What is happening?
LONDON BOROUGH OF BRENT, THE BRENT (PARKING PLACES) (ZONE SA) (NO. 2) ORDER 2024, THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 631) ORDER 2024
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent ('the Council') on 25th March 2024 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
2. The general effect of the Parking Places Order will be to reduce in length the existing permit holders place outside No. 17 Eton Avenue, HA0 3AZ to enable for the designation of the 'at any time' waiting restriction specified in the Schedule to this Notice.
3. The general effect of the 'Waiting and Loading Restriction' Order will be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in the Schedule to this Notice;
(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited for a period of more than 40 minutes in the same place in the length of street specified in the Schedule to this Notice;
(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in the Schedule to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in the Schedule to this Notice;
(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in the Schedule to this Notice would be revoked;
(f) to make minor drafting amendments to the existing restrictions in certain roads to conform with the current on-site layout.
4. The prohibitions referred to in sub-paragraphs 3(a) and (b) inclusive above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" will apply.
5. Copies of the made Orders, which will come into force operation on 8th April 2024, of maps of the relevant areas and of the above-mentioned Orders of 1979 and 2019 (and of any Orders which have amended those Orders) can be requested via email during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.
6. Copies of the Orders may be purchased from the address mentioned in paragraph 5 above.
7. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which any of the Orders were made, make application for the purpose to the High Court.

Eton Avenue, the northwest side, between 6.00 metres south-west of the common boundary of Nos. 17 and 19 Eton Avenue and 2.30 metres southwest of that kerb-line.
