Church Road & Mandeville Road - Waiting And Loading Restriction For Highway Improvement Works

VISIONS FOR NORTHOLT - CHURCH ROAD & MANDEVILLE ROAD
1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council, propose to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985.
• The Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. *) Order 202*;
• The Ealing (Parking Places) (Stop and Shop with additional Cashless Parking) (No.1, 2022) (Amendment No. 5) Order 202*;
• The Ealing (Bus Priority) (No.1, 2012) (Amendment No. *) Traffic Order 202*;
• The Ealing (Prescribed Routes) (No. *) Traffic Order 202*; and
• The Ealing (Free Loading Places) (Amendment No. *) Order 202*.
2. The Orders are proposed in connection with highway improvement works in Church Road and Mandeville Road as part of the “Visions for Northolt” project. Further information on the project can be found at https://visionsfornortholt.co.uk/projects.html
3. The general effect of the Orders would be to:
(a) realign the existing double yellow line “at any time” waiting restrictions in Church Road (north of Target Roundabout) and Mandeville Road (south of Ealing Road) to accommodate the construction of kerb-buildouts and raised footways at various locations and junctions;
(b) reverse the direction of the one-way working in the service road in Mandeville Road, between Eastcote Lane and Moat Farm Road, so that motor vehicles would be required to proceed in a southerly direction only. A contra-flow cycle route for pedal cycles would be provided in this length of road. An additional “stop and shop” parking bay would also be introduced at this location;
(c) prohibit motor vehicles, except cycles, from entering or proceeding in the service road fronting Nos 32 to 54 Church Road. The existing parking bays in the service road would be removed and relocated to the main carriageway of Church Road, east of the service road (nine “stop and shop” parking bays and an 11-metre loading bay);
(d) reduce the length of the existing southbound bus lane in the vicinity of Nos. 101 to 119 Church Road by approximately 20 metres at its northern end;
(e) introduce a loading bay (13 metres) on the west side of Mandeville Road (outside Nos, 6);
(f) introduce three “stop and shop” parking bays in the service road fronting Nos. 204 to 224 Church Road.
(g) remove the eight existing “stop and shop” parking bays from the west side of the service road fronting 64 to 116 Church Road (Todd Doors) and relocate six of the bays to the south side. A 4-metre length of double yellow lines would also be removed at this location;
(h) replace the signalised crossing and zig-zag markings in the vicinity of No. 95 Church Road and with double yellow line “at any time” waiting restrictions (43.5 metres) on both sides of the road;
4. Please note that:
(a) parking at all “stop and shop” parking bays in the lengths of Church Road and Mandeville Road referred to in paragraph 3 (a) above would be free of charge for a period of 30 minutes;
(b) for a parking period of between 30 minutes and 2.5 hours (the maximum parking period) payment of a parking charge will apply using the “pay-by-phone” system during the permitted hours (8am to 6.30pm on Mondays to Saturdays);
(c) vehicles would not be permitted to return to the parking bays within one hour;
(d) vehicles displaying a valid disabled persons’ badge would be permitted to park in the “stop and shop” parking bays for a maximum period of three hours without charge.
5. In addition to the proposals referred to in paragraph 3 above:
(a) the raised footways referred to in paragraph 3(a) will be constructed in accordance with section 90 of the Highways Act 1980;
(b) a cycle track will be constructed on the footway outside Nos 2 to 20 Mandeville Road in accordance with section 65 of the Highways Act 1980.
(c) in accordance with section 23 of the Road Traffic Regulation Act 1984:
(i) new pedestrian and cycle “toucan” crossings and associated zig-zag markings will be constructed in Church Road, in the vicinity of the junctions with Church Avenue / Eskdale Avenue and at the junction of Church Road and Mandeville Road;
(ii) the existing signalised crossing and zig-zag markings in the vicinity of No. 95 Church Road will be removed;
(d) minor revisions will be made to the layout of the bus stop clearways in Church Road and Mandeville Road.

7. The proposed Orders and other documents giving more detailed particulars of the Orders, including plans, are available by e-mail from trafficnotices@ealing.gov.uk or by inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders.
8. Any objections or other representations about any of the proposed Orders should be sent in writing by e-mail to trafficnotices@ealing.gov.uk or by post to Highways Service, Perceval House, 14-16 Uxbridge Road W5 2HL (quoting reference ORD/4-9) by 19th April 2024.
All objections must specify the grounds on which they are made and should include the address of the author.
