(DAME DOROTHY STREET, HARBOUR VIEW, PIER VIEW AND ROKER TERRACE PROHIBITION OF WAITING, LOADING AND LOADING BAY RESTRICTIONS)
TRAFFIC REGULATION ORDER 20xx
NOTICE is given that Sunderland City Council propose to make an Order under Sections 1, 2, 4, 45, 46, 47, 49, 51, 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, by virtue of the Traffic Management Act 2004 and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act. The effect of the proposed Order will: (i) revoke the no waiting at any time restrictions relating to Harbour View from Schedule 1.01 of The City of Sunderland (Harbour View and Givens Street) (Waiting And Loading And Parking Places) Order 2018; (ii) revoke the no waiting at any time restriction and the prohibition of loading and unloading Monday to Saturday 8.30-9.30am and 4-6pm restrictions relating to Dame Dorothy Street from Schedules 1.01 and 2.62 of The City of Sunderland (Group Order Prohibition of Waiting, Loading, 40mph Speed Limit And Other Restrictions) (Various Locations) Traffic Regulation Order 2021; (iii) revoke the no waiting at any time restriction relating to Pier View from Schedule 1.01 of The City of Sunderland (Marine Walk Area) Waiting and Parking Places Order 2011; (iv) revoke the no waiting at any time restriction relating to Dame Dorothy Street from Schedule 1.01 of The City of Sunderland (North Bridge Street, Dame Dorothy Street & Howick Park Area) Order 2019; (v) revoke from The City of Sunderland (Whitburn Road Area) (Waiting And Loading And Parking Places) Order 2014: (i) the no waiting at any time restrictions relating to items (iii) to (vi) of Dame Dorothy Street; all items relating to Harbour View and items (i) and (ii) relating to Roker Terrace from Schedule 1.01; (ii) the no waiting Monday to Saturday 8.00am to 6.00pm restriction relating to Harbour View from Schedule 1.41; and (iii) the 2 Hour time Limit with No return within 2 Hours restriction relating to Roker Terrace from Schedule 4.36; (vi) introduce no waiting at any time restrictions on Dame Dorothy Street, Harbour View, Pier View and Roker Terrace in the following locations; Dame Dorothy Street both sides its entire length. Harbour View (i) the east side from a point 39.4 metres north of the extended party property boundary of 3 & 4 Langeeford Place, to its southern extent. (ii) the east side from a point 23.8 metres south of the extended party property boundary of 2 & 3 Harbour View, for a distance of 26.3 metres in a southerly direction. (iii) the east side from a point 14.7 metres north of the extended party property boundary of 4 & 5 Harbour View, for a distance of 17.0 metres in a southerly direction. (iv) the north-west side from a point 8.5 metres south of the extended eastern highway boundary of Benedict Road, to its north-eastern extent. (v) the south-east side from a point 20.5 metres north-east of the extended eastern highway boundary of Featherstone Street East Back, to a point 59.2 metres north-east of its intersection with the extended north-eastern highway boundary of Givens Street. (vi) the south-east side from a point 55.2 metres north-east of the extended eastern highway boundary of Featherstone Street East Back, to its north-eastern extent. (vii) the west side from a point 4.6 metres north of the extended party property boundary of 4 & 5 Harbour View, to a point 19.3 metres north of the extended party property boundary of 2 & 3 Harbour View. (viii) the west side from a point 7.0 metres south of the extended party property boundary of 2 & 3 Harbour View, for a distance of 38.0 metres in a southerly direction. (ix) the west side from a point 17.5 metres south of the extended north-western highway boundary of Roker Terrace South Back, for a distance of 5.2 metres in a southerly direction. (x) the west side from a point 56.5 metres north of the extended party property boundary of 3 & 4 Langeeford Place, to its southern extent. (xi) the west side from a point 4.8 north of the extended northern highway boundary of Givens Street, to a point 26.4 metres north of the extended party property boundary of 4 & 5 Harbour View. Pier View (i) the east side from a point 39.2 metres north of the extended party property boundary of 24 & 25 Bloomfield Court, to its south-eastern extent. (ii) the east side from a point 59.8 metres north of the extended party property boundary of 24 & 25 Bloomfield Court, to its northern extent. (iii) the west side its entire length. Roker Terrace the east side its entire length. (vii) Introduce prohibition of loading and unloading at any time restrictions on Dame Dorothy Street, Harbour View, Pier View and Roker Terrace in the following locations; Dame Dorothy Street, (i) the south east