What is happening?

(VARIOUS ROADS, UPLANDS AREA, BISHOPSWORTH WARD, CITY OF BRISTOL) (PROHIBITION AND RESTRICTION OF WAITING) (PROHIBITION OF STOPPING) ORDER 2024
The City Council of Bristol hereby gives NOTICE that on 14th March 2024 it made a traffic order, the effect of which is:-
1. to introduce prohibition of waiting arrangements for vehicles in lengths of Acorn Grove, Costiland Drive, Dancey Mead, Dangerfield Avenue, Donald Road, Ellfield Close, Elm Hayes, Elsbert Drive, Gardner Avenue, Geoffrey Close, Greylands Road, Highridge Green, Highridge Green, rear access to No.s 61 to 75, Highridge Walk, Ilex Close, Kings Walk, Lock Gardens, Marguerite Road, Marlepit Grove, Marlfield Walk, Martha’s Orchard, Oldmead Walk, Poplar Road, Rosemeare Gardens, Rye Close, Sandburrows Walk, Spartley Walk, The Pavillions Service Road, Tugela Road, Vicarage Road, Watchill Close and Westward Road;
2. to revise prohibition of waiting arrangements for vehicles in lengths of Bridgwater Road, Cutler Road, Kings Head Lane, Lakemead Grove, Sandburrows Road, Spartley Drive and Watchill Avenue;
3. to retain prohibition of waiting arrangements for vehicles in Mow Barton;
4. to retain restriction of waiting arrangements for vehicles in Kings Head Lane; and
5. to retain Mon - Fri 8am - 6pm no stopping prohibition on school entrance markings in Ellfield Close.
Opportunity was also be taken to correct anomalies between the provisions of the existing traffic orders and on-site road markings/ signs in relation to waiting prohibitions in Bridgwater Road, Cutler Road, Lakemead Grove, Martha’s Orchard, Sandburrows Road and The Pavillions Service Road.
Note: the provisions at item 1 above in relation to Costiland Drive, Donald Road, Ellfield Close, Elsbert Drive, Geoffrey Close, Greylands Road, Highridge Green, Kings Walk, Marguerite Road, Oldmead Walk, Poplar Road and Westward Road and at item 2 above in relation to Kings Head Lane, Lakemead Grove, Sandburrows Road and Watchill Avenue are modifications to the proposals (published on 19th January 2023 – reference CAE/RGW/P-1255) following the consideration of representations subsequently made to the Council.
The order will come into operation on 25th March 2024 and a copy thereof, together with plans, copies of the orders being revoked and varied further and a Statement of the Council’s Reasons for making the order may be inspected at the Citizen Service Point, 100 Temple Street, Bristol, BS1 6AG, between 10.00 a.m. and 4.00 p.m. on Monday to Friday.
Any person who desires to question the validity of, or of any provision contained in the order on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 as amended, or on the grounds that any of the relevant requirements of that Act has not been complied with in relation to the order, may within six weeks after the date on which the order was made, apply to the High Court for this purpose.
