What is happening?
RHONDDA CYNON TAFF COUNTY BOROUGH COUNCIL
(VARIOUS STREETS AND ROADS IN RHONDDA CYNON TAFF)
(REVOCATION, VARIATION AND SPEED LIMIT) ORDER 2024
NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council propose to make an Order
under Section 1, 2, 4, 82, 83 and 84 of the Road Traffic Regulation Act 1984 (“the Act”), the Traffic Management Act
2004 and of all other enabling powers, the effect of which will be to:
1. To Revoke the Traffic Regulation Orders specified in Part 1 of Schedule 3
2. To Vary the Traffic Regulation Orders specified in Part 1 of Schedules 1 and 2 and Part 2 of Schedule 3
3. To introduce a 20mph speed limit on the roads specified in Part 2 of Schedule 2 and Part 3 of Schedule 3
4. To introduce a 30mph speed limit on the roads specified in Part 3 of Schedule 2
5. To introduce a 40mph speed limit on the roads specified in Part 4 of Schedule 3
6. To introduce a 50mph speed limit on the roads specified in Part 4 of Schedule 2
7. To introduce a 60mph speed limit on the roads specified in Part 5 of Schedule 3
The above proposals are necessary as part of the implementation of “The Restricted Roads (20mph Speed Limit)
(Wales) Order 2022”, which comes into force on 17th September 2023.
Any road or part of a road specified to remain a 30mph Speed Limit is to be considered an exception to “The
Restricted Roads (20mph Speed Limit) (Wales) Order 2022”
An exemption will be permitted for military and emergency vehicles only
A copy of the relevant documents may be inspected during normal offices hours at the Principal Offices of Rhondda

Objections or representations to the proposals together with the grounds on which they are made must be sent in
writing to the Traffic Manager, 2 Llys Cadwyn, Taff Street, Pontypridd, CF37 4TH or by email on
20mph@rctcbc.gov.uk by 15th April 2024
SCHEDULE 1 – RHONDDA
Part 1 – Variations
1. The “Rhondda Cynon Taff County Borough Council (Various Streets and Roads in Rhondda Cynon Taff)
(Revocation, Variation and Speed Limit) Order 2023” shall be varied so that ‘item 17’ of Schedule 4, Part 3 shall
now read as follows: -
“Item 17
That section of Bwlch-y-Clawdd Road A4061 from its junction with Pen-Twyn Road B4223 westwards for a
distance of approximately 1350 metres”
SCHEDULE 2 – CYNON
Part 1 – Variations
1. The "Rhondda Cynon Taff County Borough Council (Rhigos Road (Between Pont-Walby and Hirwaun Industrial
Estate), The Bury and Cwmynysminton Road, Llwydcoed) (Speed Limit) Order 2012" shall be varied by the
removal of the following items from the Schedule:
a. Part 1 (50mph) items ‘c’ and ‘d’
b. Part 2 (40mph) item ‘c’
Part 2 – NEW 20mph Speed Limits
1. Introduce a 20mph speed limit on the following lengths of road:-
a. Cwmynysminton Road, Llwydcoed
That section of road of Cwmynysminton Road, from a point adjacent to the property named ‘The Spinney’ to a
point approximately 115 metres north of this location.
b. Unnamed Road. Perthcelyn, Penrhiwceiber
That section of un-named road from a point 105 metres south of the junction with Llanwonno Road, Perthcelyn
in a general southerly direction for a distance of approximately 80 metres.
c. Darren Ddu Road. Glvncoch, Ynysybwl
That section of Darren Ddu Road from it's junction with Ynysybwl Road to its junction with Cefn Lane in a
general south easterly direction for a distance of approximately 465 metres.
d. Un-named Road adjacent to Bwllfa Dare Terrace, Cwmdare
That section of Un-named Road, from it’s junction with Bwllfa Dare Terrace in a generally south westerly
direction for a distance of 279 metres (that includes the small turning length of road at the southern point of this
section).
Part 3 – NEW 30mph Speed Limits
1. Introduce a 30mph speed limit on the following lengths of road:-
a. Bwllfa Road, Cwmdare
That section of Bwllfa Road, Cwmdare from a point 3 metres southwest of the property 69 Bwllfa Road in a
south w esterly direction for a distance of approximately 557 metres.
Part 4 – NEW 50mph Speed Limits
1. Introduce a 50mph speed limit on the following lengths of road:-
a. Crematorium Road, Llwydcoed
From its roundabout with the A465 Heads of the Valley Trunk Road (New route) in a general westerly direction
to its junction with Cwmynysminton Road for a distance of approximately 2.35km.
b. Croes Bychan Road, Llwydcoed
That section of Croes Bychan Road from its junction with Cwmynysminton Road to a point 70 metres west of
this junction.
c. Cwmynysminton Road, Llwydcoed
That section of Cwmynysminton Road, from its junction with Crematorium Road to a point approximately 900
metres south east of this junction.
