(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) & (Andrews Place, Chelmsford)
(Temporary Suspension One Way & Temporary Suspension of No Entry) (No.7) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.
2. To temporarily suspend the one-way restriction in that length of Andrews Place, Chelmsford in the City of Chelmsford from its junction with Rainsford Road for a distance of approximately 258m in a north westerly then north easterly direction as detailed in ‘The Essex County Council (Andrews Place, Chelmsford) (One Way) Order 2022’ for the duration of the above closure only for access.
3. To temporarily suspend the no entry restriction in that length of Andrews Place, Chelmsford in the City of Chelmsford from its junction with Cramphorn Walk leading into Andrews Place as detailed in ‘The Essex County Council (Andrews Place, Chelmsford) (No Entry) Order 2022’ for the duration of the above closure only for access.
4. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on that length of road specified in the schedule for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 28th March 2024, exact dates will be specified on One.network. The road will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

The Order came into effect on 28th March 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
