Various Roads in Epsom and Ewell Temporary Prohibition of Traffic Order (No.3) 2024

Surrey County Council propose to make the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate resurfacing of carriageway and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 19 April 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle's owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises, including emergency service vehicle access, within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/ or for preventing the likelihood of any such danger arising.

Schedule

1. the entire length of D2418 Upper Court Road, Epsom.

Alternative Route - D2216 Horton Hill, C195 Lower Court Road and D2280 Manor Green Road;

2. that length of C133 Banstead Road, Ewell which extends from its junction with Cheam Road southwards to the border between Surrey County Council and London Borough of Sutton.

Alternative Route - C133 Banstead Road, A232 Cheam Road, A232 Cheam Road, A232 Ewell Road, A217 Belmont Rise, A217 Brighton Road, A2022 Fir Tree Road, and C133 Banstead Road;

3. that length of B284 Old Malden Lane, Worcester Park which extends from Cromwell Road south-westwards to the border between Surrey County Council and Royal Borough of Kingston.

Alternative Route - B284 Church Road, A2043 Malden Road, A3 Malden Way, A3 Malden Way Kingston by Pass, A240 Kingston Road and B284 Worcester Park Road;

4. that length of D2170 Gadesden Road, Ewell which extends from its junction with Scotts Farm Road to its junction with Vernon Close.

Alternative Route - D2374 Scotts Farm Road and D2170 Gadesden Road.
