(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.38) Order 202*
Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4 (1), 4(2), 32, 35,45,46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984
The effect of the Order:
1. To introduce double yellow lines (No Waiting At Any Time) in Cloverley Road, Ongar, at its junction with Brentwood Road, Town Mead Road, Waltham Abbey, including the junction with Orchard Gardens, The Summit, Loughton, Station Road, Chigwell, Devon Close, Buckhurst Hill, at the junction with High Road and in Tycehurst Hill, Loughton.
2. To revoke the single yellow lines (No Waiting Mon-Fri 2pm-3pm) and partially replace with double yellow lines (No Waiting At Any Time) in Tycehurst Hill, Loughton at the southern end.
3. To revoke the single yellow lines (No Waiting Mon-Sat 8am-6pm) and replace with double yellow lines (No Waiting At Any Time) on both sides at the entrance to Manor Square, Ongar.
4. To revoke the Police Vehicles parking bay in High Street, Epping and replace with limited waiting (Tue-Sat 9am-6.30pm 1 hour no return within 3 hours)
5. To revoke the single yellow lines (No Waiting Mon-Sat 9.30am-6.30pm) and replace with single red lines (No Stopping Mon-Sat 9.30am-6.30pm) in Station Road, Loughton.
6. To revoke the single yellow lines (No Waiting Mon-Sat 8am-6.30pm & No Waiting Mon-Sat 9.30am-6.30pm) and replace with double red lines (No Stopping At Any Time) in Station Road, Alderton Hill & Old Station Road, Loughton.
7. To revoke the double yellow lines (No Waiting At Any Time) and replace with double red lines (No Stopping At Any Time) in Station Road and at the junction with High Road, Loughton.
8. To extend the double yellow lines (No Waiting At Any Time) in The Summit, Loughton, at the junction with Baldwins Hill.
9. To introduce double red lines (No Stopping At Any Time) on Upland Road/B1393, Thornwood Common, at the applicable junction of both roads & Forest Avenue/High Road, Chigwell, at the applicable junction of both roads.
10. To introduce Pay & Display bays (Mon-Fri 7am-4pm excluding bank & public hols) in Tycehurst Hill, Loughton, close to the northern junction with Spareleaze Hill. (Pay & display charges, up to 2 hours £1.80 & up to 16:00 £3.20)
11. To introduce a permit parking zone (LTH1 Mon-Fri 10am-2pm excluding bank & public holidays) in Tycehurst Hill, Loughton, for almost its entire length (all odd and even numbers with a Tycehurst Hill address & postcode will be able to purchase 2 parking permits and unlimited visitor permits)
12. To introduce a permit parking zone (DC1) in Devon Close, Buckhurst Hill for almost its entire length (all odd and even numbers with a Devon Close address & postcode will be able to purchase 2 parking permits and unlimited visitor permits)
13. To introduce permit parking (CSR1) in Station Road, Chigwell (all odd and even numbers with a Station Road address & postcode will be able to purchase 2 parking permits and unlimited visitor permits)
14. To introduce a permit parking zone (TM1) in Town Mead Road, Waltham Abbey for its entire length (all odd and even numbers with a Town Mead address & postcode will be able to purchase 2 parking permits and unlimited visitor permits)
15. Revoke limited waiting (Mon-Sat 9.30am-6.30pm 1 hour no return within 1 hour) and replace with Pay & Display (Mon-Sat 9.30am-5pm) in Station Road, Loughton. (Pay & Display charges 1 hour £1.30 and up to 2 hours £2.20)
16. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow the properties detailed in Column 2 of the table in the Schedule 1 to this Notice to be able to purchase permits for the proposed zones listed in Column 1 of that table.
This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by introducing tile numbers TL550 020 & TL465 050 revision 0 and by replacing tile numbers TQ420 960, TQ425 960, TQ425 962, TQ435 930, TL550 030 and TL460 022 revision 0 with revision 1; replacing tile numbers TQ420 957, TQ430 922, TQ425 977, TQ405 937 & TQ405 940 revision 1 with revision 2; replacing tile number TL380 002 revision 5 with revision 6. (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.60) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 47, 49, 53, and Parts IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order
1. To Revoke and Implement Restrictions
Road Hodings Road
WEST SIDE: From a point approximately 44.6 metres north of its western junction with Fourth Avenue, northwards for approximately 12.6 metres.
