduled to
commence on 28th April 2024 for 1 day, or where stated on a valid permit (KL733TLL-30-36-280424 –
Network Rail Infrastructure Ltd). The scheduled dates may vary for these works with appropriate signs
showing and/or displayed on one.network. The closure is required for the safety of the public and
workforce while level crossing repair works are undertaken by Network Rail Infrastructure Ltd.
An alternative route is available via High Road, Five Bells Roundabout South, Five Bells Road, Link Road
From B1420 And Bells Corner Roundabout To Boundary, Bells Corner Roundabout, Southend Road,
Lampits Hill, Church Road, Fobbing Road, Lion Hill and vice versa.
The Order will come into effect on 11th April 2024 and may continue in force for 18 months or until
the works have been completed, whichever is the earlier.
(Leighs Road, Great Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Leighs Road, Great Leighs in the City of Chelmsford,
from a point approximately 250m south west of its junction with Daisleys Lane for a distance of
approximately 30m in a south westerly direction. The closure is scheduled to commence on 29th April
2024 for 5 days, or where stated on a valid permit (EC30059587498 – UK Power Networks).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed
on one.network. The closure is required for the safety of the public and workforce while new connection
works are undertaken by UK Power Networks.
An alternative route is available via Wheelers Hill, Drakes Lane, Boreham Road and vice versa (with access
only into Leighs Road).
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until the works
have been completed, whichever is the earlier.
(Penny Royal Road/Mayes Lane/Copt Hill, Danbury)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Penny Royal Road/Mayes Lane, Danbury in the City of Chelmsford,
from both of the junctions with Bicknacre Road for a distance of approximately 560m in a north
easterly direction.
2. To temporarily close that length of Copt Hill, Danbury in the City of Chelmsford, from its junction
with Penny Royal Road for distance of approximately 35m in an easterly direction.
The closures are scheduled to commence on 30th April 2024 for 35 days, or where stated on a valid
permit (EC30037453361 – UK Power Networks). The scheduled dates may vary for these works with
appropriate signs showing and/or displayed on one.network. The closures are required for the safety
of the public and workforce while cable replacement works are undertaken by UK Power Networks.
An alternative route is available via Woodhill Road, Well Lane, Main Road and vice versa (with access
only into Copt Hill, Mayes Lane and Penny Royal Road).
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until the works
have been completed, whichever is the earlier.
(School Road, Good Easter) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of School Road, Good Easter in the City of Chelmsford,
from a point approximately 30m south west of its junction with Mill Road for a distance of approximately
60m in a south westerly direction. The closure is scheduled to commence on 29th April 2024 for 5 days,
or where stated on a valid permit (EN013307617 – Essex And Suffolk Water). The scheduled dates may
vary for these works with appropriate signs showing and/or displayed on one.network. The closure is
required for the safety of the public and workforce while new connection works are undertaken by
Essex And Suffolk Water.
An alternative route is available via School Road, Herons Lane, Mill Road and vice versa (access only
into School Road).
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until
the works have been completed, whichever is the earlier.
(Valley Bridge, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1)
of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Valley Bridge, Chelmsford in the City of Chelmsford,
from its junction with Petersfield to its junction with Springfield Hall Roundabout a distance of approximately
250m. The closure is scheduled to commence on 10th May 2024 for 4 days, or where stated on a valid
permit (EP201EH10004042 – Essex County Council). The scheduled dates may vary for these works
with appropriate signs showing and/or displayed on one.network. The closure is required for the safety
of the public and workforce while bridge expansion joints replacement works are undertaken by Essex
County Council.
An alternative route is available via Valley Bridge, Springfield Hall Roundabout, Chelmer Valley Road,
Rectory Lane, Parkway, Broomfield Road and vice versa.
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until the works
have been completed, whichever is the earlier.
