Public Notice The Southend Borough Council (Waiting, Loading And Stopping And Parking Places) (Map Based) (Consolidation) Order 2021 The Southend-On-Sea City Council (Waiting, Loading, Stopping And Parking Places) (Map Based) (Various Amendments) Amendment No. X Order 2024
Road Traffic Regulation Act 1984 Southend-on-Sea City Council (hereinafter referred to as "the Council") in exercise of its powers under Sections 1, 2, 4, 45, 46, 51 and 122 of the Road Traffic Regulation Act 1984, and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act hereby give notice that it proposes the following:

  • The changes to the eligible addresses for the affected permits and Resident Concessionary Permit (RCP) below, along with the provisions will be reflected in the relevant permit terms and conditions listed on the Southend-on-Sea website https://www.southend.gov.uk/homepage/456/parking-permits-and-season-tickets

  • Introduce Payment Parking (Zone_1A) 8am-9pm (Tariff_1) bays on Eastern Esplanade between Nos. 65 - 211 (allowing RCP);

  • Replace the Limited waiting 9am-6pm 2hrs no return within 4hrs bays on Eastern Esplanade outside Nos. 140-145 with Payment Parking (Zone_1A) 8am-9pm (Tariff_1) bays (allowing RCP);

  • Replace part of the double yellow lines outside Esplanade Court, Eastern Esplanade to a Payment Parking (Zone_1A) 8am-9pm (Tariff_1) bay (allowing RCP);

  • Introduce double yellow lines on Eastern Esplanade outside Swatchways, No.119, No.121 and No.123;

  • Replace the Limited waiting 9am-6pm 2hrs no return within 4hrs bays on Western Esplanade outside The Arches with Payment Parking (Zone_1A) 8am-9pm (Tariff_1) bays;

  • Convert all existing Business Permit Holder bays and existing shared use Business Permit Holder/Resident Permit Holder bays into shared use Pay and Display (Zone 2)/Permit Holder bays on Baxter Avenue, Boston Avenue, Harcourt Avenue, Sweyne Avenue and Wallis Avenue;

  • Convert all existing Business Permit Holder bays into shared use Pay and Display (Zone 2)/Permit Holder bays on Coleman Street, Guildford Road, Milton Street, Prittlewell Street, St Ann's Road, Sutton Road and Wimborne Road; and

  • Convert all the Business Permit Holder bays into Resident Permit Holder bays on Colemans Avenue, Northville Drive, Queen Annes Drive, Richmond Drive and Rochester Drive.

The changes to on-street parking will amend the following Order; The Southend Borough Council (Waiting, Loading and Stopping and Parking Places) (Map Based) (Consolidation) Order 2021 (as amended)

Copies of the proposed Order, the statement of reasons for proposing to make the Orders and plans showing the proposals, along with a copy of the 2021 Consolidation Order can be inspected during normal office hours on Monday to Fridays inclusive at Civic Centre, Victoria Avenue, Southend-on-Sea, Essex SS2 6ER and on https://southend.traffweb.app. Persons desiring to make representation can do so by: completing the consultation survey on the TraffWeb system under 'Public Consultation' using the following link, https://southend.traffweb.app/traffweb/2/PublicConsultation, or by emailing traffweb@southend.gov.uk, or stating the grounds thereof in writing addressed to the Traffic Regulation Order Team to the address stated above, to arrive by 25th April 2024, quoting scheme reference number: PTO1086.
