What is happening?

THE SURREY COUNTY COUNCIL

Church Lane (D1421) Chaldon Temporary Prohibition of Traffic Order 2024
On 27 March 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Church Lane (D1421) Chaldon which extends from the northwestern property boundary line of “Little Garth” to the southern property boundary line of “Grove House”. Alternative Route – Doctors Lane (D1421) and Rook Lane (B2031) or the same route in reverse. The Order is required to allow BT Openreach to carry out telecom works which is anticipated to be completed within 1 day, between 10:30am and 4:30pm, during the 12-month period of operation of this Order which will commence on 2 April 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.

Boxhill Road (D311) Dorking Temporary Prohibition of Traffic Order 2024
On 27 March 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Boxhill Road (D311) Dorking which extends from its junction with the northeastern property boundary line of “Cherry Tree Cottage” to the northeastern property boundary line of “Erin”. Alternative Route – Headley Common Road (B2033), Pebble Hill Road (B2032), Reigate Road (A25), Pixham Lane (B2038), London Road (A24), Old London Road (B2209), Zigzag Road (D311), Boxhill Road (X8106) and Boxhill Road (D311) or the same route in reverse. The Order is required to allow BT Openreach to carry out telecom works which is anticipated to be completed within 1 day, between 9:00am and 4:30pm, during the 12 month period of operation of this Order which will commence on 3 April 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 
Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 

Various Roads in Reigate and Banstead Temporary Prohibition of Traffic Order (No.1) 2024
On 27 March 2023 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate fine milling works, resurfacing of carriageway and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 April 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. 
Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. 
The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises, including emergency service vehicle access, within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

Schedule

1. The entire lengths of D1073 Merrymeet and D1703 Tonbridge Close, Woodmansterne. It is anticipated that Merrymeet and Tonbridge Close will not be closed at the same. Alternative Route – B278 Carshalton Road; 2. that length of C224 Linkfield Lane, Redhill which extends from its junction with Danes Hill to its roundabout junction with A25 Station Road. Alternative Route – A25 Station Road, A25 Queensway, A23 London Road and C224 Linkfield Lane; 3. the entire length of D1171 Southcote Road. 
Alternative Route – C67 Nutfield Road, D1171 Endsleigh Road and D1171 Albury Road; 4. that length of C133 Banstead Road, Banstead which extends from its junction with Fir Tree Road north-westwards to the border between the Borough of Reigate and Banstead and the London Borough of Sutton. It is anticipated that the works will be carried out in phases so as to maintain access to the railway station. Alternative Route – C133 Banstead Road, D2311 Northey Avenue, A217 Belmont Rise, A217 Brighton Road and A2022 Fir Tree Road; 5. the entire length of D1221 Glovers Road, Reigate. Alternative Route – D1222 South Road and D1219 Lesbourne Road; 6. that length of (a) C67 Nutfield Road which extends from its junction with Nutfield Marsh Road to its junction with Holmesdale Avenue; and (b) C67 Nutfield Marsh Road, Merstham/Nutfield which extends from its junction with Nutfield Road to the eastern property boundary of Hall Lands Cottage. Alternative Route – C67 Nutfield Road, D1171 Manor Road, D1171 Albury Road, C69 Bletchingley Road, C69 Pendell Road, C69 Little Common Lane, A25 Castle Street, A25 Bletchingley Road, C67 Church Hill and C67 Nutfield Marsh Road; 7. that length of A23 London Road, Redhill which extends from its junction with London Road South to its junction with Carlton Road. Alternative Route 1 – A23 London Road South, A23 London Road North, A23 Brighton Road, A23 Brighton Road, A23 Farthing Way, A23 Brighton Road, A22 Godstone Road, A22 Godstone Road, A22 Caterham By-Pass, A22 Godstone Hill, A22 Godstone By-Pass, A25 Oxted Road, A25 High Street, A25 Godstone Green, A25 Bletchingley Road, A25 Godstone Road, A25 High Street, A25 High Street, A25 Nutfield Road, A25 Redstone Hill and A23 Princess Way; Alternative Route 2 – A23 Princess Way, A25 Redstone Hill, A25 Nutfield Road, A25 High Street, A25 Castle Street, A25 High Street, A25 Godstone Road, A25 Bletchingley Road, A25 High Street, A25 Oxted Road, A22 Godstone By Pass, A22 Godstone Hill, A22 Caterham By Pass, A22 Godstone Road, A22 Godstone Road, A23 Brighton Road, A23 Farthing Way, A23 Brighton Road, A23 London Road North and A23 London Road South; 8. that length of A217 Dovers Green Road, Reigate which extends from its junction with the access road leading to Hartswood Pavillion to its junction with Ironsbottom. 
Alternative Route – A217 Dovers Green Road, A2044 Woodhatch Road, A23 Brighton Road, A23 Bonehurst Road, A23 Brighton Road and A217 Reigate Road; 9. that length of the southbound carriageway of A217 Brighton Road, Lower Kingswood which extends from its junction with Beechen Lane to its junction with Green Lane. Alternative Route – A217 Brighton Road, A240 Reigate Road, A2022 College Road, Alexandra Road, Upper High Street, A24 High Street/Ashley Road/Ashley Avenue/South Street/Dorking Road/Epsom Road/The Street/Leatherhead Road/By-Pass Road/Dorking Road/London Road/ Mickleham By-Pass/London Road/Deepdene Avenue, A25 Reigate Road/Buckland Road/West Street/London Road and A217 London Road/Reigate Hill/Brighton Road; 10. that length of the northbound carriageway of A217 Brighton Road, Lower Kingswood which extends from its junction with Chipstead Lane to its junction with Buckland Road. Various Roads in Tandridge Temporary Prohibition of Traffic Order (No.2) 2024
On 27 March 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate resurfacing of carriageway and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 April 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. 
Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