To Revoke Resident Permit Holders Only W 8am-9pm
To Implement No Waiting at Any Time
2. To Revoke: 'No Waiting at Any Time' Restrictions.
Road Hodings Road (eastern junction with Fourth Avenue)
Description BOTH SIDES: From a point approximately 31.4 metres southeast of the southwestern kerb line of Bramble Rise, south-eastwards for approximately 47.5 metres.
This Order will be incorporated into 'The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019' by substituting map tiles: TL435 097 Revision 0 to Revision 1, and TL440 102 Revision 1 to Revision 2. Date of operation: The Order will come into operation on 20 December 2024

(Banks Lane, Theydon Mount) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Banks Lane, Theydon Mount in the District of Epping Forest, from its junction with Mount End Road for a distance of approximately 245m in a north westerly then westerly direction. The closure is scheduled to commence on 15th May 2024 for 3 days, or where stated on a valid permit (BC411SA002WF8H6N0B - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct clearance works are undertaken by Openreach. An alternative route is available via Mount End Road, Mount Road and vice versa (with access only into Banks Lane). The Order will come into effect on 25th April 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Hainault Road, Chigwell) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Hainault Road, Chigwell in the District of Epping Forest, from a point approximately 100m south east of its junction with High Road for a distance of approximately 80m in a south easterly direction. The closure is scheduled to commence on 13th May 2024 for 1 day, or where stated on a valid permit (MU11300396609-00000002 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while manhole cover replacement works are undertaken by Thames Water. Alternative routes are available via:
1. Manor Road, Chigwell Road, High Road and vice versa (with access only into Hainault Road).
2. Manor Road, Lambourne Road, Gravel Lane, Abridge Road, High Road and vice versa (with access only into Hainault Road).
The Order will come into effect on 25th April 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Rounton Road, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Rounton Road, Waltham Abbey in the District of Epping Forest, from its junction with Honey Lane to its end a distance of approximately 240m. The closure is scheduled to commence on 17th May 2024 for 1 day, or where stated on a valid permit (MU026SA-787961 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sewer cleaning works are undertaken by Thames Water.
An alternative route is available via Honey Lane, Rosebank and vice versa (with access only into Honey Brook and Woodbrook Gardens).
The Order will come into effect on 25th April 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Toot Hill Road, Stanford Rivers) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Toot Hill Road, Stanford Rivers in the District of Epping Forest, from its junction with Colemans Farm Lane to its junction with Mutton Row a distance of approximately 630m. The closure is scheduled to commence on 14th May 2024 for 3 days, or where stated on a valid permit (KA140RFSI-NETEX-26865-RC - Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while fibre works are undertaken by Gigaclear. An alternative route is available via Mutton Row, Drapers Corner, Greensted Road, Toot Hill Road and vice versa. The Order will come into effect on 25th April 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Epping Road, Roydon) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Epping Road, Roydon in the District of Epping Forest, from its junction with Low Hill Road for a distance of approximately 60m in a south easterly direction. The closure is scheduled to commence on 30th April 2024 for 3 days, or where stated on a valid permit (KA140GCX001385-CW - Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while remedial works are undertaken by Gigaclear. An alternative route is available via Epping Road, Epping Road Roundabout, Water Lane, Southern Way, Katherine's Way, Third Avenue, Elizabeth Way, A414 Between Northern Town Boundary And Burnt Mill Roundabout, Fifth Avenue, Eastwick Road, Roydon Road, High Street and vice versa.
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Galleyhill Road, Waltham Abbey) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Galleyhill Road, Waltham Abbey in the District of Epping Forest, from its junction with Parklands for a distance of approximately 185m in a north easterly direction.
2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in the above length of road for the duration of the closure only.
"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The closure/restriction is scheduled to commence on 29th April 2024 for 6 nights (19:00 - 05;00), or where stated on a valid permit (EP201EH2361026 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while drainage repair works are undertaken by Essex County Council. No alternative route is available.
The Order came into effect on 11th April 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Pynest Green Lane, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Pynest Green Lane, Waltham Abbey in the District of Epping Forest, from a point approximately 110m south west of its junction with Wellington Hill for a distance of approximately 140m in a south westerly direction. The closure is scheduled to commence on 3rd May 2024 for 1 day, or where stated on a valid permit (EC30007465796 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while tree cutting works are undertaken by UK Power Networks. An alternative route is available via Wellington Hill, Manor Road, Road Between Manor Road And Avey Lane, Avey Lane and vice versa (with access only into Pynest Green Lane and Wellington Hill). The Order came into effect on 11th April 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