SCHEDULE 3 – TAFF
Part 1 – Revocations
1. The “Rhondda Cynon Taff County Borough Council (A4222 Cowbridge Road, Talygarn, Pontyclun) (40mph Speed
Limit) Order 2017” shall be revoked in its entirety.
2. The "Rhondda Cynon Taff County Borough Council (A4119 and A4093 Thomastown Roundabout, Tonyrefail)
(40m ph Speed Limit) Order 2021" shall be revoked in its entirety.
Part 2 – Variations
1. The “Rhondda Cynon Taff County Borough Council (Various Streets and Roads in Rhondda Cynon Taff)
(Revocation, Variation and Speed Limit) Order 2023” shall be varied so that ‘item 23’ and ‘item 49’ of Schedule 6,
Part 3 shall now read as follows:-
a. Item 23 – the length of 540 metres, be changed to 670 metres.
Heol Creigiau, Llantwit Fardre
A473 at Nant Dowlais, that section of Heol Creigiau (old road) from its junction with Heol Creigiau that leads
onto Heol Dowlais in a north / north easterly direction for a distance of approximately 670 metres
b. Item 49 – the length of 710 metres, be changed to 865 metres.
Cowbridge Road A4222 Talygarn, Brynsadler
That section of the A4222 Cowbridge Road Brynsadler from a point 78 metres south of its junction with Talygarn
Drive Brynsadler, in a southerly direction for a distance of approximately 865 metres
2. The Schedule of Orders from the "Rhondda Cynon Taff County Borough Council (Prohibition and Restriction of
Waiting and Loading and On Street Parking Places) Consolidation Order 2012" shall be varied as follows: -
a. "Rhondda Cynon Taff County Borough Council (Ely Valley Road, from High Street, Tonyrefail to Elwyn
Terrace, Coed Ely) (Revocation, Prohibition of Waiting At Any Time, 40mph Speed Limit and 20mph Speed
Limit) Order 2008" shall be varied by the removal of Part 2 (20mph) and Part 3 (40mph) in its entirety.
Part 3 – NEW 20mph Speed Limits
1. Introduce 20mph speed limit on the following lengths of road:-
a. Heol-y-Sarn, Llantrisant Common
That section of Heol-y-Sarn from the northern property boundary of No.47 Heol-y-Sarn in a general northerly
direction for a distance of approximately 50 metres.
b. Unnamed Road, Llantrisant Common
That section of un-named road on Llantrisant Common from it’s junction with the road named Heol-y-Sarn in a
general north easterly direction for a distance of approximately 15 metres.
c. Access Road to Albion Industrial Estate, Cilfynydd
That section of access road from its junction with the A4054 Cilfynydd (overbridge at A470) in a generally
easterly then southerly direction for a distance of approximately 220 metres.
d. Un-named Access Road leading to Sewage Treatment Works, Cilfynydd
That section of road from the junction with the Albion Industrial Estate access road in a general north westerly
direction for a distance of approximately 240 metres.
e. Hafod Lane, Pantygraig Wen, Pontypridd
That section of Hafod Lane, Pontypridd from a point approximately 230 metres north west of the western
boundary of the property No. 18 Hafod Lane to a point approximately 155 metres in a generally south east
direction, where it joins the restricted section of the highway.
f. Darren Ddu Road. Glvncoch, Ynysybwl
That section of Darren Ddu Road from it's junction with Ynysybwl Road to its junction with Cefn Lane in a
general south easterly direction for a distance of approximately 465 metres.
Part 4 – NEW 40mph Speed Limits
1. Introduce a 40mph speed limit on the following lengths of road:-
a. Mill Street. Thomastown. Tonyrefail
That section of Mill Street from a point adjacent to the northern boundary of building called 'Surgery House',
Tonyrefail, in a southerly direction to the small roundabout junction with the A4119, for a distance of
approximately 80 metres
b. Small roundabout junction with the A4119, Thomastown
The roundabout carriageway in its entirety.
c. Tylcha Wen Terrace. Thomastown. Tonyrefail
From the northern boundary of No. 76 Tylcha Wen Terrace, in a northerly direction to the small roundabout
junction with the A4119, for a distance of approximately 260 metres.
Part 5 – NEW 60mph Speed Limits
1 . Introduce a 60mph speed limit on the following lengths of road:-
a. A4119 Ely Valley Road
From a point 90 metres south of the A4119 Ely Valley Road, Thomastown roundabout in a general north
easterly direction for a distance of approximately 215 metres to include the roundabout gyratory.
b. A4093 Junction with Ely Valley Road roundabout
That section of the A4093, from its junction with the A4119 Ely Valley Road, Thomastown roundabout, in a
general westerly direction for a distance of approximately 80 metres.
c. Mill Street / Ely Valley Road Roundabout, Tonyrefail
That section of Mill Street that connects the A4119 Ely Valley Road, Thomastown roundabout and the small
roundabout junction with the A4119 in a north easterly direction for it's entire length, a distance of approximately
100 metres.