1. That length of D1391 Ninehams Road, Caterham which extends from its junction with Buxton Lane to its junction with Milton Road. Alternative Route – D1391 Ninehams Road, C218 Buxtons Lane, B2030 Banstead Road and D1393 Milton Road; 2. the entire length of C85 Red Lane, Limpsfield. Alternative Route – C85 Red Lane, C85 Dwelly Lane, C87 Haxted Road, C87 Limpsfield Road, B2026 Mont St Aignan Way, B2026 Station Road, B2026 Main Road, B269 Kent Hatch Road, A25 Westerham Road and C85 Wolfs Row; 3. the entire length of C84 Hall Hill, Oxted. Access for buses may be affected. Alternative Route – C84 Broadham Green Road, D421 Southlands Lane, C83 Tandridge Lane, D422 Godstone Road, C84 Godstone Road and C84 Beadles Lane; 4. that length of D1382 Tithepit Shaw Lane, Warlingham which extends from its junction with B269 Limpsfield Road to its junction with B270 Hillbury Road. Alternative Route – B269 Limpsfield Road, C75 The Ridge, C72 Northdown Road, C72 Station Road, C72 Woldingham Road, A22 Wapses Lodge Roundabout, A22 Godstone Road, B270 Hillbury Road and B270 Westhall Road; 7. that length of C69 Bletchingley Road and C69 Pendell Road, Bletchingley which extends from the junction with Warwick Wold Road to its junction with Sandy Lane. Alternative Route – C69 Pendell Road, C69 Little Common Road, A25 Castle Street/Bletchingley Road, C67 Church Hill, C67 Nutfield Marsh Road, C67 Nutfield Road, D1171 Manor Road, D1171 Albury Road and C67 Bletchingley Road. 

