What is happening?

Oxfordshire County Council

(Oxford Area - Various Streets) (Traffic Management) (Variation No.10) Order 2024

NOTICE is given that on 15 April 2024 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order, which comes into force on 22 April is to permit buses, taxis, private hire and postal service vehicles to pass through the existing traffic filter on Littlemore Road within the Church Cowley Low Traffic Neighbourhood.

Additionally, Automatic Number Plate Recognition (ANPR) camera enforcement of moving traffic contraventions within the Cowley 'Low Traffic Neighbourhood' scheme will be undertaken. Specifically, enforcement by camera is to be undertaken at the following three locations where traffic is not permitted to pass through the filters:

1. Littlemore Road - at a point 10 metres north of junction with Compass Close,

2. Littlehay Road -ata point 15 metres east of the junction with Rymers Lane,

3. Crescent Road - ata point 30 metres west of the junction with Junction Road.

The use of ANPR cameras will result in any vehicles that contravene the order being issued a fixed penalty notice for contravening 'Prohibition of Motor Vehicles'. The traffic order is also updated to reflect the use of prosecution by ANPR under Schedule 2 of The Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging Guidelines and General Provisions) (England) Regulations 2022.

The Oxfordshire County Council (Oxford - Various Streets) (Traffic Management) Order 2022) Order 2022 is further amended accordingly.

If you wish to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 15 April 2024 apply to the High Court for this purpose. (Oxford City) (Designation And Regulation Of Pay And Display Parking Places) (Variation No.*) Order 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the proposal - in accordance with parking policy and development planning permissions - is to amend parking restrictions on Mansfield Road in Oxford as follows.

  • extend the existing 'No Waiting at Any Time' parking restrictions (double yellow lines) either side of the access to the Oxford University Biomedical Services by 6 metres in each direction, thereby reducing the existing Pay & Display parking bays by the same amount.

These proposals mirror those put forward in the consultation carried out in October/November 2021, which were subsequently approved by the Cabinet Member for Highway Management in December 2021. They are being repeated due to implementation delays (within the statutory two-year period).

The Oxfordshire County Council (Oxford City) (Designation and Regulation of Pay and Display Parking) Order 2017 will be further amended as necessary. Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by 17 May 2024. 1. (Oxford, Cowley Central West Area) (Controlled Parking Zone And Waiting Restrictions) (Variation No.4) Order 2024

2. (Oxford Area - Various Streets) (Prohibition And Restriction Of Waiting And Loading And Permitted Parking) (Variation No.9) Order 2024

NOTICE is given that on 15 April 2024 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984. The orders, which come into force on 22 April amend parking & waiting restrictions within the Cowley Central West Controlled Parking Zone (CPZ) after a review of the workings & effectiveness of the scheme, as follows:

1. Crowell Road - to replace the various lengths of existing No Waiting 8am to 6.30pm Monday to Saturday' (single yellow lines) parking restrictions & the two-hour shared use parking bay opposite the junction with Hockmore Street with new 'No Waiting at Any Time' (double yellow lines) to prohibit parking along its entire length on both sides.

2. Rahere Road (outside the CPZ) - to extend the existing double yellow lines southwards from Bartholomew Road for 30 metres on the eastern side, and 27 metres on the western side.

The Oxfordshire County Council (Oxford, Cowley Central (West) Area) (Controlled Parking Zone and Waiting Restrictions) Order 2022, and the Oxfordshire County Council (Oxford Area - Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022 are further amended as necessary. (Oxford Market Street) Experimental Order 2024

NOTICE is given that on 10th April 2024 Oxfordshire County Council made the above Experimental Order under the Road Traffic Regulation Act 1984. The effect of this order - which comes into force on 22 April 2024 - is to introduce a pedestrian and cycle zone on Market Street, Oxford with amendments to loading and access to facilitate a new public realm space, as follows:

A. Existing restrictions to be removed/relocated:

  • Loading Bays - 24 hour loading bays outside the entrances to the covered market will be split into 3 sections on the south side of the road which will be realigned for parking parallel to the kerb.
  • No loading 10am to 6pm - a) within the pedestrian zone the restriction will change to prohibit loading outside of marked bays provided at all times.
  • No Waiting and No loading 10am to 6pm - b) a small section 10 metres west from the junction with Turl Street remains unchanged.

B. New restrictions/relocations:

  • From a point 9 metres west of the junction with Turl Street a Prohibition of Motor Vehicles the 'Pedestrian and Cycle Zone' will be introduced for Market Street which will be in operation at all times. In addition to statutory exemptions in the pedestrian zone, further exemptions will be permitted for:

Taxis, Private Hire Vehicles, Blue Badge Holders requiring to drop-off/collection only, street legal E-scooters, vehicles for loading in marked bays and where access is required to off-street premises.

  • The entry point from Market Street into the existing pedestrian zone on Cornmarket will be moved 23 metres east to align with the end of the new zone.

The Experimental Order comes into force on 22 April 2024 and will remain in force for a maximum period of 18 months. If the provisions of this experimental Order are made permanent the measures will be incorporated into the Oxfordshire County Council (Central Area Oxford) (Controlled Parking Zone and Waiting Restrictions) Order 2011 (as amended) and the Oxfordshire County Council (The City Of Oxford) (Central Area) (Traffic Management) (Consolidation) Order 2003 which will be further amended accordingly.

This Order contains provisions allowing the Director for Communities/Environment and Place to modify or suspend the Order or any provisions of the Order (if appropriate) in accordance with Section 10(2) of the Road Traffic Regulation Act 1984.

The Council will be considering in due course whether the provisions of the experimental Order, or any of them should be continued in force indefinitely. Any person may object to the making of an order for the purposes of such indefinite continuation within a period of 6 months (a) beginning with the day on which the experimental Order comes into force (22 April 2024) or (b) if the Order is varied or modified by the Council or the Director for Communities/Environment and Place of the Council pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification comes into force. Any objection to this order must be in writing and state the grounds on which it is made and all objections and other representations must be sent to the address below quoting Ref: CM/12.6.320/E0005 within the relevant time period given above. The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
