What is happening?

The Council of The London Borough of Redbridge The Redbridge (Waiting, Loading, Stopping and Street Parking Places) Consolidation Order 2021 (Amendment No. 10) Order 2024

The Council of the London Borough of Redbridge, after consulting the Commissioner of Police of the Metropolis, in exercise of the powers conferred by Section 15 of the Greater London Council Act 1972 and Sections 6,45,46,49 and 121Aand 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended and of all other enabling powers, on the 3rd April 2024 made the above-mentioned Order, the effect of which will be to:

1. Implement Permit Parking Area Goodmayes (GMB) operating 8.30am to 6.30pm, Monday to Saturday (Inclusive of) in the following roads (both sides); (i) Eastwood Road between Percy Road and High Road; (ii) Telegraph Mews; (iii) Chadwell Avenue; (iv) Westwood from outside no. 54 to its junction with High Road; (v) Goodmayes Avenue from outside no. 10 to outside no. 55; and (vi) Atholl Road between its junction with Wellwood Road and Barley Lane;

2. Relocate the existing loading only bay outside nos. 59 and 61 Goodmayes avenue, eastwards by 2.7 metres;

3. Implement Permit Parking Bays Goodmayes (GMB) operating 8.30am to 6.30pm, Monday to Saturday (Inclusive of) in Barley Lane outside nos. 33, 35, 39, 43/43a, 45, 53 to 55, 57;

4. Implement shared use Permit Parking Goodmayes (GMB) and Payment Parking Places (Tariff B) operating 8.30am to 6.30pm, Monday to Saturday maximum stay 2 hours no return within 1 hour (Inclusive of) in (i) Atholl Road, at the sides of nos. 36 and 38 Wellwood Road, 18,19,20 and 21 Eastwood Road, 29 Barley Lane, and outside St Paul's Church; and (ii) Barley Lane, outside St Pauls Community Centre, from opposite St Pauls Community Centre to opposite no. 41;

5. Implement Payment Parking Places (Tariff B) operating 8.30am to 6.30pm, Monday to Saturday maximum stay 2 hours no return within 1 hour (inclusive of); (i) Goodmayes Avenue at the side of no. 1, outside no. 54 Goodmayes Avenue and at the sides of no. 36/38 Barley Lane, no. 732 and 726 to 730 High Road; (ii) High Road outside nos. 726 to 730; (iii) Eastwood Road outside and adjacent to no. 2 and at the sides of nos. 835 and 837 High Road; (iv) Wellwood Road at the sides of Carolyn House and no. 809 High Road; and (v) Westwood Road at the sides of nos. 761, 763 and 765 High Road;

6. Implement 4-wheel footway Payment Parking Places (Tariff B) operating 8.30am to 6.30pm, Monday to Saturday maximum stay 2 hours no return within 1 hour (inclusive of); in High Road, outside nos. 837 to 859 and outside nos. 788 to 794;

7. Implement double yellow lines (no waiting at any time restrictions) at the following locations;

(i) Goodmayes Avenue at the side of no. 726 High Road to outside no. 10 Goodmayes Avenue, between the sides of no. 732 High Road and no. 1 Goodmayes Avenue and at the side of no. 1 Goodmayes Avenue, outside nos, 57, 54 and adjacent to no. 54 Goodmayes Avenue; (ii) in Barley Lane, outside St Pauls Community Centre to no. 33; and (iii) in Westwood Road, at the rear of no. 765 High Road;

8. Implement single yellow lines 8.30am to 6.30pm Monday to Saturday in Barley Lane outside nos. 35, 35a to 37, 41 to 43, 43a to 45, 45 to 53, 55 to 57, 59 to 65; opposite nos. 55 to 59 Barley Lane;

9. Implement single yellow lines 7am to 7pm Monday to Sunday in Chadwell Heath Lane RM6, outside Nos. 310 to 312, 314 to 316 and 318 to 320;

10. Implement Disabled Badge Holders Only with a maximum stay of 4 hours no return within 1 hour in Goodmayes Avenue between nos. 57 and 59;

11. Install Permit Parking Bays (Zone CHC) operating 7am to 7pm; (i) outside Nos. 346 to Chadwell House Residential Care Home, 320/322 to 336/338, Nos. 312 and 316/318 Chadwell Heath Lane RM6; (ii) outside No. 5 Little Heath RM6; and (iii) opposite Nos. 3 and 4 Little Heath RM6;

12. Revoke existing underlying waiting and parking restrictions at all locations mentioned in Sections 1 to 11 (inclusive of) of this notice;

13. Online application charges (per address) for the permit parking restrictions mentioned in Sections 1, 3, 4 and 11 (inclusive of) of this notice are as follows: first resident permit £22.50 for 12 months; second additional resident permit £61.75 for 6 months, £123.50 for 12 months; third and subsequent additional resident permit £111.50 for 6 months, £223 for 12 months. Visitor permits £12 for 10 permits. Business permits £260 for 6 months, £520 for 12 months. School staff permits £86.70 for 4 months or £241.50 for 12 months. Permit(s) free of charge for disabled badge holders and fully electric vehicles. Any applications not made online will incur an additional charge per permit (except Visitor and School staff permits). These charges are the same as the existing permit charges for the Borough;

14. A copy of the Order, which comes into operation on 8th April 2024, together with the Council's statement of reasons for making the Order, the map schedules and map schedule legend indicating the locations and the effects may be examined at the Customer Centre, Lynton House, 255 to 259 High Road, Ilford, IG1 1NY Monday to Friday (except on Bank Holidays).

15. Any person wishing to question the validity of the Order or any provisions contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulations Act 1984 or that any of the relevant requirements thereof or of any regulations made thereunder have not been complied with in relation to the Order may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