Various Roads in Tadworth and Horley Temporary Prohibition of Traffic Order No.1 2024
On 27 March 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in:- a) That length of B290 Cross Road, Tadworth that extends from the north-eastern side of its junction with Lywood Close, to its junction with D1107 Tadorne Road. Alternative route:- D1107 Tadorne Road, B2220 Tadworth Street, B290 Station Approach and B290 Cross Road. 
b) That length of B220 Tadworth Street, Tadworth that extends from the southern side of its junction with B290 Station Approach, to the southern property boundary of “No.6 Heathside Court”. Alternative route:- B2220 Tadworth Street, B290 New Road, B2032 Dorking Road, A217 Brighton Road and B2220 Tadworth Street. c) The entire length of D350 Albert Road, Horley that extends from its junction with D353 High Street, to its junction with A23 Brighton Road. Alternative route:- D353 High Street, D351 Lumley Road and A23 Brighton Road. This Traffic Order is required to enable Surrey County Council to carry out footway reconstruction works and/or highway dressing and/or resurfacing and/or improvement and/or maintenance works. These works are anticipated to be carried out between the hours of 7am and 5pm, in 7-10 days for each part, as soon as possible within the 18 month period of operation of this Temporary Order that commences on 08 April 2024. Advanced warning signs will be displayed and the temporary closures will only operate when the relevant traffic signs are displayed. Access for pedestrians, emergency services and, dismounted cyclists and equestrians will be maintained at all times. Access for affected residences and businesses will be maintained at all times via the alternative routes described above. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

Woodhurst Lane (D424) Oxted Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Woodhurst Lane (D424) Oxted which extends from its junction with Tanhouse Road (D423) to its junction with Burntwood Drive (X10114). Alternative Route – Woodhurst Lane (D424), East Hill (A25), West Hill (A25), Godstone Road (A25), High Street (C84), Oxted, Beadles Lane (C84), Hall Hill (C84), Tanhouse Road (D423) and Woodhurst Lane (D424) or the same route in reverse. The Order is required to allow BT Openreach to carry out telecom works which is anticipated to be completed within 13 days, between 8:00am and 6:00pm, during the 12 month period of operation of this Order which will commence on 22 April 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. 
Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 

Trumpets Hill Road (D310) Reigate Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Trumpets Hill Road (D310) Reigate which extends from its junction with Wonham Lane (D310) to the northwestern property boundary line of “Old School House”. Alternative Route – Wonham Lane (D310), Sandy Lane (D310), Old Road (D309), Reigate Road (A25), Buckland Road (A25) and Flanchford Road (C58) or the same route in reverse. The Order is required to allow BT Openreach to carry out telecom works which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 23 April 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 

Farm Lane (C56) Ashtead Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Farm Lane (C56) Ashtead which extends from its junction with Park Lane (D2628) to its junction with Downs Road (D2251). Alternative Route – Headley Road (C56), Tilley Lane (C56), Clay Lane (C55), Headley Road (C55), A24 By-Pass Road, Leatherhead Road (A24), The Street (A24), Epsom Road (A24), Park Lane (D2628) or the same route in reverse. The Order is required to allow BT Openreach to carry out telecom works which is anticipated to be completed within 1 day, between 9:30am and 3:00pm, during the 12 month period of operation of this Order which will commence on 25 April 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 

Woodfield Lane (D2613) Ashtead Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of the western arm of Woodfield Lane (D2613) Ashtead as extends from its junction with (D2613) Woodfield Lane to its junction with (D2641) St Stephens Avenue. Alternative Route – Woodfield Avenue; Craddocks Lane; and Woodfield Avenue. The Order is required to allow telecoms utility works and/or any other associated works to be carried out by, or on behalf of Avonline Network Services within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over 4 days between the hours of 8am and 5pm within the 12-month period of operation of the Temporary Order that commences on 26 April 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians, and dismounted cyclists will be maintained at all times.

Road Traffic Regulation Act 1984, Section 14(1) &14(2)
Footpath 362c (Horley) Temporary Prohibition Of Traffic Order 2024
On 21 March 2024 Surrey County Council made the above mentioned temporary order, the effect of which is to prohibit all traffic on foot or by any other means from entering or proceeding along that length of Public Footpath 362c (Horley) from its access point from Bullfinch Close (Grid ref:527096 143783), in a generally easterly, then northerly direction along the northern edge of the water treatment works for approximately 330 metres to a point where it runs adjacent to Woodhouse Field Lane (Grid ref: 526818 143781) The Order is necessary on the grounds of public safety due to flooding on the footpath and remedial works to be carried out by Thames Water.
The closure will be in operation from 22 March 2024 until 25 May 2024, or until completion of the works, if earlier. 
That period can be extended by the Secretary of State for Transport if required.
The temporary closure will only be in operation when appropriate road traffic signs are displayed on site by the County Council or an authorised person acting on its behalf. Access to properties will not be affected.
There is no suggested alternative route.
