What is happening?

THE GLA ROADS (LONDON BOROUGH OF BARKING AND DAGENHAM) (SPEED LIMITS) ORDER 2016 (A13 LODGE AVENUE FLYOVER) VARIATION ORDER 2024
1. Transport for London, hereby gives notice that it intends to make the above named Order under sections 83 and 84 of the Road Traffic Regulation Act 1984.
2. The general nature and effect of the Order would be to impose a speed limit of 30 m.p.h. on -
(1) the eastbound carriageway of the A13 Alfred's Way and Ripple Road from a point 26 metres west of the extended western building line of the Thatched House Public House, Ripple Road to a point opposite the extended western building line of No. 2 Castle Road;
(2) the westbound carriageway of the A13 Alfred's Way and Ripple Road, from a point 7.5 metres west of the extended eastern building line of Brunswick House, Ripple Road to a point opposite the extended western building line of Unit A1, Eastern Approach, 25 Alfred's Way;
(3) the A13 Ripple Road On-Slip Road connecting the circulatory traffic system at the junctions of Ripple Road, Lodge Avenue, Alfred's Way, A13 Ripple Road and Alfred's Way, hereafter referred to as the Lodge Avenue Interchange Roundabout, with the eastbound carriageway of The A13 Ripple Road, from a point 12 metres east of the north-eastern kerb-line of Lodge Avenue Interchange Roundabout to its junction with A13 Ripple Road;
(4) the A13 Ripple Road Off-Slip Road connecting the westbound carriageway of the A13 Ripple Road with Lodge Avenue Interchange Roundabout from its junction with Lodge Avenue Interchange Roundabout and a point 4.5 metres west of the extended eastern building line of Brunswick House, Ripple Road;
(5) the A13 Alfred's Way On-Slip Road connecting Lodge Avenue Interchange Roundabout with the westbound carriageway of the A13 Alfred's Way, from its junction with Lodge Avenue Interchange Roundabout to the extended western building line of Unit A1, Eastern Approach, 25 Alfred's Way;
(6) the A13 Alfred's Way Off-Slip Road connection the eastbound carriageway of the A13 Alfred's Way with Lodge Avenue Interchange Roundabout from a point 33 metres west of the extended western building line of the Thatched House Public House, Ripple Road to a point 109 metres east of the extended eastern building line of the Thatched House Public House, Ripple Road;
(7) Alter the 40 m.p.h speed limit on the A13 Alfred's Way and Ripple Road to accommodate the changes above.
3. The road which would be affected by the Order are the A13 Ripple Road and Alfred's Way and their slip roads.
4. The roads affected are currently subject to a speed limit of 40 m.p.h.
5. A copy of the Order, a statement of Transport for London's reasons for the proposals, a map indicating the location and effect of the Order and copies of any Order revoked, suspended or varied by the Order can be inspected by appointment during normal office hours at our office at the address below. 6. All objections and other representations to the proposed Order must be made in writing and must specify the grounds on which they are made.
