THE SOUTHEND BOROUGH COUNCIL (WAITING, LOADING AND STOPPING AND PARKING PLACES) (MAP BASED) (CONSOLIDATION) ORDER 2021
THE SOUTHEND-ON-SEA CITY COUNCIL (WAITING, LOADING, STOPPING AND PARKING PLACES) (MAP BASED) (INCREASED CHARGES) (VARIOUS AMENDMENTS) AMENDMENT NO. X ORDER 2024
Road Traffic Regulation Act 1984
Southend-on-Sea City Council (hereinafter referred to as "the Council") in exercise of its powers under Sections 1, 2, 4, 45 and 46 of the Road Traffic Regulation Act 1984, and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act hereby give notice that it proposes the following:
• Extend the operational and chargeable period for Zone 1A, to include Monday - Sunday 8am - 9pm affecting the following roads: Chalkwell Esplanade, Eastern Esplanade, Hartington Road (shared-use bays), Lucy Road (shared-use bays), The Leas, Thorpe Esplanade, Western Esplanade;
• Remove the Seafront Permit, Voluntary Sector Permit, Tradesperson Permit (On-street only) and Tradesperson Permit (On and Off street) as set out in Table 1; and
• Introduce a Tradesperson Permit (On and Off street), and Educational Permit and a charge to Amend an existing Electric Vehicle (EV) Permit as set out in Table 2.
Please note that Southend-on-Sea City Council have published a Notice of Variation to amend On-Street and Off-Street parking charges (pay and display and permits), of which will come into effect on 22nd April 2024. The proposals affected by parking charges will be subject to these new charges if the order is made permanent after this date.

THE SOUTHEND-ON-SEA CITY COUNCIL (Off Street Parking Places) (INCREASED CHARGES) (VARIOUS AMENDMENTS) AMENDMENT NO. X ORDER 2024
Road Traffic Regulation Act 1984
Southend-on-Sea City Council (hereinafter referred to as "the Council") in exercise of its powers under Sections 32, 33 and 35 of the Road Traffic Regulation Act 1984, and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act hereby give notice that it proposes the following.
• Change Ilfracombe Avenue Car Park Pay and Display charges from Zone 1B to Zone 2;
• Extend the operational and chargeable period for Zone 1A, to include Monday - Sunday 8am - 9pm, except for Shorefield Road Car Park and Cliffs Pavilion Car Park which will remain as Monday - Sunday 8am - 6pm;
• Remove the Cliffs Pavilion Staff Season Ticket, Voluntary Sector Permit, Seafront Permit (Zone 1B) and removal of the existing Parks and Open Spaces Car Parks as set out in Table 2;
• Introduce Staff Permits, Day Permit, Permit (Red),Tradesperson Permit (On and Off-Street) and Educational Permit as set out in Table 1;
• Introduce Electric Vehicle bay parking in Civic Centre Underground Car Park; and
• Schedule 1 of the 2022 Order will be replaced by Schedule 3 of the Draft Order, covered by the above changes.
