Road Traffic Regulation Act 1984 Section 6, 23 And 124 Highways Act 1980 - Sections 90a And 90C

And Road Traffic Act 1984 Oliver Road E10 - Coronation Square E10 Development, No Stopping Or Loading, Parking For Buses And Ambulances, Loading Places, Raised Speed Table And Raised Zebra Crossing

(E10 roads) (T21(24)) The Waltham Forest (Charged-For Parking Places) (Amendment No. x) Order 2024 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. x) Order 2024

1. NOTICE IS GIVEN that the Council of the London Borough of Waltham Forest (hereinafter referred to as "the Council") proposes to make the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended

2. The general effect of the Orders will be in Oliver Road (Rd) to revoke indefinitely all experimental Traffic Orders effective on 15tj December 2022 in between Dunedin Road and Buckingham Road which imposed the following provisions,

amendments and restrictions: (i) waiting and loading restrictions; and (iii) a loading place

3. The general effect of the Orders will also be in Oliver Rd

(a) on both sides, to provide double yellow line "at any time" loading restrictions between the north-western kerb line of Dunedin Rd and the south-east kerb line of Buckingham Rd (except on the south west side, (1) between a point 4 metres (m) north-west of the south-east kerb line of Lyttelton Rd north-westwards for a distance of 18 m (loading bay), (2) for a distance of 6 m south-east of the south-east kerb line of Buckingham Rd (bus only bay); and (3) on the north-east side, a permit parking place adjacent 75 Lyttelton Rd; and

(b) south-west side, to provide double yellow line "at any time" loading restrictions between a point 6 meires south-east of the south-east kerb line of Buckingham Rd and a point 96 m to the north-west, except outside:

i. inset Loading places sited

a. between a point 4 m north-west of the south-east kerb line of Lyttelton Rd north-westwards for a distance of 18 m; and

b. between a point 14 m north-west of the south-east kerb line of Buckingham Rd north-westwards for a distance of 20.5 m both operating 'at all times' with a maximum stay of 40 mins and no return within 1 hour of leaving.

ii. an inset parking place for Buses only 13.5 m in length operating "at any time" opposite Buckingham Rd; and

ii a No Stopping prohibition operating "at any time" except for ambulances sited between a point 34.5 m north-west of the south-east kerb line of Buckingham Rd north-west for 16 m

4. FURTHER NOTICE IS HEREBY GIVEN that the Council under section 23 of the Road Traffic Regulation Act 1984, sections 90A and 90C of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 proposes to in Oliver Rd:

(a) provide a raised speed table* and Zebra crossing so that the centre of the crossing is situated approx. 48 m north-west of south-east kerbline of Lyttelton Rd. Associated zig-zag markings, on which vehicles would be prohibited from stopping "at any time", will be placed on the carriageway either side of the crossing extending 20 m to the south-east and 16 m to the north-east.

(b) introduce a new *speed hump from a point approximately 65 m north-west of the north-west kerb line of Buckingham Rd northwest for a distance of 10 m;

*Note: The road/speed hump (10 m) and speed table (12 m) mentioned in this Notice would be elevated sections of carriageway, between 75 and 100 mm higher at their highest point than the surrounding carriageway, or at an equal level with the surrounding pavement and extending across the full width of the carriageway, including any gradients.

5. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make minor amendments/corrections to order map schedules and to include the following provisions into the current parent order: Oliver Rd E10 - north-east side - bus only parking bay operational between 11 a.m. and 6 p.m. on Saturdays and Sundays, between 6 p.m. and 10.30 p.m. on Mondays to Fridays inclusive and between 11 a.m. and 6 p.m. on any weekday which falls on a bank holiday, but only when these times and days coincide with football matches being held by Leyton Orient Football Club (the current free short stay parking provision will continue to operate outside of the football match days).

6. Copies of the Orders and the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders can be inspected on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

7. Any person desiring to object to the proposals or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to; Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing trafflc.scheme@walthamforest.gov.uk quoting scheme reference - T21(24) - Oliver Road phase 2 development highway provisions and restrictions by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
