NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 21st March 2024 the above-mentioned Orders under Section 9 to the Road Traffic Regulation Act 1984 and all other enabling powers. In order to effectively manage kerbside space in the Burnt Oak area and deter commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected area, the Council considers that it will be beneficial to introduce a scheme, on an experimental basis that will introduce the Burnt Oak Central 'BOC' Controlled Parking Zone which will operate between the hours of 8am to 6.30pm Monday to Friday.
1. The general effect of the Charged-for Parking Places Order will be to, on an experimental basis:
(a) Introduce parking places for the use of residents and their visitors in the roads listed in Schedule 1 to this Notice.
(b) Provide that the parking places referred to in (a) above will operate between 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid 'BOC' resident's permit associated with their vehicle or have a 'BOC' visitor voucher displayed in their vehicle, to be entitled to park in the parking places.
(c) Introduce resident permit holders only 'Past this point' parking areas in the roads listed in Schedule 2 to this Notice.
(d) Provide that the resident permit holders only 'Past this point' parking areas referred to in (c) above will operate between 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid 'BOC' permit associated with their vehicle or have a 'BOC' visitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.
2. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to on an experimental basis:
(a) Introduce Monday to Friday 8am to 6.30pm waiting restrictions on certain lengths of the streets detailed in Schedule 1 to this notice.
(b) Introduce 'At any time' waiting restrictions on certain lengths of the streets detailed in Schedule 1 to this notice.
(c) Introduce new lengths of 'At any time' waiting restrictions on certain lengths of Storksmead Road and Blundell Road.
(d) Introduce new 'at any time' waiting restrictions on Watling Avenue at the junction of Blundell Road (by converting lengths of existing Monday to Friday 1lam to 12midday waiting restriction).
(e) Upgrade existing lengths of Monday to Friday 11am to l2midday waiting restrictions to operate 'at any time' at the junction of Watling Avenue and Blundell Road.
Loading will be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 2 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place/continuous.

A copy of the Orders, which will come into operation on Monday 8th April 2024, a plan of the relevant areas and the Council's Statements of Reasons for making the Orders can be obtained for a period of 6 months from the date on which this notice is published by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 2 Bristol Avenue, Colindale, London NW9 4EW, quoting reference: Burnt Oak Central CPZ -TMO 2024_13 and 2024_14.
Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made there-under have not been complied with in relation to the Orders may within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Orders or any provision thereof. If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Orders came into operation, send a statement in writing of their objection and the grounds thereof to Design Team, 2 Bristol Avenue, Colindale, London, NW9 4EW or via email to parking.consultations@Barnet.gov.uk.
