Various Roads in Mole Valley and Reigate and Banstead Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in Schedule 1 and Schedule 2 to this Notice. This Order is required to enable Surrey County Council to facilitate fine milling works and/or footway reconstruction works and/or resurfacing of carriageway and/or major maintenance works, which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 11 April 2024.
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises, including emergency service vehicle access, within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
Schedule 1 (Mole Valley)
1. The entire lengths of D2544 The Copse/Meadow Way, Fetcham.
Alternative Route – D2521 The Glade, D2596 Kennel Lane, D2604 Spring Grove and D2558 Eastwick Drive; 2. that length of A24 ByPass Road, Leatherhead which extends from its junction with Givons Grove Roundabout to its junction with Beaverbrook Roundabout. Alternative Route – A246 Young Street, A246 Leatherhead Road, A246 Guildford Road, A246 Epsom Road, A247 The Street, A247 Clandon Road, A3 Ripley By Pass/A3 Portsmouth Road, A245 Portsmouth Road, A245 Between Streets, A245 High Street, A245 Riverhill, A245 Stoke Road, A245 Woodlands Lane, C131 Oaklawn Road, A244 Oxshott Road, A243 By-Pass Road and A24 By-Pass Road; 3. that length of A25 High Street/Reigate Road, Dorking which extends from its junction with Deepdene Avenue to its junction with South Street. Alternative Route – A2003 Station Road, A2003 Chalkpit Lane, A2003 Ashcombe Road, A24 London Road and A24 Deepdene Avenue. For C253 London Road –traffic to follow main diversion joining A24 London Road. No access via Reigate Road end while the works are taking place; 4. the entire length of D2556 Downs Way, Bookham. Alternative Route – D2583 Hale Pit Road, D2546 Crabtree Lane and A246 Leatherhead Road; 5. that length of D2508 Cobham Road, Fetcham which extends from its junction with Guildford Road to its junction with Langaller Lane. Alternative Route – A245 Woodlands Lane, A245 Randalls Road, then via the one-way system: A245 Randalls Road/A245 Bulls Hill/ A245 Station Road, B2122 Waterway Road and B2122 Guildford Road.
Schedule 2 (Reigate and Banstead)
1. The entire length of B284 Yew Tree Bottom Road, Epsom Downs. Access for buses may be affected. Alternative Route – A240 Reigate Road and B291 Fir Tree Road (using the one-way system from Reigate Road onto Yew Tree Bottom Road); 2. the entire length of D1168 Wood Street, Merstham. Alternative Route – C69 Bletchingley Road, D1168 Portland Drive and D1168 Malmstone Avenue; 3. the entire length of D1075 Hempshaw Avenue, Woodmansterne. The works will be carried out in sections as Hempshaw Avenue is a cul-de-sac. Traffic will be diverted via D1075 Prestbury Crescent; 4. the entire length of A240 Reigate Road, Burgh Heath/Epsom Downs. Alternative Route – A2022 Fir Tree Road and A217 Brighton Road; 5. that length of D356 Crossoak Lane, Salfords which extends from its junction with New House Lane to its junction with Orchard Drive.
Alternative Route – D356 Crossoak Lane, A23 Bonehurst Road, A23 Brighton Road, C65 Honeycrock Lane, C65 Axes Lane and D537 New House Lane; 6. (a) that length of A217 Cockshot Hill, Reigate which extends from its junction with Dovers Green Road to a point 60m northwards; (b) that length of C223 Prices Lane, Reigate which extends from its junction with Dovers Green Road and to a point 80m westwards; (c) that length of D1300 Dovers Green Road which extends from its junction with A217 Cockshot Hill to a point 40m southwards; (d) that length of A2044 Woodhatch Road, Reigate which extends from its junction with Dovers Green Road to a point 20m eastwards. Alternative Routes: From Prices Lane – D1298 Sandcross Lane and D1224 Park Lane East; From Woodhatch Road heading north – (Anti clockwise) A2044 Woodhatch Road, A23 Horley Road, A23 Brighton Road, A25 High Street, A25 Cromwell Road, A25 St Matthews Road, A25 Station Road, A25 Linkfield Corner, A25 Hatchlands Road, A25 Reigate Road, A25 Church Street, A217 Bancroft Road, A217 Bell Street, A217 Cockshot Hill; (Clockwise) A217 Cockshot Hill, A217 Bell Street, A25 High Street, A25 London Road, A25 Castlefield Road, A25 Church Street, A25 Reigate Road, A25 Hatchlands Road, A24 Linkfield Corner, A25 Station Road, A25 St Matthews Road, A25 Cromwell Road, A25 High Street, A23 Brighton Road, A23 Horley Road, A2044 Woodhatch Road, Reigate; Diversion from Dover Green Road – A217 Reigate Road, A23 Brighton Road, A23 Bonehurst Road, A2044 Woodhatch Road.