side from its intersection with the extended eastern highway boundary of Howick Road, to its northern extent. (ii) the north-west side from its intersection with the extended north-eastern highway boundary of Church Street North, to its northern extent. Harbour View, (i) the east side from a point 39.4 metres north of the extended party property boundary of 3 & 4 Langeeford Place, to its southern extent. (viii) the west side from a point 7.0 metres south of the extended party property boundary of 2 & 3 Harbour View, for a distance of 38.0 metres in a southerly direction. (ix) the west side from a point 17.5 metres south of the extended north-western highway boundary of Roker Terrace South Back, for a distance of 5.2 metres in a southerly direction. (x) the west side from a point 56.5 metres north of the extended party property boundary of 3 & 4 Langeeford Place, to its southern extent. (xi) the west side from a point 4.8 north of the extended northern highway boundary of Givens Street, to a point 26.4 metres north of the extended party property boundary of 4 & 5 Harbour View. Pier View on the east side from a point 59.8 metres north of the extended party property boundary of 24 & 25 Bloomfield Court, to its northern extent. Roker Terrace on both sides from a point 21.1 north of its intersection with the extended northern highway boundary of Harbour View, to its southern extent. (viii) introduce prohibition of loading and unloading Monday to Saturday 8.30-9.30am and 4-6pm restrictions on Dame Dorothy Street in the following locations: (i) the north-west side from its intersection with the extended south-western highway boundary of Church Street North, to its western extent. (ii) the south side from its intersection with the extended western highway boundary of Howick Road, to its western extent; and (ix) introduce a loading bay for all hours and all days for good vehicles only on Pier View on the east side from a point 59.8 metres north of the extended party property boundary of 24 & 25 Bloomfield Court, for a distance of 20.6 metres in a southerly direction. Documents giving more detailed particulars of the Order may be inspected during normal opening hours at City Hall, Plater Way, Sunderland SR1 3AA, until six weeks have elapsed from the date on which the Order is made or as the case may be, the Council decides not to proceed to make the Order. Objections to the Order must be made in writing to E. Waugh, Assistant Director of Law and Governance, City Hall, Plater Way, Sunderland SR1 3AA or via email at: statutoryorders@sunderland.gov.uk on or before the 25th April 2024 and any objection must state the grounds on which it is made.
ROAD TRAFFIC REGULATION ACT 1984 – SECTION 23. ESTABLISHMENT OF NEW SIGNAL CONTROLLED PEDESTRIAN CROSSINGS DAME DOROTHY STREET AND HARBOUR VIEW, SUNDERLAND Notice is hereby given by the Council of the City of Sunderland that it intends to carry out works to install new pedestrian crossing facilities along the northbound and southbound carriageways of Harbour View and Dame Dorothy Street in Sunderland. The crossings are to be located: 1 Harbour View The crossing is to be centred 36.0 metres south of the extended Northern highway boundary of Givens Street, with the controlled zone applying for a distance of 20.0m metres in northerly direction and 8.4m southerly direction, creating a controlled zone of 28.4 metres in total length. 2 Harbour View The crossing is to be centred 18.4 metres south of the extended south-eastern highway boundary of Roker Avenue, with the controlled zone applying for a distance of 7.7 metres in a northerly direction and 20.9 metres in a southerly direction, creating a controlled zone of 28.6 metres in total length. 3 Dame Dorothy Street The crossing is to be centred 62.56 metres south of the extended southern highway boundary of Sand Point Road, with the controlled zone applying for a distance of 24.7 metres in a northerly direction and 22.0 metres in a southerly direction, creating a controlled zone of 46.7 metres in total length. 4 Dame Dorothy Street The crossing is to be centred 62.5 metres north-east of the extended south-western highway boundary of St Peters Way northern junction, with the controlled zone applying for a distance of 24.2 metres in a north-easterly direction and 20.7 metres in a south-westerly direction, creating a controlled zone of 44.9 metres in total length. The Council has consulted the Chief Officer of Police and given public notice of its proposals. A copy of the plans showing the locations of the intended pedestrian crossings and statement of reasons may be inspected during normal opening hours at City Hall, Plater Way, Sunderland, until 25th April 2024.
