London Borough Of Brent, The London Borough Of Brent (Bus Priority) (Consolidation) (No. *) Traffic Order 202*, The Brent (Waiting And Loading Restriction) (Amendment No. *) Order 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.
2. The general effect of the 'Bus Priority' Order would be to install a bus lane in a certain length of Harrow Road, Kensal Green, between Greyhound Road and College Road. The hours of operation would be between 7.00 a.m. and 7.00 p.m. throughout the week.
3. The restrictions referred to in paragraph 2 above would not apply:-
(a) in relation to a taxi, a solo motor cycle or a pedal cycle entering that part of the carriageway; or
(b) in relation to any vehicle when used for fire brigade, ambulance or police purposes in an emergency entering that part of the carriageway; or
(c) to anything done with the permission or at the direction of a police constable in uniform; or
(d) to any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to section 66 or 67 of the Road Traffic Regulation Act 1984.
4. The general effect of the 'Waiting and Loading Restriction' Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that: -
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited at any time in the lengths of streets specified in Schedule 2 to this Notice and between 7.00 a.m. and 7.00 p.m. throughout the week in the lengths of streets specified in Schedule 3 to this Notice;
(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 to 3 to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 1 to 3 to this Notice;
(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 to 3 to this Notice would be revoked
(f) to make minor drafting amendments to the existing restrictions to conform with the current on-site layout.
5. The prohibitions referred to in sub-paragraphs 4(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.
6. Copies of the proposed Orders, of the relevant Orders of 1979 and 2017 (and of the Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Saturdays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

8. Persons desiring to make representations or to object to any of the proposed Orders, or to any of the proposals, send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/06/054/NP, to arrive no later than 21 days from the date of publication of this notice.
